Osun Open Local Government is a project of Insight Initiative aimed at reawakening the awareness of Osun residents on the roles of LGs and to bring about accountability and civic engagement at the grassroots level. The mission is to: Alleviate Poverty, support government policies to promote quality education and lighten the Youth Advocacy.

PRESS STATEMENT

State of Local Government Administration in Osun State: A Call for Responsibility, Quality Service and Respect for Institutions

Insight Initiative for Community and Social Development (IICSD), through its OsunOpenLG project, has been closely monitoring developments across local government areas in Osun State. As an organisation committed to transparency, accountability and improved service delivery at the grassroots, we consider it necessary to present our position on recent activities within the councils.

We commend the initiative of local government chairmen under the platform of the All Progressives Congress (APC) for the procurement of security equipment to support community safety. At a time when subnational security challenges continue to evolve, such interventions reflect a recognition of the important role local governments can play in complementing broader security efforts. However, beyond procurement, we urge that mechanisms be put in place to ensure proper deployment, maintenance and accountability in the use of these assets.

While acknowledging ongoing efforts in infrastructure maintenance, particularly the grading of rural roads across local governments, we express concern over the quality and sustainability of work observed in several areas. Our field assessments under the OsunOpenLG project indicate that in some instances, road grading has been carried out without adequate technical standards, resulting in rapid deterioration after minimal rainfall. Public funds must translate into durable outcomes. We therefore call for stricter supervision, adherence to engineering standards and value-for-money considerations in all such projects.

Through the OsunOpenLG project, we have demonstrated that citizen-led monitoring and constructive engagement can yield measurable results. Our intervention in Amoye AI ChatBot stands as a practical example. By facilitating dialogue between residents and local authorities, tracking budgetary commitments and promoting transparency in project ex*****on, we are supporting improvements in service delivery and strengthened community trust in governance processes. These outcomes reinforce the importance of openness, citizen participation and data-driven accountability at the grassroots.

Osun State’s local governments remain critical to the daily lives of citizens. Their effectiveness must not be compromised by poor quality ex*****on, institutional disregard or opaque practices. We call on all stakeholders - elected officials, political actors, civil servants and community leaders, to prioritise responsible governance, respect for democratic institutions and the long-term interests of the people.

The Insight Initiative for Community and Social Development remains committed to working with all parties to strengthen local governance and ensure that public resources deliver real impact in communities.

Our Senior Communications Officer, Sodiq Yusuf, was at the South West Consultative Meeting organised by the Federal Ministry of Youth Development for the review of the National Youth Policy (NYP), held in Akure.

Our intervention focused strongly on intentional inclusion and practical implementation.

First, we emphasised that Persons With Disabilities (PWDs) must not be an afterthought in the policy framework β€” particularly in areas relating to Mental Health and Physical Well-being. Inclusion must be explicit, measurable and embedded in service delivery, infrastructure, funding and monitoring systems.

Second, we advocated leveraging the Cultural and Creative Economy β€” especially entertainment β€” as a strategic tool for mental health advocacy. Through collaboration with the creative industry, we can promote responsible storytelling, produce films and digital content that destigmatise mental health challenges, and shape healthier social narratives among young Nigerians.

On education, we also made a case for an urgent review of academic curricula nationwide. Beyond merely adding mental health awareness modules, tertiary institutions must deliberately prioritise the mental well-being of students in their day-to-day academic structures β€” from workload management and counselling access to institutional culture and support systems.

We also stressed the need to widen the stakeholder net in policy implementation β€” engaging civil society, tech platforms, creatives, development partners and community influencers β€” while ensuring consistency in implementation to prevent policy somersaults that weaken public trust.

We are deeply grateful to Nigerian Youth Futures Fund (NYFF) for the opportunity to participate and for supporting platforms where meaningful youth engagement can shape national direction.

At Insight Initiative for Community and Social Development (IICSD): we will continue to actively participate in responsive and responsible civic engagement for all-round national development.
