Abia State Community and Social Development Agency Abia State Community and Social Development Agency is an agency of the Abia State Government empowering communities through community-driven development.

The Abia Community and Social Development Agency (Abia CSDA) is an Agency of the Abia State Government. The Abia CSDA successfully implemented the Community and Social Development project (CSDP) from 2009 to 2021. Using a Community Driven Development (CDD) Approach, the Agency completed 543 micro -projects in the state from different sectors (Education, Health, Water, Socio-Economic, Transport, Environmental and Natural Resources and Rural Electrification). Currently, the Abia CSDA is implementing the NG-CARES programme which is a multi-sectoral programme designed to provide essential emergency relief to vulnerable and poor households, farmers, micro and small enterprises affected by Covid-19. The Agency is implementing the Basic Services and Livelihood support grants component of the programme. Basic Services: The Abia CSDA will support the provision of services in the sectors of health, education, nutrition, water and sanitation at the community level using a community driven development approach. Livelihood grant: The livelihood grant component provides soft skill trainings and one-off payments to economically active and self-employed youth and women in the state. Beneficiaries will be selected using the State Social Register (SSR).

ABIA CSDA TAKES COMMUNITY-DRIVEN DEVELOPMENT TO ISIALA AMAPU NTIGHA

In line with the commitment of the administration of His Excellency, Dr. Alex Chioma Otti, OFR, to delivering sustainable community-driven development, the Abia State Community and Social Development Agency (Abia CSDA) on Wednesday 1st of July, successfully conducted a sensitization exercise, Participatory Rural Appraisal (PRA), and the election of the Community Project Management Committee (CPMC) in Isiala Amapu Ntigha Community, Isiala Ngwa North Local Government Area.
The sensitization enlightened community members on the objectives of the Basic Services intervention, the implementation process, and the roles expected of both the Agency and the community in ensuring successful project implementation and sustainability.
As part of the Participatory Rural Appraisal, community members were divided into stakeholder groups comprising men, women, youths, the elderly, and vulnerable persons to identify and prioritize their development needs. The exercise produced a list of priority projects, including road rehabilitation, expansion of electricity, installation of solar street lights, establishment of a skills acquisition centre, among other community-identified needs. These priorities will form the basis for the preparation of the Community Development Plan (CDP) and the selection of projects for implementation under the programme.
The exercise also featured the democratic election of members of the Community Project Management Committee (CPMC), who will provide leadership and coordinate the implementation of approved projects while promoting transparency, accountability, and community ownership throughout the project cycle.
In their separate votes of thanks, the Chairman of the Community Project Management Committee (CPMC), High Chief Geoffrey Nwaogwugwu and the Traditional Ruler of Isiala Amapu Ntigha Community expressed profound appreciation to His Excellency, Dr. Alex Chioma Otti, OFR, for extending the NG-CARES Basic Services intervention to their community. They also commended the Abia State Community and Social Development Agency (Abia CSDA) for its transparent, inclusive, and participatory approach to community development and assured the Agency of the community's full cooperation and commitment towards the successful implementation and sustainability of the approved projects.

The Abia State Community and Social Development Agency (Abia CSDA) was in Umuelele Community, Umuahia North Local Government Area, to conduct a Sensitization Meeting, Participatory Rural Appraisal (PRA), Post-PRA Exercise, and election of the Community Project Management Committee (CPMC).

In line with the grassroots development agenda of the Governor of Abia State, His Excellency, Dr. Alex C. Otti, OFR, the exercise provided an opportunity for community members to actively participate in identifying, analyzing, and prioritizing their most pressing development needs. The engagement recorded a strong turnout, reflecting the community's commitment to the development process and its readiness to partner with the Government in improving local livelihoods.

Through the PRA and Post-PRA exercises, community stakeholders collectively assessed existing challenges, identified priority interventions, and strengthened local ownership of the proposed development initiatives.

As part of the exercise, the community successfully elected members of the Community Project Management Committee (CPMC), who will work closely with Abia CSDA throughout the project preparation, approval, implementation, monitoring, and sustainability processes.

Speaking during the exercise, community leaders and stakeholders expressed appreciation to His Excellency, Dr. Alex C. Otti, OFR, for his unwavering commitment to grassroots development and for providing communities with opportunities to directly participate in decisions affecting their welfare. They also commended Abia CSDA for its transparent and participatory approach to community development.

The community expressed optimism that the identified priority needs would receive the necessary support and pledged its full cooperation in meeting all requirements for subsequent stages of the intervention process.

Abia CSDA remains committed to supporting the vision of the Abia State Government by promoting community-driven development, strengthening community ownership, and improving access to basic social and economic infrastructure across the State.

The Abia State community and social development agency (CSDA) was at Odua Nkpa community in Bende local government area for sensitization and paticpatry rural appraisal (PRA) activities which includes assessments and election of the community projects management committee members.

Based on the sustained grassroot development efforts of our amiable Governor His Excellency Dr Alex C. Otti OFR, the Odua community identified their most pressing needs to include:
1. construction and equipment of health center
2. drilling of a solar powered water borehole to aid the suffering in the community.

The community elected it's 8 members project committee which Mr Bernard Harry emerged as the chairman. The committee will work with Abia CSDA Team to ensure the approval and implementation of these projects in the community.

In his remarks Mr Bernard Harry thanked the Governor of Abia State for remembering Odua Nkpa as it is the first time the community will feel government presence. He also thanked the Governor for delivering his election promises to Abians.

The community is ecstatic and upbeat about getting approval from the CSDA to implement the very important projects and pledged to meet all requirements in the process.

Achievements of the Governor of Abia State, His Excellency Dr. Alex Otti OFR under Abia - CARES/NG-CARES through Abia CSDA July 2023 - October 31, 2024.

Under the visionary leadership of His Excellency Dr. Alex Otti, the Abia State Community and Social Development Agency (Abia CSDA) has made remarkable strides in delivering Community Basic Services (DLI 1.4) to communities through the Nigeria Community Resilience and Economic Stimulus (Abia CARES/NG-CARES) Programme.

Community Basic Services is not just about assisting communities in the provision of basic infrastructure like primary health centers, school blocks/other educational facilities like computer centres/library/science laboratory etc, water boreholes and sanitation facilities. It is also about empowering communities to plan and par finance their development needs, fostering ownership, peaceful coexistence and building human capacity/resilience to ensure sustainable grassroot development.

DISBURSEMENT RECORD:
The CSDA disbursed a total of ₦265,354,236.79 during this period to Abia communities to implement their self-help projects. These projects were identified, prioritized, implemented and managed by the communities themselves, with CSDA providing robust technical support, capacity building, monitoring/supervision and appraisal to ensure quality service delivery and accountability.

The total sum was disbursed to 22 Abia communities with 44 micro-projects successfully completed, the use of which has significantly improved access to essential and basic services infrastructure and quality of life. Cumulatively, the Government has through CSDA provided support for a total of 33 communities that implemented 67 micro projects from 2022 to date.

This achievement underscores the His Excellency Dr Alex C. Otti's unwavering commitment to grassroots development, community empowerment, poverty reduction and enhancing the resilience of the people of Abia State in the current very challenging socio economic environment.

The benefiting communities have expressed their gratitude to the State Governor for supporting the development of their area. They lauded the Governor's vision, commitment and resilience which has helped to address the priority needs of Abia communities thereby improving their quality of life.

In the ongoing efforts of Abia State Government towards grassroot development and empowerment through ABIA CARES PROGRAM , the Abia State community and social Development Agency (CSDA) was at Alaukwu community in Isiala Ngwa South LGA for sensitization and Participatory Rural Appraisal (PRA) activities which includes need assessment and election of the community project management committee members through participatory/democratic process.

The community identified their most pressing needs to include: renovation of the dilapidated school hall and revamping/upgrading of the abandoned water borehole to a solar pump system so as to reduce running cost.
The community elected the 8 member project management committee with Mr Fineman Roberts as Chairman who is expected to work with the Abia CSDA to ensure that this project is approved, implemented, completed and put to use in their community to the glory of God and the joy of the people.

In his remarks Mr Fineman Roberts thanked the government of Dr Alex C. Otti OFR for his developmental strides across the state and the rural communities in particular and Alaukwu community specifically. He described this as the realization of projects so dear to the community but have eluded them in previous government.

In a bid to foster development in the rural areas, the Abia State Government through ABIA - CARES program being implemented in part by Abia State Community and Social Development Agency(CSDA) was at Ariam Eluelu in Ikwuano Local Government Area for sensitization, Participatory Rural Appraisal (PRA) and post PRA activities.

The community identified their most pressing needs, prioritizing renovation of dilapidated school block also drilling and reticulation of water borehole. The people of Ariam Eluelu unanimously elected its community project management committee (CPMC) which Mr Chinedu Ugwuka emerged as the chairman.
The committee is expected to work with the CSDA to ensure that all approval requirements are met in good time and final project implementation/completion ensuring transparency and accountability in all related cases. This is in line with the policy trust of the current government led by the Governor, Dr Alex C. Otti OFR and reemphasize d by the CSDA General Manager.

In a vote of thanks, the elected chairman of CPMC Mr Chinedu Ugwuka expressed their gratitude to the Governor Alex Otti's led administration for their continued efforts in ensuring that development gets to the rural areas of the state as they call on the Governor Dr Otti C. Otti OFR to assist them in making sure that this project is a reality in their community as the entire Ariam Eluelu haven't felt government presence since creation of Abia State.
He promised that the committee will put in their best to ensure the efforts of the government is not sabotaged.

In our effort to continue to foster development in the rural areas, the Abia State Government through ABIA-CARES program being implemented through Abia State Community and Social Development Agency (CSDA) was at Umuojima in Isiala Ngwa South Local Government Area for sensitization, PRA ( Participatory Rural Appraisal) and post PRA activities on November 13, 2024.
The community identified their most pressing needs, prioritizing construction of health center quarters for the staff of the health center project currently in use and funded by Abia CSDA in 2022 and rehabilitation of their dilapidated primary school building.
The people of Umuojima unanimously elected its project management committee (CPMC) with Elder Friday Nwaobia emerging as the leader of the committee.
The committee is expected to work with CSDA to ensure that all documentations and other approval requirements are met and funding/completion of the said projects in record time.
In a vote of thanks, the elected chairman of CPMC Elder Friday Nwaobia expressed their gratitude to the Governor Alex Otti's led administration for their continued efforts in ensuring that development gets to the rural areas in all the 27LGAs of the state.
He promised that the committee will put in their best to ensure the efforts of the government is not sabotaged.

Similar activity/engagement was also conducted in Alaukwu community also in Isiala Ngwa South LGA on the same day. The community was advised to ensure full compliance with the requirements of CSDA including full transparency and accountability in all their dealings in line with the policy trust of the government.
The General Manager CSDA, Mr Ekpo Ekejiuba, thanked the State Governor HE Dr Alex C. Otti OFR for championing community driven development in the state and challenged the affected communities to ensure full compliance with all approval requirements as directed by the government and always refer to the Agency for technical support etc.
