Delta Leaders Urged to Reactivate Burutu Marine School for Youth Empowerment

Niger Delta Activist Engr. Amunu Suyei Calls for Immediate Government Action

Burutu, Delta State — Press Release

Niger Delta activist Engr. Amunu Suyei has called on the Delta State Government and relevant authorities to urgently reactivate the abandoned Burutu Marine/Technical School, stressing that the institution remains a strategic facility for youth empowerment and technical development in the riverine communities.

In a public appeal, Engr. Suyei urged His Excellency Sheriff Oborevwori, Governor of Delta State, to prioritize the rehabilitation and operational activation of the Burutu Marine School so that it can fulfill its original mandate of training young people in marine and technical skills.

He also appealed to The Right Honourable Emomotimi Dennis Guwor, Speaker of the Delta State House of Assembly, to support policies and legislative actions that will facilitate the restoration and full functioning of the institution.

Furthermore, the activist called on the leadership of the Marine/Technical School, particularly Rector Engr. Akpoyibo Ebiowei Famous, to work closely with government authorities and stakeholders to ensure that the institution becomes operational again.

According to Engr. Suyei, the continued abandonment of the facility has limited opportunities for many youths in the riverine areas who seek to acquire technical and marine-based skills for sustainable livelihoods.

“Reviving the Burutu Marine School will create opportunities for skill development, employment, and economic growth within the Niger Delta region,” he said.

He stressed that activating the institution will not only empower young people but will also contribute to long-term peace, stability, and development in Delta State.

Engr. Suyei therefore urged the Delta State Government and relevant stakeholders to treat the matter with urgency and begin the necessary processes to bring the Burutu Marine/Technical School back into full operation for the benefit of the people.

Trained but Abandoned? Ex-Agitators Demand the Tools to Survive

Empowerment Delay Raises Fresh Concerns Over Reintegration Process

Warri, Delta State

Tension is quietly rising among trained beneficiaries of the Presidential Amnesty Programme (PAP) as concerns mount over the slow pace of empowerment distribution to ex-agitators who have completed their vocational and technical training.

Under the leadership of Dennis Brutu Otuaro, the Programme has recorded visible achievements in educational sponsorships and stakeholder engagement across the Niger Delta. However, trained ex-agitators say empowerment — the final and critical stage of reintegration — remains largely inactive.

Speaking through their forum under Engr. Amunu Suyei, the group expressed worry that many beneficiaries who successfully completed training are yet to receive starter packs, operational tools, or enterprise support needed to become economically independent.

“We are trained. We are certified. But without empowerment tools, how do we survive?” a spokesperson stated.

The forum emphasized that reintegration without empowerment creates economic stagnation and weakens the long-term objective of the Programme.

While reaffirming support for the Federal Government under President Bola Ahmed Tinubu, the group appealed for urgent intervention to prevent frustration among skilled youths in the region.

They called on PAP management to:

• Conduct a transparent verification of trained beneficiaries
• Begin phased distribution of empowerment packages
• Establish trade-based operational clusters
• Strengthen monitoring mechanisms

Observers note that empowerment is widely considered the most sensitive and impactful phase of the Amnesty Programme, as it determines whether rehabilitation efforts translate into sustainable livelihoods.

For now, trained ex-agitators say they remain hopeful — but insist that hope must be matched with visible action.

Trained Ex-Agitators Forum Calls on PAP Boss to Deliver Full Amnesty Mandate

Delta360, Warri Delta State | 12th January, 2026

Under the leadership of Engr. Amunu Suyei, the Trained Ex-Agitators Forum (TEAF) has urged the Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Brutu Otuaro, to ensure comprehensive implementation of the PAP mandate — arguing that recent focus on education and stakeholder events alone is insufficient to secure lasting peace and reintegration in the Niger Delta.

In a statement issued today, TEAF stressed that while educational sponsorships and consultative engagements remain important, they do not address the full breadth of obligations under the amnesty policy. According to the forum, core elements such as payment of yearly Transitional Safety Allowances, structured reintegration pathways, economic empowerment, and psycho-social support must be pursued with equal urgency.

Engr. Suyei said the current approach, heavily weighted toward stakeholders and scholarships, has led to a growing sense of frustration among ex-agitators who are yet to benefit meaningfully from the broader aspects of the Presidential Amnesty Programme.

“Without a balanced delivery across all mandate areas, the peace dividend will be fragile and incomplete. Education alone will not stabilize livelihoods or provide the economic opportunities our members urgently need,” Suyei stated.

The call comes amid ongoing debates over the effectiveness and scope of PAP interventions in the Niger Delta. While the current administration has actively expanded educational opportunities for beneficiaries — a strategy credited with placing thousands of ex-agitators in universities and stakeholders training programmes — critics argue that such focus should not eclipse critical welfare and economic components that sustain long-term peace.

TEAF also referenced broader governance concerns that have attracted international scrutiny, suggesting that perceived gaps in programme delivery feed narratives about selective governance and uneven policy implementation — themes raised in global commentary about Nigeria’s policy focus in recent years.

The forum called for urgent engagement between PAP management and beneficiary representatives to agree on clear timelines, transparent disbursement mechanisms, and measurable progress indicators across the full amnesty mandate.

In response, stakeholders say ongoing dialogue with authorities and community leaders is essential to ensuring that all categories of ex-agitators and impacted citizens benefit equitably from PAP initiatives. Observers note that this inclusive approach is key to sustaining peace and security in the Niger Delta, beyond headline milestones.

Delta360 will continue to follow this developing story and provide updates as they emerge.

PRESS RELEASE
Trained Ex-Agitators Forum Appeals to PAP Boss on Urgent Empowerment Needs

Warri, Delta State | January 9th, 2026

Media Inquiries: | Delta360

The Trained Ex-Agitators Forum, under the leadership of Engr. Amunu Suyei, wishes to formally appeal to High Chief Dr. Dennis B. Otuaro, Administrator of the Presidential Amnesty Programme (PAP), to urgently address the issue of post-training empowerment for ex-agitators who have successfully completed PAP vocational and technical training programmes.

The Forum reaffirms its full support for PAP leadership and aligns with the vision of President Bola Ahmed Tinubu’s “Renewed Hope Agenda”, which emphasizes youth empowerment, sustainable livelihoods, and peace consolidation in the Niger Delta.

However, the Forum is concerned that many trained ex-agitators remain without access to workshops, equipment, or tools necessary to deploy their skills productively. In some cases, beneficiaries are forced to carry out their work in third-party workshops, limiting their productivity and undermining the full impact of the government’s investment in skills development.

The Forum emphasizes that delayed or withheld empowerment erodes confidence in government initiatives and the Renewed Hope Agenda. Where training is provided without subsequent empowerment, it risks being perceived as mere manipulation of trust and support, rather than a tangible commitment to youth reintegration and economic participation.

The Forum, therefore, respectfully calls on PAP leadership to:

1. Prioritize the immediate provision of workshops, equipment, and starter tools for already trained ex-agitators.

2. Ensure structured cluster-based or cooperative support, in line with PAP policy on sustainable reintegration.

3. Uphold transparency, accountability, and efficiency in resource deployment to guarantee measurable outcomes.

The Trained Ex-Agitators Forum, under Engr. Amunu Suyei, reiterates its loyalty to the government and commitment to peace, emphasizing that empowered ex-agitators will strengthen communities, reduce unemployment, and promote visible dividends of government policy.

We urge PAP leadership to treat this matter with urgency, ensuring that the investments made in human capacity translate into economic empowerment, dignity of labour, and sustainable peace.
