Fellow Citizens of Borno State

It is with profound gratitude to Almighty Allah that I address you today on the occasion of Democracy Day and the celebration of 27 years of uninterrupted democratic governance in our dear country. In Borno State, we have remained committed to building and sustaining governance on the enduring principles of accountability, inclusiveness, and service delivery.

This year’s Democracy Day comes with encouraging news following the successful rescue of 434 women and children from Boko Haram captivity by our gallant security forces. This remarkable achievement demonstrates the unwavering commitment of our armed forces and security agencies to restoring peace and safeguarding our people.

I wish to once again express my profound appreciation to the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, His Excellency, President Bola Ahmed Tinubu, GCFR, for his steadfast support and commitment to addressing insecurity not only in Borno State but across the nation.

Let me assure the people of Borno State that our government will continue to work closely with the Federal Government, the military, security agencies, and all relevant stakeholders to secure the release of every citizen still held in captivity and to bring lasting peace to our communities.

While we remain grateful for the successful rescue of many abducted persons over the years, we have not forgotten those who are still in captivity, including the abducted Chibok girls and the victims of Dille/M***a abduction. We remain steadfast in our commitment to ensuring their safe return.

Today marks my final Democracy Day address as your Governor, having been elected in 2019. By the grace of Almighty Allah, in exactly one year, a new administration will assume leadership and build upon the foundations we have collectively laid. As we reflect on our democratic journey, it is important to assess where we stand, the challenges we have faced, and the progress we have made, particularly since the last Democracy Day on June 12, 2025.

Democratic governance thrives on consultation, continuity, and collective wisdom. In this regard, I wish to acknowledge the immense contributions and support of our democratic icons and former elected leaders whose counsel and guidance have enriched our administration and advanced the development of our state.

As our nation prepares for the 2027 general elections, I am pleased that our party, the All Progressives Congress (APC), successfully conducted peaceful and transparent primaries that produced our candidates for the governorship, National Assembly, and State House of Assembly elections.

I wish to express once again my heartfelt appreciation to APC stakeholders, leaders at all levels and members across the state for their maturity, cooperation, and commitment to a rancour-free elections. The unity we demonstrated during the primaries must be sustained as we work towards securing victory for our great party in the forthcoming elections. I also extend my profound gratitude to the good people of Borno state for their unwavering support, patience, prayers and confidence in our administration.

Security and Peace Building

My dear people of Borno State, insecurity remains our greatest challenge and concern. For over a decade, our state has borne the burden of insurgency, terrorism, displacement, and destruction. Despite these challenges, we have remained resilient and determined. I am pleased to state that the overall security situation in the state remains stable, owing to the sustained efforts and sacrifices of our security agencies, the support of the Federal/state Governments and cooperation of resilient citizens

Over the past year alone, our administration procured and distributed hundreds of operational vehicles, motorcycles, security gadgets, and logistics support to the security agencies. We remain deeply saddened by the loss of gallant members of the Armed Forces, security personnel, volunteer forces, and innocent civilians who paid the ultimate sacrifice in the course of this conflict. On behalf of the Government and people of Borno State, I extend my heartfelt condolences to their families and loved ones.

I assure you that we shall continue to support our security agencies until lasting peace is restored and the scourge of terrorism and other forms of criminality are decisively dealt with. I firmly believe that, by the grace of Allah, I shall hand over a more secure, stable, and prosperous Borno State to my successor on May 29, 2027.

Development and Recovery Efforts

Fellow citizens, our administration is guided by the 25-Year Development Framework and the 10-Year Strategic Transformation Initiative, which together form the foundation of our 10-Point Agenda. This framework is designed to promote sustainable growth, restore dignity to our people, and secure a prosperous future for generations to come.

Today, appreciable progress has been recorded across all sectors and strategic pillars of our development agenda. One area where we have made significant impact is humanitarian response, reconstruction, and resettlement. About 2 Million people are resettled in a dignified manner since i assumed duty to date. Through sustained interventions, we have supported millions of internally displaced persons, refugees, returnees, and conflict-affected communities with food assistance, shelter, healthcare, livelihood support, and social services. These efforts have earned both national and international recognition.

I wish to extend my profound appreciation to all humanitarian and development partners and indeed the international community that have participated in this process.

Consequently, Education remains one of the sectors most devastated by insurgency. We understood from the outset that rebuilding Borno required rebuilding our schools and restoring hope to our children.
Accordingly, we embarked on unprecedented investments in education, including the establishment of over 104 Mega Schools and more than 20 Higher Islamic Colleges across the state.

We reconstructed and expanded educational infrastructure, improved learning environments, increased school enrolment and retention, recruited and trained teachers, enhanced their welfare, and modernised the education system to meet contemporary needs to empower our youth and accelerate economic recovery, we have also prioritised Technical and Vocational Education and Training (TVET), Science, Technology, Engineering, and Mathematics (STEM) programmes, equipping thousands of young people with skills required for employment and entrepreneurship and awarded thousand of
scholarship to deserving indigenes.

In the health sector, we have undertaken extensive reforms aimed at improving access and quality of healthcare services. . In addition, we undertook the strategic recruitment, training and capacity development of critical Human resources for health including recruitment of expertise into our secondary health facilities.

The state-of-the-art Kashim Ibrahim Teaching Hospital will soon commence operations, significantly enhancing tertiary healthcare delivery in the state and will provide the needed manpower to the state by training our students at the College of Medical Sciences. We have established two additional Colleges of Nursing to strengthen our healthcare workforce and approved one hundred percent increment in the remuneration of doctors that are working in hard-to-reach areas, and frontline health personnel.

Furthermore, in the last one year, we have constructed eight (8) new General Hospitals in Magumeri, Mafa, Gubio, Dikwa, Uba, Damboa, Hawul, and kaleri while over 80 Primary Healthcare Centres, 13 Maternal and Child Health Centres, and three Family Support Centres have been renovated and upgraded across the state. Some of these projects have been commissioned while
others would soon be commissioned. The state of the art orthopedic hospital is at the verge of completion.

I also extend my deepest sympathy to all victims of the recent Acute Watery Diarrhoea outbreak and wish those receiving treatment a speedy recovery. I assure the public that government has activated all necessary measures to contain the outbreak and prevent further spread.

As we enter the final year of this administration, let me reassure the people of Borno State that we shall not relent in delivering the dividends of democracy. We remain focused on strengthening agriculture, security, infrastructure, economic empowerment, social protection, and livelihood support programmes until our last day in office.

I am confident that we have laid a solid foundation for the continued recovery, stability, and development of Borno State. The institutional frameworks, strategic plans, and development initiatives we have established will provide a strong platform upon which future administrations can build.

Conclusion

My dear fellow citizens of Borno State, I believe I have served you with sincerity, dedication, and the fear of Allah throughout these seven years. Together, we have rebuilt communities, restored hope, strengthened institutions, strengthed security and laid the groundwork for a brighter future despite the enormous challenges we inherited.

I remain profoundly grateful for the trust and mandate you gave me to serve as your Governor. I equally appreciate your support, prayers, resilience, and cooperation throughout this journey.

While no human effort is perfect, I have always strived to serve you faithfully, guided by the principles of democracy, accountability, and public service. I leave office with a deep sense of fulfilment, knowing that together we have moved Borno State forward.

May Almighty Allah continue to bless Borno State, protect our people, and grant us enduring peace, unity, and prosperity.

ZULUM COMMENCES FINAL PHASE OF IDP RESETTLEMENT IN BAMA, INSPECTS MAJOR URBAN RENEWAL PROJECTS

Governor Babagana Umara Zulum has commenced the final phase of the resettlement of internally displaced persons (IDPs) in Bama Local Government Area, marking another significant milestone in Borno State's recovery and reconstruction efforts.

During an assessment visit today Thursday 11th June 2026 to the remaining IDPs in Bama, Governor Zulum announced plans to facilitate the return of residents from the three outstanding communities of Mainti, Goniri, and Bula Kuriye to their ancestral homes. He reiterated his administration's commitment to ensuring the complete closure of the largest IDP camp in Bama within the next one month.

The Governor disclosed that the profiling and sorting of beneficiaries have been successfully concluded, while implementation arrangements for the resettlement exercise are currently underway. He emphasized that the initiative forms part of the state's broader recovery, reconstruction, and resettlement programme designed to restore normalcy, rebuild communities, and enable displaced persons to resume their livelihoods in a safe and dignified environment.

Governor Zulum assured the affected communities of government support through the provision of essential services and other necessary interventions to guarantee a smooth, sustainable, and successful return process.

As part of his visit to Bama, the Governor also inspected several ongoing urban renewal and infrastructure projects aimed at revitalizing the town and stimulating economic growth. He expressed satisfaction with the progress and quality of work on the transformation of the Bama Central Market.

The inspection included a visit to a newly constructed 156-shop commercial complex located in front of the market, which is nearing completion. The facility is expected to boost commercial activities, provide modern trading spaces, and create greater economic opportunities for residents and returning communities.

Governor Zulum further revealed plans for the comprehensive remodelling of the Bama Central Market to enhance its functionality, improve its aesthetics, and expand its capacity to accommodate increasing business activities.

The Governor also assessed the ongoing road and drainage construction project along the main road corridor in Bama, noting that work is progressing steadily and is expected to be completed soon.

Zulum - I Will Hand Over a More Secure and Prosperous Borno to Gubio

Borno State Governor, Professor Babagana Umara Zulum, has assured that he will hand over a more stable, secure, and economically prosperous Borno to the next administration.

Governor Zulum gave the assurance on Monday when he received prominent sons and daughters of Gubio Local Government Area, led by elder statesman Alhaji Gambo Gubio, who paid him a courtesy visit at the Government House, Maiduguri, alongside the APC gubernatorial candidate, Engr. Mustapha Gubio.

The delegation also included the Chairman of the Borno State Civil Service Commission, Dr. Bulama Mali Gubio; a former member of the House of Representatives, Hon. Fanta Baba Shehu; the Executive Chairman of Gubio, Hon. Mali Bulama Mali; a retired Commissioner of Police; and former Council chairmen.

The Governor noted that despite the challenges confronting the state, particularly insecurity, his administration remains committed to consolidating on the gains achieved over the years and laying a stronger foundation for sustainable development.

“Security is the most difficult issue. Insha Allah, before I leave, the situation will be better than now. I will hand over a more stable, more prosperous, and more secure government to Engr. Mustapha Gubio, Insha Allah,” Zulum declared.

He emphasised that sustaining achievements is often more difficult than attaining them, urging continued support and prayers for the APC governorship candidate.

“What matters is not just success; managing success is more difficult than achieving success itself. Managing success and managing the affairs of Borno State is not easy, but with collective support, prayers, and guidance, God will give him the wisdom and energy to succeed as a candidate and, Insha Allah, as Governor,” he said.

Extolling the leadership qualities of Engr. Mustapha Gubio, Governor Zulum described him as a man of integrity, humility, and composure whom he has known for more than two decades.

“Alhaji Mustapha Gubio, I have known him for the past 26 years, since he was a student at the University of Maiduguri. His integrity is evident; he is humane, very gentle, and composed. Insha Allah, God will help him to steer the mantle of leadership of Borno State,” Zulum stated.

The Governor added, “We will continue to pray for our gubernatorial candidate so that the Almighty will give him the wisdom and the wherewithal to steer the leadership of the state.”

Reflecting on the challenges he encountered at the beginning of his administration in 2019, Zulum recalled the sacrifices required to confront the state’s security and humanitarian crises.

“When I took over the leadership of the state, in the first 55 days of my administration, I saw my children only three times. The first four years were really challenging, but Almighty Allah has helped us to see light at the end of the tunnel,” he said.

The Governor expressed appreciation to the delegation for the visit. “As Muslims, when we seek Allah’s guidance and pray for the best outcome, we must accept His decision with complete faith and conviction, knowing that whatever He chooses is ultimately the best for us,” Zulum remarked.

Leader of the delegation, Alhaji Gambo Gubio, commended Governor Zulum for his pivotal role in the emergence of Engr. Mustapha Gubio as the APC governorship candidate for the 2027 election.

“We are here today to express our profound gratitude and thanks for this remarkable occasion. Words alone cannot adequately convey the depth of our feelings or fully capture all that we wish to say. However, we remain sincerely grateful and deeply appreciative,” Alhaji Gambo said.

He described the APC candidate as a worthy son of Gubio and expressed confidence in his future leadership.

Alhaji Gambo also acknowledged Governor Zulum’s achievements in security, infrastructure development, and governance, noting that “Zulum is succeeding,”.

Borno State Governor, Professor Babagana Umara Zulum, has lauded President Bola Ahmed Tinubu for his role in securing the freedom of 434 residents of Ngoshe community, who were abducted over a year ago during a violent raid on the town.

Speaking in Pulka on Monday, Governor Zulum confirmed that the latest release comprises 357 persons, while approximately 82 others had regained their freedom spontaneously in smaller batches over the period since their abduction.

The victims were originally taken from Ngoshe, a border town in Gwoza Local Government Area of Borno State, following an attack by suspected Boko Haram insurgents early this year.

Zulum particularly praised President Tinubu for his personal intervention and commitment towards restoring peace, which he said accelerated the negotiation and rescue process.

“I want to express my deepest appreciation, on behalf of the government and people of Borno State and Gwoza community in particular, to the President and Commander-in-Chief of the Nigerian Armed Forces, Bola Ahmed Tinubu, for all the efforts that he has been making in ensuring the return of peace and stability not only to Borno State but to the entire country,” Zulum stated.

Zulum also extended commendations to the Nigerian military, the Department of State Services (DSS), and all other security agencies involved in the operation, acknowledging their professionalism and coordination.

“I also want to use this opportunity to commend the Nigerian Armed Forces, the office of the National Security Adviser, the Department of State Security and all other security agencies, including our gallant Civilian JTF, Forest Guards, Vigilante and Hunters, who have participated immensely in ensuring the release of these abducted men, women and children,” Zulum added.

He explained that while 357 captives walked free in the latest coordinated effort, other captives had been released in phases over the preceding months, bringing the total number of freed captives to 434.

“We are here to felicitate with Ngoshe community following the release of the abducted women and children numbering about 434. What we saw this morning is about 360 released two days ago. But some two to three weeks ago, we also received about other persons, totalling about 434,” Zulum explained.

According to the governor, “Government has released millions of naira to rehabilitate the Ngoshe community. So far, the work is nearly complete. We are also interfacing with the community about their return to Ngoshe; those that are willing to return, we are working with the Nigerian military to establish institutional arrangements that will ensure their safe and dignified return.”

Zulum also directed the distribution of relief materials, comprising food and non-food items, to all the released persons as part of the immediate intervention.

The rescued individuals are currently receiving medical and psychological support in a government facility, after which they will be reintegrated into their communities.

Zulum moves to complete ongoing projects before tenure ends

Borno State Governor, Babagana Umara Zulum, has embarked on an intensive project inspection tour across the state, signalling a decisive push to fast-track the completion of all ongoing developments before his tenure officially ends in May, 2027.

The governor, who spent the week assessing multiple project sites in the state capital, Maiduguri, issued firm deadlines to contractors and demanded accelerated work schedules to ensure timely delivery.

Part of the projects lined up for completion are Kashim Ibrahim University Teaching Hospital, Borno State Orthopaedic Hospital, General Hospital, Kaleri, Post Office Flyover, Tashan Kano-Mashidimami Express Road, 4,000-capacity International Conference Centre, Tandari-Nietel Shoe Factory Express Road, among many others.

He continued over the weekend, visiting Kukawa Local Government Area on Saturday before proceeding to Monguno on Sunday.

In Monguno, Zulum inspected the ongoing expansion work at the College of Nursing, a strategic initiative aimed at significantly increasing human resources for the health sector. The upgraded facility is expected to train more nursing professionals, addressing critical manpower shortages in Borno’s healthcare system.

Speaking to journalists after the tour, the governor reiterated his administration’s commitment to leaving a legacy of completed, functional projects that directly benefit citizens.

Zulum also inspected Monguno Central Market works where new shops are being constructed, which, according to him, have huge economic value addition. He also noted that the state government will work towards the reopening of the Government Senior Science Secondary School, Monguno.

Zulum Commends Military for Rescuing 360 Ngoshe Abductees from Terrorists’ Stronghold

Borno State Governor, Professor Babagana Umara Zulum, has commended the Nigerian military, particularly troops of Operation HADIN KAI, for the successful rescue of 360 abductees from the Mandara mountain, a notorious terrorist enclave in the southern part of the state.

Zulum first visited the people of Ngoshe on March 6, 2026, and two weeks later spent the night with the victims in Pulka town, Gwoza local government, where he assured them of the federal and Borno State governments' commitment to securing the release of those who are still being held captive.

The governor also visited Ngoshe town, where he directed the immediate assessment and reconstruction of the destroyed houses to ensure that the inhabitants that are taking refuge in Pulka return to their ancestral home.

Governor Zulum, in a statement by his Special Adviser on Media, Dauda Iliya, described the operation as a remarkable demonstration of courage, professionalism, and the growing effectiveness of intelligence-led military operations in the fight against insurgency in the North-East.

The governor noted that the mission, which led to the safe recovery of hundreds of men, women, and children held captive by terrorists, has renewed hope among affected communities and reaffirmed the commitment of the federal government, Nigerian military, and Borno State government to safeguarding lives and restoring lasting peace in the region.

“I wish to express my profound appreciation to President Bola Ahmed Tinubu, Chief of Defense Staff, the Chief of Army Staff, the Theatre Commander of Operation HADIN KAI, officers, and soldiers who participated in this highly successful operation. Their gallantry, professionalism, and sacrifice have once again demonstrated the unwavering commitment of our Armed Forces to protecting innocent citizens,” Zulum stated.

“The rescue of 360 abductees from the Boko Haram stronghold is a significant achievement. It underscores the effectiveness of inter-agency collaboration, and the determination of our security forces to ensure that no citizen is abandoned in the hands of insurgents and terrorists,” he added.

The governor also commended members of local communities for their support, understanding, and cooperation which have contributed to the success of the operation.

He reaffirmed Borno State Government's commitment to continue supporting the military and other security agencies through logistics to sustain their momentum in counter-insurgency and counter-terrorism operations.

Zulum Sets 60-Day Deadline for 400-Bed Teaching Hospital, Orders Completion of Orthopaedic Hospital in Four Months

Borno State Governor, Professor Babagana Umara Zulum, on Friday, inspected the multi-billion naira 400-bed capacity Kashim Ibrahim University as part of his ongoing inspection visit to ambitious projects being executed by his administration.

Zulum on Monday inspected the 4,000-capacity International Conference Center, Post Office flyover, and the 2.5km Tandari-Kasuwan Shani-Neital Shoe and Ternary road.

Addressing journalists shortly after inspecting the facility, the Governor assured that the flagship hospital will be completed and ready for operation within the next 60 days, noting that over 90 percent of the work has already been executed and that all medical equipment and installations required for the hospital have been fully procured and delivered.

“The equipment meant for this hospital has all been purchased, procured, and delivered. You can see the level of development in the hospital, and the consultant has informed us that over 90 percent of the work required has been completed,” Zulum said.

The Governor expressed confidence that the remaining work would be concluded within two months, paving the way for the commencement of services.

“We believe that within the next 60 days, we will round off all the outstanding works, and the hospital will be ready for utilisation. Regarding human resources for health, approval has already been granted, and about 350 staff members have been employed. We are set to go and ensure that this hospital, which has been our dream project, comes to stay,” he added.

Governor Zulum remarked that his administration had invested heavily in healthcare infrastructure across the state and was determined to ensure effective management and maintenance of the new hospital.

According to the Governor, the state government has resolved that the new facility would operate under a carefully structured management model that balances accessibility with sustainability.

“Business as usual will not be feasible. The cardinal objective of any government is to bring succor to the people, particularly the less privileged. However, we must establish certain standards for costing. We cannot charge like a private hospital, but we also cannot make everything completely free. There must be a minimum threshold that will ensure the sustainability of the hospital,” Zulum stated.

The Governor further stressed the need for full automation of the hospital’s operations, particularly its billing and management systems, to guarantee transparency, accountability, and efficiency.

“This hospital has the capacity to provide services not only to our people but also to those from neighboring countries. It will become a referral center for quality healthcare, provided it is managed effectively and sustainably,” the Governor added.

Governor Babagana Umara Zulum also inspected the 300-bed State Othopedic Hospital along Dikwa Road, which is at 85% completion, and directed that it be completed within the next four months.

He also inspected the ongoing construction of the road network at Maiduguri Industrial Hub.

The Governor was accompanied by the Secretary to the State Government, Hon. Bukar Tijani; the Acting Chief of Staff, Dr. Babagana Mustapha Mallumbe; Special Advisers; Permanent Secretaries; and other senior government officials.

Zulum Receives Hosting Rights for NSE 2026 Conference

Borno State Governor, Professor Babagana Umara Zulum, has formally received the hosting rights for the 2026 Nigerian Society of Engineers (NSE) International Engineering Conference, Exhibition and Annual General Meeting (AGM), which will be held in December in Maiduguri.

The President of the Nigerian Society of Engineers, Engr. Ali Alimasuya Rabiu presented the hosting rights on Tuesday during a dinner organised by Governor Zulum in honour of the visiting leadership of the Society.

The conference, tagged “Maiduguri 2026” and themed “Engineering Innovations for Enhanced Security and Sustainable National Development,” is expected to attract about 10,000 delegates from various engineering disciplines across Nigeria and beyond.

Earlier, during a courtesy visit by the NSE leadership, Governor Zulum assured the delegation that Maiduguri is secure and fully prepared to host the prestigious gathering.

The Governor allayed concerns about security in the state, noting that Borno State has successfully hosted several major national and international events in recent years without incident.

“I want to bring to your attention that in 2025, Maiduguri hosted a lot of national and international events such as the 6th National Council on Power, the 70th National Council on Education, the Kanem-Borno Cultural Summit, the 40th National Qur’anic Recitation Competition, and the 65th National Council on Health, among others,” Zulum stated.

“I want to inform you that Maiduguri is secured to host the conference, and we are known for our hospitality,” he added.

Governor Zulum also expressed delight over the conferment of the Nigerian Society of Engineers’ Honorary Fellowship on one of Borno State’s foremost elder statesmen and philanthropists, Dr. Muhammadu Indimi, describing the recognition as well deserved.

“This award is long overdue. His contribution to the growth and development of the education sector in Nigeria cannot be overemphasised. His contribution to infrastructure development in the country also needs no emphasis,” Zulum said.

“On behalf of the Government and people of Borno State, Alhaji Muhammadu Indimi and his family, I want to thank you for this award,” the Governor added.

In his remarks, the President of the Nigerian Society of Engineers, Engr. Ali Alimasuya Rabiu commended Governor Zulum for his commitment to security and development, noting that the Society was impressed by the peace and stability currently prevailing in Maiduguri and other parts of the state.

“We are particularly impressed by the relative peace and security being enjoyed in Maiduguri and other parts of the state,” Rabiu stated.

He reaffirmed the Society’s confidence in Borno State’s capacity to host a successful conference. He disclosed that the NSE Council would hold its meeting in Maiduguri in July as part of preparations for the event.

“As part of our preparations, the Council has resolved to hold its meeting in Maiduguri this July to assess firsthand the level of readiness for the conference and to evaluate the security environment,” Rabiu said.

“I have consistently informed the Council that the events and engagements we have held in Maiduguri have been conducted successfully without any security incidents. This has strengthened our confidence that, by the grace of God, we will convene a successful and peaceful conference in December,” he stressed.

The courtesy visit was attended by the Deputy Governor, Hon. Umar Usman Kadafur; the Secretary to the State Government, Hon. Bukar Tijani; the Acting Chief of Staff, Dr. Babagana Mustapha Mallumbe; Special Advisers; senior government officials; and members of the NSE delegation.
