Independent verification is a standard step for IMPACT Project. Third-party firms are contracted to review activity reports from the previous year, validate data on service delivery, infrastructure, and fund utilization, and confirm compliance before disbursement of performance-based financing.

In this regard, Peltom Global Resource, a Nigerian consultancy that does monitoring, evaluation and verification works for health development projects, on Tuesday 5th of May 2026 visited the BNSPHCB to assess the reports of activities implemented by IMPACT in the year 2025.
The Ag. ES Pharmacist Samuel Mbatsoron and the IMPACT PROJECT Manager Benue State Dr Ene Ochai and the project implementation unit members were on hand to receive and take the team round the year 2025 achievements, challenges and recommendations.

The Benue IMPACT PROJECT thursday held its Steering Committee Meeting to brief the stakeholders and get the endorsement of the 2026 Annual Work Plan.
The meeting was chaired by the Hon. Commissioner of Health &Human Services Dr Ogwuche, the Permanent Secretary Dr Beatrice Tsavmbu, the DG Benue Planning Commission Prof. Jerome Andohol, the ES BNSPHCB Mrs Ashiver Grace Wende, ES BENSHIA Prof. Korave, the State Coordinator National Primary Healthcare Development Agency Mr Laminu Nur, the PM IMPACT Project Dr Ene Ochai. Recently, the Benue IMPACT Project, Benue State Primary HealthCare Board Makurdi, held its 1 Quarter 2025 steering Committee Meeting with the Stakeholders Chaired by the Hon. Commissioner for Health Dr Yanmar Ortese. Others in attendance were the Executive Secretary, Benue state Primary HealthCare Board, Accountant General of the State, the DG Benue Budget and Planning Commission, the Executive Secretary Benue State Health@ Insurance Scheme, the Permanent Secretary, State Ministry of Health, the Director Public Health, the State Coordinator, National Primary HeathCare Deleopment Agency (NPHCDA), the State Coordinator, World Health Organisation and IMPACT Project Implementation Unit Team led by the PM, Dr. Ene Ochai.
The quarterly steering Committee meeting is meant to brief the stakeholders on the progress and challenges of the project in the state, with a view to proffering solutions to next steps, with areas that deserves more sttention.
The Project Manager, the Measurement and Evaluation Officer and the Procurement officer, all briefed the meeting on the state of the project including how the service delivery indicator such as Fever tested, fever positive cases, ACT Use, ANC attendance, Deliveries, Penta 3, Fully Immunised, among others. The house was also briefed on the activities planned and those Exectuted including, Quarterly ISS, Quality of Care, Monthly OIC meetings, 2nd round NIPDs, Quarterly LGA Chairmen, Councillors and LG Directors of Health state Highlevel Stakeholders meeting, low performing wards stakeholders engagement meetings and the ongoing PHC Revitalisation project.
All applauded the progress been made and requested that a whatsapp page be created for the sharing of information requested at the meetings do that memebers can be updated before the next quarter meeting. The Accountant General and the DG Planning Commission particularly expressed satisfaction with the purpose of the meeting, nothing that it has revealed alot that needs to be taken into cognisance while preparing the 2026 annual budget of the state, and the need for an advocacy meeting to His Excellency, the Executive Gov. of Benue State to brief him on some health programmes the state could leverage on, and increase her health interventions on the Federal Govt's HOPE Project.

The Benue State Government has earnestly began the revitalisation of 98 Basic Healthcare Provision fund primary health care centres out of the 276 in Benue state.
The revitalisation which is under a loan syndicated by the World Bank and administered by the Immunization Plus and Malaria Progress by accelerating Coverage and Transforming services (IMPACT), is simultaneously on going in all the 23 local government areas of the state.
The upgrading of the ninety-eight facilities according to the Project Manager IMPACT Dr Ene Ochai, has been divided into five lots. Lot-1 New Moon Nigeria Ltd with nineteen facilities, Lot-2 AMSOMOES Enterprises Ltd, with nineteen facilities, Lot-4 Fly Emerald Global Concept Nigeria Ltd, with sixteen facilities, Lot-5 Dashen Industries Ltd with twenty-two facilities, and Lot-3 to take off soon. She expressed the World Bank’s enthusiasm towards ensuring that the revitalisation is completed in record time, in order to move the primary healthcare facilities to level 2 facilities, and improving healthcare service delivery at the community level.
She also assured that apart from the mobilisation of the contractors which has already been done, all funds for the project are warehoused in commercial banks for the contractors to access once they fulfil their contractual obligations.
In a recent tour of the project sites, the Executive Secretary, Benue State Primary HealthCare Board Mrs Grace Ashiver Wende, in company of the IMPACT Project Manager Dr Ene Ochai, the Procurement Officer Pharmacist Samuel Mbatsoron and others, noted with satisfaction the smooth take off of the sites, She then warned that the Benue State Primary Healthcare Board will not hesitate to sanction any contractor who undertakes a shoddy job.
Also speaking, the project consultant Ava-Mor Nigeria Ltd supervising the rehabilitation of the PHCs represented by Engr. Orjeh Torhee confirmed that all the projects in the four lots have been successfully handed over to the contractors and are fully activated with a completion deadline of fourteen weeks from the day of hand over. Engr. Torhee encouraged the contractors to strictly adhere to the terms of their contracts to avoid the World Bank flagging their sites. Other members of the supervision team made up of the state Environmental Officer-Bernard Gwa, the State Social Safeguard Officer, Racheal Nyitor and the Social and Behaviour Change Communication Specialist Dr Philip Toryue, in administering the Screening Check list on the contractors to conform with the project Environmental and Social Management Plan, said it was to mitigate the adverse environmental and social impacts associated with small-scale construction and renovation activities such as being executed by the contractors.
The supervision team in their interaction with the various stakeholders of the benefitting facilities urged the contractors to adhere to the environmental and social code of practice as contained in their contract documents, and the communities to avoid excesses that are against the World Bank rules concerning their conduct at the project sites, for the smooth ex*****on of the projects and delivering within the specified time frame.
Responding at the various sites, the site engineers gave the assurances that the contracts will be delivered on time and within specifications.
A statement by the IMPACT Social and Behaviour change Communication specialist Dr Toryue added that, the contractors have also been advised to quickly deploy materials to the renovation sites that may become inaccessible once the rains set in, so as to avoid delay in works completion. He added that massive work on the sites are ongoing as at the time of the visit with most facilities at roof stages and others, fencing almost completed. At the end of the revitalisation of the 98 primary healthcare facilities, they are expected each have a solar powered bore hole, staff accommodation, renovation of main facility building, complete perimeter fencing with security house and gate, and solar power supply to the facility and accommodation.

In continuation of the flag off of the revitalisation of Primary Health Centres in the state, the Zone A flag off ceremony which was for cheque presentation and handing over of site to the contractors covering Lots 4 and 5, Dashen Industries Ltd and Fly Emerald Ltd, recently took place at PHC Tsar Mbaduku, Vandeikya LGA.
While Dashen Industries Ltd is to revitalise facilities in Vandeikya, Kwande, Ushongo and Konshiaha totalling 22, Fly Emerald Ltd covers Buruku, Logo, Katsina-Ala and Ukum.
