Tourism in J&K is good, but there is a need to focus on infrastructure as well for the growing tourism industry. At the same time, we need to be mindful of our cultural heritage and our nature. J&K needs a multifaceted approach which not only concentrates on tourism. There is an urgent need of jobs for the unemployed youth.

▌WHAT SHOULD CHANGE IN THE SAFETY PLANNING OF PLACES OF WORSHIP?

More than 200 participants took part in twelve PARTESS-COM capacity-building trainings across Europe between December 2025 and June 2026.

Their experiences identified recurring problems in the protection and preparedness of places of worship that cannot be addressed through technical security measures alone:

🔹 unclear procedures for unfamiliar incidents
🔹 lasting effects of harassment and other low-level incidents
🔹 insufficient consideration of women’s experiences
🔹 limited capacity among smaller places of worship
🔹 incidents that remain undocumented because they are handled internally

Field Note 2 sets out four practical directions: rehearse clear procedures, involve affected congregants in safety planning, direct support towards institutions with fewer resources and improve responses to incidents that do not fit established reporting categories.

I am terrified when I think of the fate of my brothers and sisters in POJK. The track record of the Pakistani Military Establishment is extremely horrific if you look at what they have done in East Pakistan (Now Bangladesh) and Balochistan. I am afraid that they will keep killing up until they have killed the last Kashmiri in POJK.

The movement in POJK is an organic movement. I do not consider JKLF’s entry into this people’s movement in POJK as merely organic. JKLF has always been a terrorist organisation supported by the ISI. Today, there are more than a dozen JKLFs because of this history. I suspect a camouflaged ISI hand behind JKLF entry into this movement in order to sabotage a genuine people’s organic movement.

The economic blockade of POJK where even food essentials are not being allowed by the Pakistani Army is a grave human rights violation. POJK has been turned into Gaza by the Pakistani Army and the ISI. We Kashmiris on the other side of the LOC stand in solidarity with our brothers and sisters in POJK against this oppression.

Many incidents affecting places of worship never become visible beyond the immediate community. That matters, because when incidents are not reported, broader patterns can remain unseen.

The first PARTESS-COM Field Note explores this issue through the example of Faith Guardian and looks at how reporting, practical resources, and peer exchange can strengthen preparedness.
