Local aid workers are often most exposed to detention risks. Locally recruited staff account for 88% of the humanitarian personnel affected by arrest and detention according to INSO's new briefing note.

Support is needed to ensure aid organisations have the resources and systems to address such risks as well as tangible political action to address the criminalisation of humanitarian action.

Since Jan 2020, INSO has recorded 81 incidents of detention linked to criminalisation of humanitarian action itself.

In many contexts aid workers face accusations of terrorism, espionage, alleged political affiliation and are detained when they speak out on behalf of affected communities. This criminalisation of humanitarian action must be urgently addressed.

More than 1,700 humanitarian personnel were arrested or detained by State actors between January 2020 and June 2026, across INSO's countries of operation. The reality is this number may be even greater.

On World Humanitarian Day we are calling for States to take concerted action to address this concerning detention risk.

🚨 Since January 2020, almost one humanitarian worker has been detained by State authorities every day.

New data from our Conflict and Humanitarian Data Centre records 959 incidents of arrest, detention or custodial confinement of humanitarian personnel by States between 2020 and June 2026, affecting more than 1,700 staff. Locally recruited colleagues account for 88% of those affected.

Around a third of the incidents we analysed were directly linked to the humanitarian activity of the person detained, through the enforcement of administrative impediments, interference with programme implementation, or the criminalisation of humanitarian action itself.

This World Humanitarian Day, Protect Humanitarians and INSO are calling on governments, donors and humanitarian organisations to invest in prevention, Duty of Care, and psychological and legal support for humanitarian workers and their families. Responsibility does not end with a call for release.
