+++ Imo State Is Committed To A Clean and Reliable Energy Future* ... As Chairman of the Imo State Electricity Regulatory Commission (ISERC), *Engr. Bede Opara*, outlined a comprehensive vision for a sustainable and robust electricity market in Imo State.

At the 2025 Energy Day celebration, the Chairman of the Imo State Electricity Regulatory Commission (ISERC), Engr. Bede Opara, outlined a comprehensive vision for a sustainable and robust electricity market in Imo state.
He emphasized that the state's pursuit of sustainable development is intrinsically linked to a critical focus on (among other) sources, clean energy solutions, ensuring that progress is balanced with responsible environmental stewardship.
Engr. Opara detailed ISERC's dedication to facilitating a commercially viable, sustainable, and efficient electricity market that is both affordable and reliable. He said that the core aim of this initiative is to guarantee universal energy access for all Imo State citizens while simultaneously promoting innovation and driving economic growth within the Imo State energy sector.
He reinforced the Commission's commitment to ensuring the people of Imo State can access clean energy, acknowledging its vital role in improving livelihoods, supporting businesses, and enhancing the overall quality of life. "ISERC is therefore focused on securing the state’s effective transition to renewable energy sources", he said.
The Chairman also highlighted the indispensable role of stakeholder engagement in establishing strategic pathways to energy security and sustainability, noting that collaboration is critical to shaping Imo State’s energy future. He extended the Commission's sincere gratitude to the Executive Governor of Imo State, Senator Hope Uzodimma, for his leadership and unwavering support.
Providing a statutory report for the first three quarters of 2025, Engr. Opara gave insight into the significant progress so far recorded.
A key achievement has been the drafting of several foundational regulations to create a stable legal and regulatory framework for the Imo State Electricity Market. These include Licensing Regulations, Tariff Methodology Regulations, Captive Power Generation Regulations, and Customer Service Standards and Protection Regulations, among others.
Further solidifying its regulatory oversight, Engr. Opara said the Commission has established the ISERC FORUM OFFICE. This office, which took over from the former NERC Owerri Forum, is tasked with receiving and resolving customer complaints within the state's electricity market. This move followed the formal transfer of regulatory authority from the Nigerian Electricity Regulatory Commission (NERC) to ISERC at the end of 2024.
The ISERC FORUM OFFICE has already seen tangible results, receiving licensing applications from entities such as Transpower Electricity Distribution Limited and CET Power Projects Ltd.
Additionally, the Commission has issued a certificate for pole manufacturing to Orashi Electricity Company Limited.
In a demonstration of its active market management, ISERC has equally issued orders related to power outages for Orashi Electricity Company Limited and held resolution meetings with the management of Enugu Electricity Distribution Company (EEDC) and its subsidiary. The Commission also reported a significant increase in inquiries and visits from current and prospective investors, signaling growing confidence in the Imo State electricity market.
