Abia State Community and Social Development Agency The Abia Community and Social Development Agency (Abia CSDA) is an Agency of the Abia State Government.

Abia CSDA is currently implementing the NG-CARES programme which is a multi-sectoral programme designed to provide essential emergency relief to vulnerable and poor households, farmers, micro and small enterprises affected by Covid-19. The Abia CSDA successfully implemented the Community and Social Development project (CSDP) from 2009 to 2021. Using a Community Driven Development (CDD) Approach, t

he Agency completed 543 micro -projects in the state from different sectors (Education, Health, Water, Socio-Economic, Transport, Environmental and Natural Resources and Rural Electrification). Currently, the Abia CSDA is implementing the NG-CARES programme which is a multi-sectoral programme designed to provide essential emergency relief to vulnerable and poor households, farmers, micro and small enterprises affected by Covid-19. The Agency is implementing the Basic Services and Livelihood support grants component of the programme. Basic Services: The Abia CSDA will support the provision of services in the sectors of health, education, nutrition, water and sanitation at the community level using a community driven development approach. Livelihood grant: The livelihood grant component provides soft skill trainings and one-off payments to economically active and self-employed youth and women in the state. Beneficiaries will be selected using the State Social Register (SSR).

ABIA CSDP

ABIA CSDP is an Agency of the Abia State Government with funding assistance by the World Bank . it adopts the community driven development approach to improve access of the poor to social and natural resource infrastructure.

The CSDP is one of the development projects in the Country's World Bank portfolio using the Community Driven Development (CDD) approach. It is leveraging on the experiences gained from two previous projects; the Local Empowerment and Environmental Management Project (LEEMP) and the Community Based Poverty Reduction Projects (CPRP). CDD strategy is a 'bottom- top' approach to development seeking to increase beneficiaries participation in project delivery.

The ABIA CSDP which is among 30 other participating CSDP states was established by Law No. 2 of 2009 of Abia State and became disbursement effective on the 1st of April 2009. On 31st December 2013 the first phase of the project ended. Based on the impressive performance of the project which is adjudged the best in the World Bank country portfolio and particularly in Abia State, the state Government along with other participating states requested for an extension of the project with additional financing. The World Bank granted the request of the State Governments, extended the project, provided additional funds and also added a new component; the Vulnerable Group Investment (VGI). This component ensures better targeting of the poorest of the poor in project delivery. The CSDP Additional Financing now gives priority in its intervention to poor Local Government Areas as outlined in the state poverty map.

ABIA CSDP was declared disbursement effective on July 1 2006 by the World Bank following the fulfilment of conditionalities by the State Government led by Governor Okezie Victor Ikpeazu PhD principally among which is the payment of 50M naira.
