REPORT OF THE KAURA LOCAL GOVERNMENT BUDGET TOWN HALL MEETING

1.0 Introduction
A Budget Town Hall Meeting was held on 10th August 2026 at the Kaura Local Government Secretariat as part of the Local Government's budget preparation and participatory budgeting process.
The meeting was organized by the Budget Director, Kaura Local Government, to provide an inclusive platform for key stakeholders, community representatives, and representatives of the ten wards to identify, present, and discuss priority development needs for consideration in the Local Government budget.
The Town Hall Meeting brought together government officials, elected representatives, Community Development Committee (CDC) representatives, traditional and religious leaders, political stakeholders, representatives of Persons with Disabilities (PWDs), and other members of the community. The engagement provided an opportunity for citizens and relevant stakeholders to contribute directly to the budget process, thereby promoting transparency, accountability, inclusiveness, and citizen participation in local governance.
2.0 Objectives of the Meeting
The meeting was convened to:
Provide a platform for citizens and stakeholders to participate in the Local Government budget preparation process.
Identify and present priority development needs across the ten wards.
Strengthen collaboration between the Local Government and community structures.
Promote inclusive and participatory decision-making in the allocation of public resources.
Ensure that community priorities are formally presented for consideration in the Local Government budget.
Strengthen transparency, accountability, and citizen engagement in local government budgeting.
3.0 Attendance and Representation
The meeting was attended by representatives of various stakeholder groups, including:
The Local Government Chairman, represented by the Vice Chairman, Hon. Benjamin Bala Akut.
The Speaker of the Legislative Arm of the Local Government.
Representatives of the Department of Administration and Finance (DAF).
The ten Ward Councillors.
The ten CDC Champions.
Traditional leaders.
Representatives of the Christian Association of Nigeria (CAN).
Representatives of the Jama'atu Nasril Islam (JNI).
Representative(s) of Persons with Disabilities (PWDs).
Political stakeholders.
Community representatives and other relevant stakeholders.
The participation of representatives from all ten wards provided broad geographical representation and ensured that ward-level priorities were brought into the budget discussion.
4.0 Proceedings of the Meeting
4.1 Opening and Welcome
The meeting commenced with a welcoming address by the Budget Director of Kaura Local Government.
In his remarks, the Budget Director welcomed all participants and expressed appreciation for their attendance and commitment to the Local Government budget process. He emphasized the importance of stakeholder participation in identifying the development needs and priorities of the various wards and ensuring that such priorities are considered during the budget preparation process.
He encouraged stakeholders to actively participate in the engagement and provide relevant and practical proposals that would contribute to the development and overall wellbeing of the people of Kaura Local Government.
4.2 Presentation of Community Budget Proposals
Following the welcoming address, the CDC Lead Person, ably represented by the CDC Secretary, delivered remarks on behalf of the Community Development Committee.
The CDC representative appreciated the Local Government for creating an avenue for communities to participate directly in the budget process. He emphasized the importance of citizen participation in ensuring that public resources are directed toward projects and interventions that respond to the actual needs of communities.
The CDC subsequently presented the consolidated budget proposals from all ten wards to the Local Government Chairman, who was represented by the Vice Chairman, Hon. Benjamin Bala Akut.
The proposals reflected priority needs identified by communities across the ten wards and were formally submitted to the Local Government for consideration during the budget preparation, approval, and implementation processes.
4.3 Remarks by the Local Government Chairman
The Local Government Chairman's remarks were delivered by the Vice Chairman, Hon. Benjamin Bala Akut.
In his address, the Vice Chairman expressed satisfaction with the participatory approach adopted during the Town Hall Meeting. He commended the Budget Director, CDC representatives, Ward Councillors, traditional and religious leaders, and other stakeholders for their contributions toward making the engagement successful.
He appreciated participants for demonstrating commitment to the development of Kaura Local Government and encouraged stakeholders and residents to continue supporting the Local Government's development efforts.
He further called on stakeholders and residents to continue to pray for God's guidance and intervention, particularly for the provision of the necessary opportunities and resources required for the successful implementation and actualization of the approved budget.
5.0 Key Outcomes
The following key outcomes were recorded from the engagement:
Community priorities from all ten wards were consolidated and presented to the Local Government for consideration.
The meeting provided a formal platform for citizen participation in the Local Government budget preparation process.
The engagement strengthened interaction between the Local Government authorities and community structures.
The participation of traditional and religious leaders, PWD representatives, political stakeholders, CDC Champions, and Ward Councillors promoted inclusive stakeholder representation.
The engagement demonstrated a commitment to promoting participatory, transparent, and people-oriented budgeting at the Local Government level.
Stakeholders reaffirmed the importance of continued collaboration in ensuring that approved budget priorities translate into tangible development outcomes.

7.0 Recommendations
Based on the discussions and outcomes of the meeting, the following recommendations are proposed:
The Local Government should give due consideration to the priority needs submitted by the ten wards during the finalization of the budget.
Approved community-prioritized projects should be implemented in a transparent, equitable, and timely manner, subject to available resources.
The Local Government should continue to institutionalize regular budget town hall meetings and citizen engagement platforms.
Stakeholders, particularly CDCs and community representatives, should be involved in monitoring the implementation of approved projects.
The Local Government should provide appropriate feedback to communities on the status of submitted proposals and the projects captured in the approved budget.
Special consideration should be given to the needs of vulnerable groups, including Persons with Disabilities, in line with the principles of inclusive development.
Civil society and community-based structures should continue to support constructive monitoring and social accountability around budget implementation.
8.0 Conclusion
The Kaura Local Government Budget Town Hall Meeting provided an important platform for citizens and stakeholders to participate directly in the Local Government budget preparation process.
The presentation of priority proposals from all ten wards demonstrated the willingness of communities to contribute to local development planning and public resource allocation. The participation of government officials, elected representatives, CDC Champions, traditional and religious leaders, PWD representatives, political stakeholders, and other community members further strengthened the inclusiveness of the engagement.
The meeting therefore represents a positive step toward strengthening participatory governance, transparency, accountability, and citizen ownership of development processes in Kaura Local Government.
Sustained engagement between the Local Government and community stakeholders will be essential to ensure that the priorities identified and submitted are appropriately considered, captured in the budget where feasible, and effectively implemented.
