Impunity Watch is an NGO dedicated to seeking justice for victims of human rights violations.

Impunity Watch is an international non-profit organisation working with victims of violence to uproot deeply ingrained structures of impunity, deliver redress for grave human rights violations and promote justice and peace. For more than 15 years, we have been working in countries emerging from violent conflict. We have found that victims know best what is needed to achieve justice for themselves and their communities and prevent violence from recurring, yet they are routinely excluded from these processes. Our role is to address this omission and ensure their demands are met. Impunity Watch currently works in Central America, North Africa and the Great Lakes region of Africa, the Middle East and the Western Balkans. We have presence in Guatemala and Burundi, and our headquarters are in The Hague, The Netherlands. We conduct comparative research on priority themes relating to overcoming impunity and maintain international partnerships to fight impunity and transform justice. We are committed to prioritising long-term engagements in all our programming, operations and advocacy work, and work at community/local, as well as national, regional and international levels. Working together with victims, survivors and affected communities is at the heart of everything we do.

These sanctions are attempts to signal to those who resist impunity that they are isolated, powerless and unable to bring about change. We must reject this narrative.

Her win reminds us that justice is not granted by those in power – it is fought for, often against considerable resistance, through decades of persistence.

Defending justice requires more than condemning attacks on international institutions. We must move towards sustained collective action that is capable of challenging entrenched power.

AI is reshaping global narratives on gender, democracy and justice. For example, gender bias embedded in AI has an influence on whose harms are recognised, and whose are overlooked. But what does this mean for accountability?

To answer this, we took part in a timely and crucial discussion on ‘Big tech, AI, and feminist digital accountability’ this week at the Gender Justice in International Criminal Law Conference 2026.

Michelle Bouchebel, our Thematic lead on AI, raised concerns around issues of transparency and power dynamics that risk undermining survivors.

⚖️The Truth, Justice and Equity Forum has published its first monitoring report on Syria’s transitional justice process, covering 1 May - 31 July 2026.

The report documents an important foundational phase, including institutional developments, discussions around the transitional justice law, early judicial proceedings and growing engagement by victims and civil society.

At the same time, it identifies key issues that require continued attention to build an inclusive and victim-centred process:

☑️An inclusive definition of victims and scope of transitional justice;
☑️Meaningful participation by victims, families and civil society;
☑️Clarification of the fate of missing persons and protection of family data;
☑️Fair-trial guarantees and protection of evidence and archives;
☑️Clearer coordination between institutions; and
☑️Integration of gender, geography and civic space throughout the process.

Among its recommendations, the report calls for a clear transitional justice roadmap, a written and transparent participation policy, and stronger public communication on mandates, priorities and procedures.

🥸What happens when AI can imitate a human rights organisation?

📰 Anthropic's latest report describes an alleged case in which AI was reportedly used to create a front NGO imitating a real human rights organisation, produce human rights reports, and draft testimony intended for the UN Human Rights Council.

If substantiated, 𝐭𝐡𝐢𝐬 𝐠𝐨𝐞𝐬 𝐛𝐞𝐲𝐨𝐧𝐝 𝐝𝐢𝐬𝐢𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧. Using AI to imitate NGOs and speak in the name of victims threatens the trust on which the human rights system depends.

For transitional justice, the implications are particularly serious. Credible testimony, documentation and independent civil society voices are essential to truth and accountability.

Action is needed now:
🔹AI companies must be more transparent and subject to independent oversight, given their largely unchecked power to shape both these technologies and what we know about their misuse.
🔹Those who misuse AI to manipulate human rights processes must be held accountable to reestablish trust in the system
🔹Governments must urgently establish safeguards to protect the integrity of human rights processes, particularly high-stakes transitional justice processes, from AI-enabled manipulation and impersonation.
🔹Victims and affected communities must be protected from the harms of AI misuse and have a meaningful voice in shaping meaningful responses.

📢 The UN Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence, Bernard Duhaime, has released a new report on 𝐞𝐦𝐞𝐫𝐠𝐢𝐧𝐠 𝐭𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐢𝐞𝐬 𝐚𝐧𝐝 𝐭𝐫𝐚𝐧𝐬𝐢𝐭𝐢𝐨𝐧𝐚𝐥 𝐣𝐮𝐬𝐭𝐢𝐜𝐞.

This is an important contribution to a conversation that we have been engaging with for some time. We are particularly pleased to see our research directly referenced in the report, echoing several of our central priorities:

🔸Keeping victims and affected communities at the centre;
🔸Ensuring meaningful human oversight;
🔸Addressing the risks of technology in conflict and post-conflict settings;
🔸Strengthening interdisciplinary cooperation; and

The report comes at an important moment. As emerging technologies become increasingly present in transitional justice processes, their use must respond to the particular realities, risks and needs of these contexts.

Our ongoing research looks at precisely these questions: Are existing technology governance frameworks equipped for transitional justice? Where do important gaps remain and how can they be addressed?

We particularly welcome the Special Rapporteur’s call to support professional guidance and training for transitional justice practitioners on the human rights-anchored use of emerging technologies, including AI. It is essential for us that any such guidance or principles are developed with the 𝐟𝐮𝐥𝐥 𝐚𝐧𝐝 𝐦𝐞𝐚𝐧𝐢𝐧𝐠𝐟𝐮𝐥 𝐩𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐯𝐢𝐜𝐭𝐢𝐦𝐬 𝐚𝐧𝐝 𝐚𝐟𝐟𝐞𝐜𝐭𝐞𝐝 𝐜𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐢𝐞𝐬 – ensuring that their rights, needs and experiences remain at the centre.

We engaged 88 ex-combatants in positive masculinities sessions and trauma-healing in Burundi, with marked improvements in their mental health, and reduced acts of aggression and gender-based violence – transforming social relations and tackling root causes of violence.

On 15 December 2025, the Paris Assize Court found former politician and military leader Roger Lumbala guilty of complicity in crimes against humanity committed in 2002. 𝐓𝐡𝐞 𝐯𝐞𝐫𝐝𝐢𝐜𝐭 𝐢𝐬 𝐡𝐢𝐬𝐭𝐨𝐫𝐢𝐜 𝐚𝐬 𝐢𝐭 𝐜𝐡𝐚𝐥𝐥𝐞𝐧𝐠𝐞𝐬 𝐨𝐯𝐞𝐫 𝐭𝐰𝐨 𝐝𝐞𝐜𝐚𝐝𝐞𝐬 𝐨𝐟 𝐢𝐦𝐩𝐮𝐧𝐢𝐭𝐲 𝐢𝐧 𝐭𝐡𝐞 𝐃𝐑𝐂 🇨🇩
