Background
Menstrual poverty remains a significant barrier to health, education, dignity, and participation for women and girls in Adamawa State. Limited access to affordable menstrual products, inadequate WASH facilities, stigma, cultural restrictions, weak institutional coordination, and insufficient financing continue to undermine menstrual health outcomes, particularly among adolescent girls, displaced populations, and women in low income settings.
Big Family 360 Foundation seeks to generate credible, policy relevant evidence to strengthen government planning, budgeting, and accountability on menstrual health. To support this objective, the Foundation invites qualified consultants to submit Expressions of Interest to conduct a mixed methods research study on menstrual poverty in Adamawa State.
Objective of the Consultancy
The objective of the consultancy is to generate evidence based insights on the prevalence, drivers, and impacts of menstrual poverty in Adamawa State to inform government policy, planning, and decision making.
Scope of Work
The consultant will be responsible for:
Assessing the prevalence and dimensions of menstrual poverty among women and girls in selected locations.
Analyzing social, economic, cultural, and institutional factors influencing menstrual poverty.
Examining the effects of menstrual poverty on education, health, dignity, and participation.
Identifying policy, service delivery, and financing gaps affecting menstrual health responses.
Developing actionable recommendations targeted at state and local government stakeholders.
The assignment will focus on Adamawa State, with reference to specific LGAs where data is available or collected. Literature reviewed should cover the period from 2015 to 2025.
Methodology
The assignment will adopt a mixed methods approach, including:
Desk review of existing studies, policies, strategies, and reports at national, state, and humanitarian levels.
Quantitative data collection through structured surveys in selected communities and LGAs.
Qualitative data collection through focus group discussions and key informant interviews with government officials, service providers, educators, health workers, community leaders, women, and girls.
Data analysis using descriptive statistics and thematic analysis to generate policy focused findings.
All research activities must comply with ethical research standards, including informed consent and confidentiality.
Deliverables
The consultant will deliver:
Inception report outlining methodology, tools, ethical considerations, and work plan.
Cleaned datasets and a concise data analysis summary.
Draft research report with findings, analysis, conclusions, and recommendations.
PowerPoint presentation for stakeholder validation.
Final research report incorporating feedback.
Policy brief summarizing key findings and recommendations.
Duration
The consultancy is expected to run for approximately eight weeks:
Advert 2nd February to 8th February
Selection and Contract signing 9th February to 13th February
Research 16th February to 15th March
Presentation of Findings and Internal Validation 16th March to 21st March
External Validation and Final validated research document 23rd March to 28th March
Print and distribution of the research work 30th March to 4th April
Required Qualifications
Interested consultants should meet the following requirements:
A degree in Public Health, Gender Studies, Social Sciences, Development Studies, or a related field.
Demonstrated experience in mixed methods research and policy oriented studies.
Proven knowledge of menstrual health, gender, or adolescent health programming.
Strong analytical, writing, and presentation skills.
Experience working in Adamawa State or similar contexts is an added advantage.
Reporting and Supervision
The consultant will report to the Programs Manager, Big Family 360 Foundation. All deliverables are subject to review and approval by the Foundation.
