Advocacy Statement by City Crown Relief Foundation (CCRF) on Government Reforms

City Crown Relief Foundation (CCRF) recognizes the efforts of government in introducing reforms aimed at strengthening the nation's economy, institutions, and public services. However, the true measure of any reform lies in its ability to improve the daily lives of ordinary citizens.

CCRF respectfully calls on government at all levels to ensure that every reform addresses the aspirations, needs, and concerns of the people. Policies should be people centered, inclusive, transparent, and designed to reduce poverty, create sustainable jobs, improve access to quality healthcare and education, strengthen security, and promote equal opportunities for all.

Constructive criticism is an essential part of democratic governance. We encourage government to continuously engage with citizens, civil society organizations, traditional institutions, and the private sector to evaluate the impact of reforms and make necessary adjustments where they fall short. Listening to the voices of the people will strengthen public trust and ensure that reforms deliver lasting benefits.

At the same time, CCRF calls on all citizens to remain patriotic, law-abiding, and actively participate in nation-building. While holding leaders accountable through peaceful and lawful means, citizens should also fulfill their civic responsibilities by respecting the rule of law, paying taxes where applicable, protecting public property, promoting unity, and contributing positively to national development.

Poor Country

A poor country is one where many people struggle to meet their basic needs because of limited income, weak infrastructure, and inadequate access to essential services. It often has:

- High levels of poverty and unemployment.
- Limited access to quality healthcare and education.
- Poor roads, electricity, and water supply.
- Low industrial and economic development.
- High dependence on foreign aid or external support.
- Higher rates of hunger and malnutrition.

Wealthy Country

A wealthy country is one with a strong economy that provides a high standard of living for most of its citizens. It typically has:

- High income levels and more employment opportunities.
- Good access to quality healthcare and education.
- Well-developed roads, transportation, electricity, and communication systems.
- Strong industries, businesses, and technological advancement.
- Better social welfare and public services.
- Lower poverty rates and a higher quality of life.

KEY DIFFERENCE

The main difference between a poor country and a wealthy country is the level of economic development and the quality of life enjoyed by the people. Wealthy countries generally have stronger economies, better infrastructure, and greater access to opportunities, while poor countries face greater challenges in providing basic services and improving the well-being of their citizens.

Advocacy for Inclusive Fingerprint Biometric Technology

A Call by City Crown Relief Foundation (CCRF)

In today's digital age, biometric fingerprint technology has become an essential tool for identity verification, voter registration, banking, passport processing, employment, healthcare, social protection, and humanitarian assistance. While these systems have improved security and reduced fraud, they continue to exclude many hardworking people whose fingerprints are difficult to capture.

Workers such as farmers, construction workers, bricklayers, mechanics, welders, carpenters, factory workers, fishermen, cleaners, artisans, and many others often develop worn, rough, or damaged fingerprints due to the nature of their daily work. Elderly persons and some individuals with certain medical conditions may also experience poor fingerprint recognition.

When biometric devices fail to capture their fingerprints, these individuals are often denied access to essential services, delayed in receiving humanitarian assistance, or subjected to repeated attempts that cause frustration, embarrassment, and unnecessary hardship.

City Crown Relief Foundation (CCRF) calls on biometric technology manufacturers, software developers, governments, financial institutions, electoral bodies, and development partners to invest in more inclusive biometric solutions.

We advocate for:

- Development of fingerprint scanners with improved sensitivity and adaptive imaging capable of recognizing worn or damaged fingerprints.
- Integration of multi-modal biometric systems that combine fingerprints with facial recognition, iris recognition, or other secure identification methods.
- Continuous research and innovation to improve biometric accessibility for all populations.
- Adoption of inclusive biometric standards that leave no one behind.
- Training of registration personnel on proper fingerprint capture techniques and alternative verification procedures.
- Policies that prevent discrimination against individuals whose fingerprints cannot easily be captured.

Technology should serve humanity, not exclude it. Every person deserves equal access to services regardless of their occupation, age, or physical condition.

ADVOCACY STATEMENT

Keep NECO Registration Fees Affordable: Education Must Remain Accessible to Every Nigerian Child

The City Crown Relief Foundation (CCRF) expresses deep concern over the proposed increase in the National Examinations Council (NECO) Senior Secondary Certificate Examination (SSCE) registration fee from its current amount to ₦50,000 beginning in 2027.

While we recognize the importance of maintaining high standards in the administration of national examinations, we respectfully urge the Federal Government and the management of NECO to reconsider this proposed increase in light of the current economic realities facing millions of Nigerians.

Across the country, families are grappling with rising food prices, transportation costs, inflation, unemployment, and declining household incomes. For many parents and guardians, providing quality education for their children has become increasingly difficult. A significant increase in examination registration fees would further burden already struggling families and could deny thousands of qualified students the opportunity to complete their secondary education.

Education is a fundamental human right and one of the strongest foundations for national development, peace, and prosperity. Every Nigerian child, regardless of economic background, deserves an equal opportunity to sit for national examinations and pursue higher education or vocational training.

Why the Current NECO Registration Fee Should Be Retained

- To prevent financial hardship from denying children access to education.
- To reduce school dropout rates among students from low-income families.
- To promote equal educational opportunities for all Nigerian children.
- To support national efforts to reduce youth unemployment, crime, violent extremism, drug abuse, and other social vices by keeping young people in school.
- To strengthen human capital development and prepare a skilled workforce for Nigeria's future.
- To protect vulnerable children from child labour, street begging, and early marriage resulting from financial constraints.
- To encourage parents to keep their children in school despite the prevailing economic challenges.
- To reduce educational inequality between urban and rural communities.
- To demonstrate government's commitment to social protection and inclusive education.
- To advance the achievement of Sustainable Development Goal 4 (Quality Education), which seeks to ensure inclusive and equitable quality education for all.

Rather than increasing examination fees, we encourage the government to explore sustainable alternatives, including increased budgetary support for education, improved operational efficiency within examination bodies, strategic public-private partnerships, and targeted subsidies for students from disadvantaged backgrounds.

Education should never become a privilege reserved for those who can afford it. Investing in affordable education is an investment in national security, economic growth, social stability, and sustainable development.

The City Crown Relief Foundation therefore respectfully calls on the President of the Federal Republic of Nigeria, the Federal Ministry of Education, the National Examinations Council (NECO), the National Assembly, state governments, development partners, civil society organizations, the private sector, parents, and all stakeholders to work together to ensure that the current NECO registration fee is maintained in the interest of Nigerian children and the future of our nation.

Every child deserves the opportunity to learn, graduate, and contribute meaningfully to society. No child should be denied that opportunity because of financial hardship.

IS NIGERIA RIPE FOR STATE POLICE?

Nigeria continues to battle insurgency, banditry, kidnapping, communal violence, and other forms of insecurity. Every day, families, farmers, travelers, and businesses live with fear. It is clear that the current security challenges demand serious reforms.

The debate over state police is not simply about creating another police force, it is about finding more effective ways to protect lives and property.

State police could provide faster responses to local security threats because officers would better understand the language, culture, terrain, and criminal patterns within their states. This local knowledge could strengthen intelligence gathering and improve community policing.

However, concerns remain. Many Nigerians fear that, without strong constitutional safeguards, state police could be misused by some political leaders to intimidate opponents, suppress dissent, or interfere in elections. These concerns must not be ignored.

The City Crown Relief Foundation (CCRF) believes that Nigeria is approaching a stage where decentralized policing deserves serious consideration, but only if it is built on justice, accountability, professionalism, and respect for human rights.

CCRF therefore calls for:

Strong constitutional and legal safeguards against abuse.

Independent oversight and accountability mechanisms.

Professional recruitment, training, and adequate funding.

Protection of the rights of every Nigerian regardless of political, ethnic, or religious affiliation.

Cooperation between federal, state, and community security institutions.

Security is not a political privilege, it is a fundamental right. Every Nigerian deserves to live without fear.

As a nation, we must support reforms that strengthen security while protecting democracy, justice, and the rule of law.

City Crown Relief Foundation (CCRF) calls for the protection and respect of all healthcare professionals, especially those on night shifts. No medical worker carrying out legitimate duties should face unnecessary arrest, harassment, intimidation, or delays by law enforcement agencies. Every minute lost can mean the difference between life and death for a patient.

We advocate for:

The safe and unhindered movement of healthcare workers during official duty hours.

Recognition of valid hospital identification and emergency duty passes by security agencies.

Strong collaboration between healthcare institutions and law enforcement to ensure seamless emergency response.

Respect for the rights, dignity, and safety of all frontline health workers.

When we protect our healthcare workers, we protect our communities.
