A Nigerian police unit set up to tackle kidnapping and armed robbery in Imo state has instead been unlawfully killing suspects, torturing and ill-treating detainees to coerce them into confessing to bogus crimes, and arresting people for the sole purpose of extracting lucrative bribes for their release, Amnesty International said today.
Based in Owerri, the capital of Imo state, the police unit known as “Tiger Base” is increasingly being used to arrest and detain people to settle scores, including land disputes and family conflicts. Amnesty International’s investigation Tiger Base of Atrocities: Human Rights Violations by Nigeria Police Anti-Kidnapping Unit in Owerri published today, found that detainees are kept in filthy, windowless cells and subjected to regular beatings. Many are locked up for weeks or months, without charge. Others have been shot or forcibly disappeared.

From my personal perspective, the activities of Barr. Enyinna Onuegbu, the Commissioner for Lands in Imo State, amounts to outright oppression against our people. The seizure of community land along Airport Road has caused deep anger and pain among villagers whose ancestral inheritance is now under threat. I believe this action ignores a fundamental reality — our population continues to grow, and future generations will inevitably need land to build homes, raise families, and sustain their livelihoods.
As someone from Ngor Okpala, I see this as a betrayal by a man who should defend his people but instead acts like a sycophant with no regard for the welfare or future of his own community. Rather than protecting indigenous landowners, his policies have reportedly damaged investments worth billions belonging to property developers and investors who trusted the stability of government decisions. Such actions undermine confidence, destroy economic opportunities, and push ordinary citizens closer to poverty.
Our community has never resisted national development. We allowed Imo State government to take over 200 hectares of land for the Nigerian Air Force and another six hectares for Afreximbank projects, demonstrating sacrifice and patriotism. Yet today, we face displacement and uncertainty, as if our contributions mean nothing. I honestly wonder whether he was appointed to render Ngor Okpala homeless.
No amount of what I consider dubious paperwork or administrative manoeuvring will silence our voices. The community remains determined to seek justice through lawful means, pursuing redress in every court available, even up to the Supreme Court if necessary. Leadership should protect the people, not impoverish them. In my view, this conduct shows a complete lack of respect, empathy, and responsibility toward the very people he claims to represent.

Chief Stanley Morocco Oparaugo has been identified as the alleged butcher of Ngor-Okpala Imo State.
Recall that 4 days ago or so, Police bursted a Private Mortuary and Hotel that was being used by Organ trafficking rings.
Sources say Oparaugo is the leader and patron of the Ngor-Okpala Cyclist Union.
As usual he bought the title Aka Hi Ugo 1 of Ng / Ezeogboro Ancient kingdom.
Police had said the owner of the demolished house and morgue is on the run. This photo is NOT from the Police but on ground intel of those who know the owner of those facilities.
When you see them build expensive edifice or house, cars you begin to wonder if they build it through hard work etc.
Most of them are into drug trafficking, organ harvesting, kidnapping for ransom etc.
They go about collecting chieftaincy titles without the traditional ruler investigating their source of wealth and lavish lifestyle that is opposite of Igbo culture and traditions.

In Imo State a dramatic breakthrough in the fight against violent crime. The notorious kidnap gang terrorizing Ngor-Okpala and surrounding communities has been busted by operatives of Tiger Base. Among those arrested is a feared criminal known across the region as Odidika.

A major breakthrough in crime-fighting was recorded today by men of the Nigeria Police Command in Imo State.
In a bid to crack down on the activities of criminals suspected to be involved in alleged Organ Harvesting atrocities, a mortuary somewhere in Umuhu, a community on Owerri Aba road, part of Ngor Okpala LGA of Imo State, has been sealed over alleged involvement in the act.

NYM learnt that the illicit activities of the morgue and its operators came to light when the state police commissioner, Aboki Danjuma, led his operatives to the location to unravel the goings-on there.
On Saturday, December 6, 2025, the Commissioner of Police, CP Aboki Danjuma, led a high-level delegation on an investigative tour of suspected criminal hideouts connected to the wanted suspect, Stanley Morocco Oparaugo, who is currently evading arrest.

The inspection team comprised key government officials and local security stakeholders, including the Honourable Commissioner for Health, Dr Chioma Egu; the Chief Pathologist of the Imo State Specialist Hospital, Dr Ibeaja Okechukwu; and the leadership of the Ngor Okpala Vigilante Group, headed by Mr Henry Ikpe. Also present was the Chairman of Ngor Okpala LGA, Hon. Mrs Chika Ibekwe, who joined the collaborative effort to uncover criminal operations threatening community safety.

During the operation, the team visited a hotel and a privately owned mortuary linked to the suspect, both of which intelligence reports indicated were being exploited by kidnappers and other violent criminals. The discoveries at the mortuary were deeply disturbing, with officials finding decomposing and mutilated corpses stored in hazardous and unhygienic conditions. These discoveries intensified fears of possible illegal organ-harvesting activities and reinforced concerns about the extent of criminal operations in the area.

NYM further gathered that, acting on the gravity of the situation, the Imo State Government immediately ordered the sealing of both the hotel and mortuary. A subsequent search of the suspect’s residence yielded vital exhibits now in police custody. Forensic specialists meticulously documented and secured all evidence to aid ongoing investigations. CP Danjuma emphasised that no stone would be left unturned, assuring the public that all collaborators and beneficiaries of the criminal network would be identified, arrested, and prosecuted.

The Police Command has formally declared Stanley Morocco Oparaugo WANTED, urging residents to provide any useful information that could aid in his arrest. Members of the public are encouraged to approach the nearest police station or call 0803 477 3600 with credible information.

March 8, 2025, Armed herdsmen blocked the Owerri-Aba Road, shooting and kidnapping travellers. Videos showed panic as vehicles were stopped and passengers dragged into nearby forests.

May 6, 2025 Owerri-Aba Express Road (Umuechem/Umuhu axis)
21 abducted, 1 killed (Hilux driver shot); bus passengers (e.g., "God is Good Motors") dragged into the forest. Seventh attack at this spot since March 2025.

May 8, 2025 Herdsmen attacked another bus on Aba Road, killing one and abducting the rest near Umueche-Mbutu Okohia. Residents linked it to Fulani groups evading security in other states.

TIME TO HOLD OUR TRADITIONAL RULER ACCOUNTABLE:
Ngor Okpala is a Local Government Area (LGA) with a population of over 159,000 according to the 2006 census; however, this number may have increased to around 300,000 people today. Traditional rulers, known as Ezes, play a crucial role in local governance, culture, and conflict resolution, often serving as a bridge between communities and elected officials.

However, criticisms of their leadership have emerged, particularly around perceived inaction on infrastructure decay, security threats, and political alignments that prioritise personal or elite interests over community welfare.

Traditional rulers in Ngor Okpala have been criticised for poor leadership. Residents have expressed frustration over the lack of usable roads since 1999, despite federal funding and representation by senators and legislators. This situation has led to economic stagnation, educational disruptions, and health crises, forcing residents to wade through floodwaters to reach the Chairman of the Ngor Okpala Council of Traditional Rulers.

Earlier reports from 2012 indicated that parts of Ngor Okpala were associated with kidnappings. One incident involved a traditional ruler who was allegedly tied to a ransom "deal," although this claim was denied. The area is now described as a "safe haven" for kidnappers, with local youths participating in these activities while villagers fled their homes in fear. The authorities were unable to address these issues effectively through traditional mediation.

There have been reports on this page alleging that one of the worst traditional rulers in Ngor Opkala is the Eze of Ihitte Okwe. He has blocked all development efforts made by the PG simply because of his share of palm fruit funds. Ngor Okpala and the Risks Associated with Territorial allocation To The Fulani Herdsmen
Hope Uzodinma, the governor of Imo State, has drawn attention to the presence of land-grabbing syndicates operating in Ngor Okpala LGA.

The public should hold Hope Uzodinma accountable for allegedly organizing land grabbers in the Ngor Okpala LGA areas. These individuals forcibly take land from rightful owners, using bandits to remove them without community approval.
They have seized land from residents in the Umuiche Elelem Autonomous community, as well as Umundoche village, Okwuruma village, and Umuoyere in the Obioma Autonomous communities. The Imo State government has reportedly employed specific criminal elements identified as Chikadibia Anyanwu, Chukwudubem Nwosu, and Andrew Okere, all hailing from the Obioma Autonomous community.

Hope Uzodinma was obtaining these lands to establish settlements for Fulani terrorists. These people were using tiger base officers to threaten others, leading to the brutal killings of three individuals for challenging the aggressive takeover of their hereditary lands.
We call on the general public and human rights groups to support us, as we are unwilling to sell or cede our ancestral lands for Fulani settlement.

Moreover, land disputes usually entail discussions between property owners and potential purchasers instead of being settled through force. We call for assistance.

CHUKWUDUBEM NWOSU...and ANDREW OKERE...both originating from the same autonomous community of OBIOMA...their individual villages are... UMUNDOCHE SETTLEMENT... OKWURUMA VILLAGE... it’s really difficult for us to get their photos here in our village... since we are fleeing/scattered to different communities.
