📢 During our event, "From Meme to Mob: How Digital Hate Travels Across Borders and Affects People in Europe" on 3 June, Dr. Ritumbra Manuvie (University of Groningen) spoke about how hate speech and disinformation operate through transnational networks rather than isolated pieces of content.
Drawing on her research on Hindutva networks, Dr. Manuvie explained how organisations such as the BJP, RSS and VHP form part of a wider ideological ecosystem that produces and amplifies harmful narratives online. She argued that platform responses often focus on individual posts, while failing to address the broader networks that enable hate and disinformation to spread across borders and affect communities far beyond their country of origin.

On 3 June, DAHRD hosted From Meme to Mob: How Digital Hate Travels Across Borders and Affects People in Europe in Brussels.

We would like to extend our sincere thanks to everyone who joined us for this timely discussion on platform accountability, multilingual moderation gaps, cross-border digital harms, and the implementation of the Digital Services Act.

A special thank you to our speakers:
• Lynn Boylan
• Thomas Hughes
• Dr. Ritumbra Manuvie

The discussion highlighted questions around how harmful content spreads across languages and borders, the challenges of enforcement, and what meaningful platform accountability should look like in practice.

Thank you again to everyone who participated, contributed insights, and made this discussion possible.

Stay tuned — we will soon be sharing key takeaways from the discussion.

In an op-ed published in The Wire, DAHRD executive director Dr. Ritumbra Manuvie reflects on the last-minute cancellation of RightsCon 2026.

🚨 The cancellation of RightsCon shows that those who dominate global digital infrastructure and narratives are also able to dictate the terms of the debate itself. It affects not only organisations like DAHRD, but also broader efforts to preserve open and inclusive spaces for global dialogue on digital rights and AI governance.

It should be of concern to us all - civil society organisations, researchers, policymakers, and communities worldwide - because the future of digital governance must remain open, plural, and genuinely universal.
