Today, Housing Authority CEO Matthew Zerafa delivered a presentation at the Fair, Affordable and Climate-Resilient Housing webinar, which explored inclusive housing policies that support the European Affordable Housing Plan while strengthening climate resilience and social cohesion 🏘️.

The presentation focused on housing across the EU, including factors affecting demand, supply challenges and Malta’s housing situation, highlighting the Housing Authority’s vision centred on sustainability, digital innovation and service excellence 🤝.

HouseInc Research and Policy Dialogue – Housing inequalities: concepts, measurements and solutions

The dialogue presents selected insights from the EU-Horizon HouseInc project and provides a platform for constructive exchange on pressing issues of housing inequality across Europe. Over the past 2.5 years, the HouseInc project consortium has investigated the economic, social, and ecological drivers and consequences of housing inequality.

The event focuses on two key areas of the project. First, it explores how housing vulnerability can be conceptualised and measured, and how disciplinary and methodological choices shape which forms of vulnerability become visible and which tend to be overlooked. Second, it presents and discusses practice and policy-relevant solutions developed within the project, addressing housing inequality along the dimensions of affordability, inclusivity, and sustainability.

These topics will be explored through two interactive workshops featuring invited guest speakers, presentations of project results, and opportunities for discussion, exchange, and networking among participants from research, policy, and practice.

The first HouseInc Research and Policy Dialogue is organised by the HouseInc project and hosted by the SDA Bocconi School of Managament.

The New European Bauhaus and housing inequality: towards fair, inclusive and climate-resilient housing in Europe

Brussels, June 12 and online

The event brings together cutting-edge research from 4 EU Horizon projects – HouseInc, PREFIGURE, EqualHouse and ReHousIn – to explore how policy innovation and societal practices shape inclusive and sustainable housing strategies that meet Europe’s climate ambitions while also reducing social inequalities.

In line with the NEB Initiative, the discussion will highlight transformative pathways toward our built environment that empower vulnerable groups and enhance quality of life, ensuring that the climate-neutral transition in the European housing sector is accessible, acceptable, and affordable for all.
The event – in form of a 2-hour-long hybrid workshop in Brussels – invites participants to critically reflect on evidence-based policy and practice innovations across local, regional, national, and EU governance levels that can accelerate the energy and climate transition in the housing sector, while adhering to principles of inclusivity, beauty and acceptability, and democratic transformation. It thus focuses on actionable insights that support resilient, low-carbon, and socially just transformative housing pathways.

Tackling Energy Poverty in the EU: New Tools to Address Persistent Challenges

For the first time since 2021, the share of EU citizens unable to keep their homes adequately warm registered a downward trajectory, dropping to 9.2% in 2024 from a peak of 10.6% in 2023. The European Commission attributes this improvement to a combination of falling energy retail prices, the implementation of national energy efficiency measures, and better-targeted policy interventions. Yet this figure conceals geographic disparities, as the share of people unable to heat their homes ranges from 2.7% in Finland to 19% in Bulgaria and Greece, and in the EU's four largest economies of Spain, France, Germany and Italy, nearly 27 million people are affected.

🧱 Here we are... HORIS concludes in May after 33 months of work to deliver 3 digital one-stop-shops integrated into national consumer organizations in Spain, Portugal, and Italy.

📑 By simplifying legal and financial barriers for citizens while aggregating projects into financeable packages, HORIS bridges the gap between policy and implementation, offering homeowners guidance about financial schemes and support on finding renovation professionals whose services are “quality-assured”. This citizen-focused approach will be presented on May 20 by the actors behind the platforms.

🏠 The revised Energy Performance of Buildings Directive (EPBD) sets a bold trajectory for Europe’s renovation wave. Central to this mission is the rollout of One-Stop-Shops (OSS)—hubs that provide homeowners, SMEs, and all actors in the renovation value chain with independent, end-to-end guidance on renovations. Did you know that in 2026, over 100 one-stop-shops exist across Europe?

This event explores the project’s journey and looks toward the future.
Three panel of experts will discuss how the HORIS model performed, how it was developed and what business models are considered for when the EU funding stops.
How are such tools embedded in the EU legislation?
How can digitalisation, innovation and smart city data further personalize and make the renovation experience more robust, accelerating the path toward Positive Energy Districts?
