Following the Inter-Ministerial Policy Simulation on thursday, the learning continued beyond policy and governance as our fellows had an insightful session on the game of Chess, a timeless art of strategy, patience and critical thinking.

The session explored how chess contributes to personal development, leadership capacity, decision-making and strategic reasoning.

Dajan Emmanuel (Tech and Communication Manager, CYPA Africa) introduced the fellows to the principles of the game and the importance of thinking several steps ahead before making decisions.

The second Inter-Ministerial Policy Simulation held on Thursday brought another moment of strategic thinking, leadership and policy innovation to the table as fellows engaged the pressing issue of youth unemployment in Nigeria under the theme: ā€œEmergency Federal Executive Policy on Nigeria`s Youth Unemployment Crisis"
In a high level simulation of governance and executive decision making,

Dajan Emmanuel , Tech and Communication Manager, CYPA Africa chaired the simulation in his role as President of the Federal Republic of Nigeria, receiving policy recommendations from ministers across key sectors of government.

The Ministers of Labour, Finance and Economy formed the strategic bloc, presenting policy driven approaches focused on employment creation, economic reform and labour sustainability,
while the Ministers of Trade, Security and Information led the thinkers bloc, offering innovative perspectives on enterprise development, national stability and information management in addressing unemployment.

ā€˜Honorable’ Barry simulated as the Civil Society Representative. He started by pointing out that most of the presentations made by his fellows were merely suggestions and just few industries made presentations on what they had actually done already.

He followed up by saying merely creating jobs is not enough, the key is to create an enabling environment for an individual to thrive, as this would cause immediate youth livelihood and youth engagement. He then suggested paid internships and apprenticeship schemes that would be followed up with close monitoring as the initiatives invented in the past were taken over by nepotism.

He concluded by endorsing more schemes for vulnerable youths and persons living with disabilities.

Umar Sale was simulated as the National Security Advisor. He stated that insecurity can not be overemphasized. Citing the recent Xenophobic incidents.

ā€˜Honorable’ Sale pointed out that if we were to return the citizens in diaspora, what difference would it make? They would return to face the same level of terrorism here as they did there and most likely add to the unemployed population. He suggested that trainings should take place within imprisonment structures to enable the convicts easy flow with the outside world upon release. He then endorsed the adaptation of a Regional Digital Security Ecosystem to closely monitor security rate unemployment.

Honorable Ezinne Plangnan Kalu was the Minister of Technology and Digital Economy. She stated that the world has become a digital entity and failure to join the digital trend would create major setbacks. She then expressed the need to invest in the nation's resources citing the Minister of Finance's report which states that about 68.99 trillion naira is spent quarterly on importation.

ā€œ If we reduce the rate at which we import and focus mainly on the nation's resources, the finances used for importation can be used to develop other aspects of the country's economyā€, she said. ā€˜Honorable’Ezinne also stated that at least each state of the federation has a unique talent that can be harnessed and developed to build the nation's economy.

Gabriel Simon served as the minister of Finance. He pointed out that Vietnam didn't magically rejuvenate after their season of chaos, they did so through youth development and local production investment.

ā€˜Honorable’ Gabriel further pointed out that his industry would not invest on skills irrelevant to the economic growth of the country. He ended his presentation by saying that a nation that fails to prioritize it's own would end up borrowing from other nations until it loses it's integrity.
