It was an honour to receive a personal invitation to make a presentation to His Excellency Prof Charles Chukwuma Soludo on my achievements since my collaboration with HOSTCOM as the Representative of Persons with Disabilities in Anambra State HOSTCOM.

During the event, I also made my official submissions to the Honourable Commissioner for Petroleum and Natural Resources, Barr Anthony Ikechukwu Ifeanyi, who represented the Governor.

My presentation featured three key publications that capture my vision and advocacy journey:

1. My Vision for Persons with Disabilities in Anambra State and Beyond

2. I am Discriminated Because of My Disability (Cries of Persons with Disabilities in Nigeria)

3. Situation Report of PWDs in Anambra State

These publications were developed with a purpose to be mass produced and used as a fundraising initiative to support cooperative businesses for persons with disabilities. The goal is to improve their economic, social and educational standards, promoting self reliance, empowerment and dignity for all.

Together, we are proving that ability goes beyond disability.

Disability rights advocate, Gloria Nwafor, has called for the inclusion of persons with disabilities (PWDs) in the implementation of the Host Communities Development Trust (HCDT) under Nigeria’s Petroleum Industry Act (PIA).

Speaking at a capacity-building workshop themed “Understanding the Petroleum Industry Act (PIA), Host Communities, and the Inclusion of Persons with Disabilities,” Nwafor, a fellow of the African Centre for Leadership, Strategy and Development’s ILI Fellowship 2025, stressed the need for fairness and transparency in oil and gas governance.

She explained that the PIA, signed into law in 2021, requires oil companies to contribute three percent of their annual operating expenses into the HCDT to fund projects in host communities—an opportunity that must also include PWDs in planning and benefits.

Traditional rulers in Anambra East LGA have been urged to amend community bylaws to guarantee the inclusion of persons with disabilities (PWDs) in leadership and natural resources governance.

Gloria Nwafor, Executive Director of Care For the Physically challenged and Destitute Foundation. Capcadf and a fellow of the African Centre for Leadership, Strategy and Development’s ILI Fellowship, made the call in an advocacy brief presented to the monarchs through their Chairman, Igwe Lawrence Anakpulu Nwaofia of Eziagulu-Otu.

She explained that excluding PWDs from leadership roles, consultations, development councils, and compensation schemes not only violates their rights but also deepens inequality.

On 27th August 2025, the Centre L*D team visited Anambra East to monitor the project of ILI Fellow Gloria Nwafor on strengthening the participation of persons with disabilities (PWDs) in leadership of oil and gas host communities.

She convened a stakeholder meeting with four respected traditional rulers and community leaders, where she presented data on PWDs in Anambra East, unveiled the Disability Inclusion Charter, and called for its adoption.

Chief Victor Emeka, Anambra State Chairman of Oil and Gas Host Communities, pledged to ensure that PWDs are not only participants but also take up key leadership roles in decision-making.

This marks an important step towards inclusive governance and reflects the vision of the ILI Fellowship to amplify marginalized voices.

On 26th August 2025, the Anambra East LGA Secretariat, Otuocha, hosted a capacity building session for Persons with Disabilities (PWDs).

The training focused on three key areas:

1. Understanding the Petroleum Industry Act (PIA)
2. Host Communities PIA Trust Fund
3. Developing a Disability Inclusion Commitment Charter

This important step, funded by the African Centre for Leadership, Strategy and Development (Centre L*D), was designed to empower PWDs with knowledge and tools to actively participate in decision-making processes that affect their communities.

At the stakeholders’ engagement meeting with Persons with Disabilities (PWDs) in Anambra East LGA on 27th August 2025, a historic moment took place at the Igwe in Council’s Palace, Anambra East Secretariat.

High Chief Victor Emeka Okeosisi of Iduu Eri Kingdom presented and adopted the Disability Inclusion Demand Charter of PWDs in Anambra East LGA.

The adoption of this charter marked an important step in strengthening the participation and inclusion of PWDs in the leadership of oil and gas host communities.

At the heart of the stakeholders’ engagement meeting with Persons with Disabilities (PWDs) held on 27th August 2025 at the Igwe in Council Palace Hall, Otuocha, Anambra East LGA, was the presentation of the Data Analysis on PWDs in the area by Mrs. Gloria Nwafor.

Her presentation went beyond figures as it revealed the urgent need to strengthen the participation and inclusion of PWDs in the leadership of oil and gas host communities.

The meeting, supervised and monitored by Dr. Vincent Dania and Mrs. Eunice, the Media Director of Centre L*D, carried a clear message:
