IOR, CREËERT EEN NETWERK VAN ADVISEURS OM DE KWALITEIT VAN DE INFORMATIE VOOR ONTHEEMDE WERKNEMERS EN HUN BEDRIJVEN TE VERBETEREN

Het project, gefinancierd door de Europese Unie, Informing on the Rules of Detachering, IOR, analyseert de uitdagingen in verband met de implementatie van de richtlijnen betreffende de detachering van werknemers in de context van de transnationale verlening van diensten, waarbij de nadruk ligt op Informatie om de implementatie en correcte toepassing van de Europese regelgeving betreffende de detachering van werknemers te verbeteren.
Het project wordt geleid door de Antonio Bustamante Foundation, FAB, uit Spanje en omvat de deelname van bedrijfs- en vakbondsorganisaties uit Spanje, Polen, Duitsland, Nederland (ASEA), Tsjechië en Bulgarije.
De belangrijkste doelstelling van het project is Het vergroten van de toegankelijkheid, transparantie en kwaliteit van informatie over arbeidsvoorwaarden en -omstandigheden, waaronder stages in de lidstaten; en is specifiek gericht op werknemers en werkgevers die werknemers detacheren in de landbouw-, zorg- en bouwsector; sociale partners; verbindingsbureaus en overheidsinstanties. Deze doelstelling is bedoeld om de transnationale uitwisseling van informatie en goede praktijken tijdens de uitvoering te vergemakkelijken; en het effect zal zich uitstrekken tot niet-EU-landen, met name de kandidaat-lidstaten. Om deze doelstelling te bereiken, heeft het project een netwerk van adviseurs opgezet dat bestaat uit een vertegenwoordiger van elk van de partnerlanden van het project, plus een “internationale adviseur”.

IOR CREATES A NETWORK OF ADVISORS TO IMPROVE THE QUALITY OF INFORMATION FOR DISPLACED WORKERS AND THEIR COMPANIES

The project, funded by the European Union, Informing on the Rules of Posting, IOR, analyses the challenges related to the implementation of the Directives on the posting of workers in the context of the transnational provision of services, focusing on Information to improve the implementation and correct application of European regulations on the posting of workers.

The project is led by the Antonio Bustamante Foundation, FAB, of Spain, and includes the participation of business and trade union organisations from Spain, Poland, Germany, the Netherlands, the Czech Republic and Bulgaria .

The main objective of the project is: To increase the accessibility, transparency and quality of information on terms and conditions of employment, including internships in the Member States; and is specifically addressed to workers and employers posting workers in the agriculture, care and construction sectors; social partners; liaison offices and public authorities. This objective is intended to facilitate the transnational exchange of information and good practices during its implementation; and its impact will extend to non-EU countries, in particular to the candidate countries.

To achieve this objective, the project has created a network of advisors consisting of a representative from each of the project's partner countries, plus an "international advisor".

The advisors of this International Network will provide support and advice to companies and displaced workers within the framework of their country's operations, both from the perspective of the issuing State and the host State.

In order to coordinate the network of advisors, guaranteeing homogeneity, speed and efficiency in information and advice, and a dignified and professional treatment of workers and their companies, a code of conduct has been drawn up, with guidelines for the work and behaviour of advisors. In this way, the code of conduct is configured as a central and reference guide for advisors to use in daily decision-making and to guide their actions during the development phase of their activities.
