REPORT ON THE ADVOCACY VISIT TO THE EXECUTIVE CHAIRMAN, RIVERS STATE BOARD OF INTERNAL REVENUE
On November 6, 2025, the Rivers State Tax Justice and Governance Platform Team, led by Ph.D. Amaechi Kelechi Justin, State Coordinator of Tax Justice, and Executive Director, Community Conciliation and Development Initiative, paid an advocacy visit to the Executive Chairman, Rivers State Board of Internal Revenue, Sir Israel Onwuanaku Egbunefu.
The visit aimed to draw attention to the challenges of multiple taxation, tax injustice, and poor governance, particularly in the informal sector, and to advocate for fair and progressive taxation in Rivers State. The team presented a Tax Advocacy Policy Brief, highlighting the need for simplified tax codes, harmonized taxes and levies, and the elimination of illegal and multiple taxation.
Key recommendations presented to the Executive Chairman included:
1. Supporting the new Tax Act, 2025 Reform to simplify tax codes and eliminate multiple taxation
2. Formulating fair and progressive tax frameworks to stimulate economic growth
3. Digitizing tax collection to increase efficiency and transparency
4. Collaborating with Business Membership Associations to expand the tax net
5. Implementing robust tax education and sensitization programs
6. Establishing a grievance redress mechanism to address rights violations
7. Developing a tax expenditure framework to facilitate economic growth
The Executive Chairman commended the team's efforts and expressed commitment to collaboration, highlighting the importance of stakeholder engagement and citizen participation in tax administration. He noted that the new Tax Law would enhance continuous stakeholder engagement, sensitization, and decision-making.
The meeting concluded with a group photograph, and the Executive Chairman promised to keep the team informed and work collaboratively to ensure the success of the tax reform efforts.
The team was impressed by the Chairman's openness to collaboration and his commitment to promoting fair and progressive taxation in Rivers State. The visit marked a significant step forward in promoting tax justice and governance in the state.
