Less red tape, same transparency?

The European Commission’s proposed DAC Recast aims to simplify a framework that has grown increasingly complex through successive amendments.

What would change for taxpayers and tax authorities? And can reporting obligations be streamlined without compromising tax transparency?

Read “Less Red Tape, Same Transparency? Assessing the DAC Recast” by Ruxandra Vlasceanu and Carla Valério to explore the key proposed amendments in the second note of our series covering the Tax Simplification Package.

IBFD Masterclasses are coming to the United States for the first time!

On 3-4 November, we'll be hosting 'Borderless VAT: Trade, Tech & E-Commerce', an in-person Masterclass taking place in Miami, Florida.

Through expert-led discussions and practical case studies, we'll explore how digitalisation, technology, e-commerce, and global trade are reshaping VAT systems worldwide.

The international VAT landscape has never been more interconnected and complex. As businesses continue to expand across borders and adopt new technologies, tax professionals must now navigate a growing range of challenges, from digital platforms and e-commerce, to AI-driven compliance and evolving reporting requirements.

In our classroom-style Masterclass, we'll explore these trends and challenges, and offer practical solutions that will help your tax team develop a comprehensive understanding of VAT in 2026.

Where do tax teams struggle most when adopting new technologies?

We asked Oscar Smeets, Lecturer of Tax & Technology at Vrije Universiteit Amsterdam and Tax Advisor at Deloitte Tax & Legal, to share his perspective on the challenges tax professionals face when adopting new technologies.

Over the past few years, AI and other technologies have significantly changed how tax professionals manage their workloads, conduct research and carry out reporting activities. Used effectively, these tools can make day-to-day work more efficient and help tax teams focus on higher-value tasks.

Yet, adoption is not without its challenges. Trust, data reliability and confidence in the outputs of new technologies remain key concerns for many tax professionals.

Our Professional Certificate in Tax & Technology, delivered in partnership with Vrije Universiteit Amsterdam, helps participants bridge their tax expertise with digital skills. The programme provides a practical understanding of how automation, AI and Large Language Models (LLMs) can be applied to tax work.

Topics covered include:

- Data collection, exchange & storage
- Data analysis
- Data reporting, automated processing & forecasting
- (Automated) decision-making
- Business case: introducing a Large Language Model (LLM) at work

If your team is unsure where to begin when exploring the potential of tax technology, our programme can help you build the knowledge and confidence to take the next step.

What happens when a country taxes a cross-border service, but the provider’s home country doesn’t fully relieve that tax?

The answer can have significant consequences for businesses and for the design of international tax rules. The form of relief available to businesses and how foreign tax credits are calculated on certain remotely supplied services (including limits on such relief) can all shape whether double taxation is actually eliminated.

In our new joint article with the International Centre for Tax and Development (ICTD), we examine how 12 major service-exporting countries currently provide relief from foreign taxes on remotely delivered services, and to what extent these findings can inform the ongoing negotiations on Protocol 1 of the UN Framework Convention on International Tax Cooperation.

As countries negotiate new rules for taxing cross-border services in an increasingly digitalized and globalized economy, getting the relief mechanism right may be just as important as deciding who gets to tax.
