ISSA - International Step by Step Association A learning community for inclusive, equitable and high-quality care and education for all young children

ISSA is a vibrant network that connects professionals and non-profit organizations working in the field of early childhood development. Established in the Netherlands in 1999, ISSA’s community today stretches across the globe with its more than 50 members primarily located in Europe and Central Asia. Building upon the Step by Step Program initiated by the Open Society Foundations in 1994, ISSA aims to ensure equal access to quality care and education for all young children from 0 to 10 years old. This mission is implemented through three main pillars of action: equal access for all children; promoting high-quality and professionalism in early years services and empowering parents and communities to be part of the children’s development and learning.

Dinner with a view of Lisbon’s history

The Conference Dinner has a venue. 🌊

Palácio da Cruz Vermelha, also known as Palácio do Conde de Óbidos, is a 17th-century palace overlooking the Tagus River. It is where the evening of 22 October will be spent, and where the best conversations of the Conference will probably continue.
In-person capacity is limited, so now is the time to plan.

Sometimes the best thing you can do as a practitioner is change the plan. 🎪

This story from a Play Hub in Zagreb shows what happens when a team listened carefully to what the children in their group actually needed and what became possible because of it.

450 early childhood professionals. 50 countries. 140 sessions.

But the moment that stayed with us?

Ministers from health, education and social policy sat alongside practitioners and listened. Before the session ended, some committed to bringing early childhood into conversations with their colleagues in finance ministries.

The people doing the work changed what the people making decisions decided to do next.

That is what the ISSA Conference is for.

Lisbon is next. 21–23 October 2026. 🌿

Outdoor learning, STEM, inclusion—and plenty of play. 🌿

In the first OUTPLAY video diary, project lead Katarína Pániková introduces the project and shares how partners are working together to create more opportunities for children aged 3–10 to explore, experiment, and learn outdoors.
Led by ISSA member Škola dokorán – Wide Open School in a consortium of ISSA members, and co-funded by the European Union through Erasmus+, OUTPLAY brings together ISSA members and partners across Europe.

The Early Bird rate has closed, but registration continues. This year’s workshops are built for active exchange: compare what works, test ideas, and work through real challenges in integrated early childhood systems. Less passive listening. More practical sense-making. Less in person capacity, so save your spot. Online participation also available.
