Do Take Action Do. in collaboration with The World Bank World Bank hosted an event that was themed: Scaling Up Impact: Women's Economic Empowerment through Affirmative Procurement.

During this event, a crucial panel discussion on leveraging stakeholder collaboration to accelerate affirmative procurement for women-owned businesses in Nigeria. Despite significant contributions to the economy, women-owned businesses secure less than 1% of public procurement opportunities.

The expert panelists including the Executive Director of Evolve Africa Initiative Rufina Nyelong, shared practical strategies for policy reforms, capacity building and financing solutions.

This week, the Evolve Africa Initiative was proud to support youth and women from the Barkin Ladi and Sabon Barki communities of Plateau State in registering for the Labour Employment and Empowerment Programme (LEEP), an initiative of the Federal Ministry of Labour and Employment.

The LEEP program, championed under the Renewed Hope Agenda, is aimed at equipping Nigerians with vocational and technical skills to improve employability, foster entrepreneurship, and promote sustainable livelihoods across the country.

We worked closely with community members to ensure that as many eligible participants as possible were properly registered. Many of the youth and women expressed excitement and hope about the training opportunities to come.

We commend the Ministry of Labour and Employment for this timely intervention and remain committed to mobilizing and supporting grassroots participation in programs like this.

Promoting Responsible Land Investment in Agriculture: The Implementation of FRILLA in Plateau State



The importance of having a responsible and inclusive land investment in agriculture cannot be overstated. With the global population projected to reach 9.7 billion by 2050, ensuring that agricultural practices are sustainable, equitable, and efficient is crucial for food security and economic development. Responsible land investment can help to promote economic growth, improve livelihoods, and reduce poverty, particularly in rural areas where agriculture is often the primary source of income.

In line with this, the World Bank has developed the Framework for Responsible and Inclusive Land Investment in Agriculture (FRILLA). FRILLA aims to promote responsible land investment that benefits both local communities, the women and investors. The framework provides guidance on how to ensure that land investments are inclusive, sustainable, and respectful of local rights and interests.

Plateau State in Nigeria is one of the states already implementing FRILLA. Our Executive Director, Rufina Nyelong, is part of the stakeholder implementation committee at the session in Jos, Plateau State. This development is expected to have a significant impact in the state, particularly in promoting responsible land investment and improving the livelihoods of women and local farmers.

In Plateau State, organizations such as Evolve Africa Initiative are already working to promote agriculture and support local farmers. The initiative is helping women farmers to develop strategies to increase their productivity and profitability. By providing training and support, the initiative is empowering women farmers to take control of their agricultural activities and improve their livelihoods.

The impact of FRILLA on the Plateau is expected to be significant. With the framework in place, the state can expect to see improved agricultural productivity, increased economic growth, and better protection of local rights. The implementation of FRILLA will also contribute to the achievement of the Sustainable Development Goals (SDGs), particularly SDG 2 (Zero Hunger) and SDG 8 (Decent Work and Economic Growth).

WHAT IS GENDER-RESPONSIVE PROCUREMENT (GRP)?

According to UN Women, Gender-responsive procurement (GRP) is the sustainable selection of services, goods, and works that considers the impact on gender equality that goes beyond cost management. It also involves leveraging purchasing and sourcing opportunities to promote gender equality and support social and economic progress through gender-responsive measures at all stages and tiers of procurement and the supply chain. GRP includes due diligence approaches to identify and mitigate risks to gender equality, including women’s rights and non-discrimination, as well as to identify opportunities to advance gender mainstreaming in the supply chain.

HOW DOES GRP WORK?
To explain how GRP works, let's take for instance, the Nigerian government launches a tender for the procurement of uniforms for its healthcare workers. Then, a local women's cooperative, comprising of women, submits a bid for the contract. However, they face challenges in meeting the stringent requirements and high costs associated with the tender process.

Now, this is where GRP comes to play by using the Gender-Responsive Procurement Approach πŸ‘‡

The government recognizes the potential of women-owned businesses and decides to adopt a gender-responsive procurement approach. They:

- Simplify the tender process and requirements to make it more accessible to women-owned businesses
- Provide training and capacity-building programs for women entrepreneurs to enhance their skills and competitiveness
- Offer financial support and subsidies to help women-owned businesses meet the costs associated with the tender process
- Set aside a percentage of the contract value for women-owned businesses

Let's see this practical example:
The Nigerian government awards the contract to the women's cooperative, providing them with a significant business opportunity. The cooperative is able to employ more women, increase their income, and contribute to the local economy. The government also benefits from the cooperative's expertise and competitive pricing.

Impact:
The gender-responsive procurement approach has a positive impact on the lives of Nigerian women, enabling them to:

- Access economic opportunities and increase their income
- Develop their skills and competitiveness
- Contribute to the local economy and community development
- Empower themselves and their families.

IS THE NIGERIAN GOVERNMENT AWARE OF THE GRP?
Oh yes. The Nigerian government is aware of Gender-Responsive Procurement (GRP) and has taken steps to implement it. In 2016, Nigeria joined the Open Government Partnership (OGP), a global coalition aimed at promoting transparency and accountability in government.

Yes we are. Rufina Nyelong, Executive Director of Evolve Africa Initiative, recently attended the Do. and World Bank project titled Advancing Gender Responsive Procurement (GRP) in Nigeria which was held in Abuja. As a seasoned advocate for women's empowerment and development with over two decades of experience, Rufina Nyelong brought valuable perspectives and insights to the discussion. Her goal is to create a positive impact in the lives of women and her involvement in the GRP project aligns with this mission.

A STEP IN THE RIGHT DIRECTION
Evolve Africa Initiative Partners with the National Board of Technology Incubation, Plateau State

On Tuesday, March 18th, 2025 Evolve Africa Initiative took a significant step towards bringing about empowerment for African youths especially those residing in Plateau State. This was done by partnering with the National Board of Technology Incubation Plateau State. This strategic collaboration aims to create opportunities for youth employment and employability.

During the meeting, Evolve Africa Initiative emphasised the need to bring about positive change in the lives of Plateau youths. By joining forces with the National Board of Technology Incubation, we hope to provide young people with the skills, resources, and support necessary to succeed in today's fast-paced world.

This partnership is yet another testament to Evolve Africa Initiative's commitment to empowering African youths. As we continue to push forward despite challenges, our goal is to create a brighter future for young people living in Plateau State and this has been our driving force.

Our efforts align with the African Development Bank's Jobs for Youth in Africa (JfYA) Strategy African Development Bank Group (JfYA) Strategy, which aims to create decent jobs and integrate African youth into labour markets. Similarly, the AU-ILO African Union Youth Employment Strategy for Africa (YES-Africa) YesAfrica seeks to empower African youths through productive and decent employment. All these efforts from both of them are truly inspiring.

Drawing encouragement from humanitarian-oriented organisations, Evolve Africa initiative isn't relenting in making strides in youth empowerment. We hope to collaborate with individuals, corporate bodies and youth empowerment organisations to amplify our impact.

Yes, March is coming to an end. So, let's take this moment to celebrate Evolve Africa initiative's progress as we look forward to our future endeavours in the month of April.
