On Wednesday 15th April, the Kaduna Local Government Accountability Mechanism - LGAM facilitated an advocacy visit to the Honorable Commissioner, Planning and Budget Commission, Kaduna, to express our commendation for the allocation of N100 million to each ward and creation of a specific budget line item on the Community Development Charter (CDC).

This is the result of an advocacy campaign that started since 2018. Furthermore, the visit also raised the need for timely and adequate cash-backed releases. KADLGAM also presented a copy of the Citizen Participatory Audit (CPA) and an award of commendation for the budget reforms that has institutionalized participatory budgeting.

We are excited to be championing the co-creation of permanent dialogue mechanisms in line with the Open Government Partnership (OGP) principles of transparency, accountability and citizens' engagement.

Kaduna North Local Government among the 23 LGAs that now has a functional technical working group made up of equal number of government and civil society representatives.

The TWGs members have been equipped with knowledge on OGP, Community Development Charter (CDC), Local Government Fiscal Transparency, Accountability & Sustainability (LFTAS) Program, Human Capital Opportunities for Prosperity and Equity, and Community Engagement Framework on Climate-related Shock-Responsive Social Protection.

Finally, the TWG has co-created an action-plan to be co-implemented by the members.

Yesterday, the State Lead represented the Kaduna Local Government Accountability Mechanism (KADLGAM) at the Strategic Alliance Meeting on RMNCAH+N, FP, and Gender, Youth, and Social Inclusion (GYSI) organized by the Centre for Communication and Social Impact(CCSI), and the Engender Health-led Consortium partners.

The meeting focused on "Fostering Collaboration Among State Accountability Mechanisms (SLAM), Coalitions of CSOs and Partners on RMNCAH+N, FP, and Gender, Youth and Social Inclusion (GYSI) in Kaduna State.

This led to the creation of the AKASA Network (Alliance for Kaduna Accountability and Strategic Advocacy). This platform brings together Civil Society Organizations (CSOs), coalitions, and advocacy partners working to strengthen accountability, promote inclusive governance, and advance sustainable development in Kaduna State.

MEMORANDUM SUBMITTED TO THE KADUNA STATE HOUSE OF ASSEMBLY ON THE ONGOING AMENDMENT OF THE KADUNA STATE TAX CODIFICATION AND CONSOLIDATION LAW, 2020, BY KADUNA LOCAL GOVERNMENT ACCOUNTABILITY MECHANISM (KADLGAM) AND PARTNERS

We, the Kaduna Local Government Accountability Mechanism (KADLGAM), urge the Kaduna State House of Assembly to amend the Kaduna Tax Codification and Consolidation Law, 2020, to delegate revenue assessment and collection powers to Local Government Councils. This crucial step will strengthen fiscal federalism, enhance local government performance, and improve service delivery in Kaduna State.

By empowering local governments to collect and manage their own revenue, we can:

- Enhance fiscal autonomy and reduce dependence on federal allocations
- Improve transparency and accountability in local government finances
- Respond to local needs and priorities more effectively
- Promote local economic growth and development
- Deliver public services more efficiently and effectively

We urge the Honorable Members of the Kaduna State House of Assembly to consider our proposals and take necessary steps to amend the law. Together, we can build a more prosperous and developed Kaduna State.

Our Key Recommendations:

- Delegate revenue assessment and collection powers to Local Government Councils
- Strengthen the role of the Local Government Council Revenue Committee
- Enhance the autonomy of the Revenue Committee and clarify its responsibilities
- Review the sharing formula for Land Use Charge to ensure a more equitable distribution of revenue
- Introduce a tax-for-service scheme to promote transparency and accountability

Let us all work together to empower local governments and build a brighter future for Kaduna State!
