Engr. Jennifer Adighije is a Nigerian engineer, entrepreneur, and public servant currently serving as the Managing Director and Chief Executive Officer of the Niger Delta Power Holding Company Limited. She assumed office in August 2024 following her appointment by President Bola Ahmed Tinubu, GCFR, and is the first woman to lead the organization since its inception.

Born on April 15, 1983, Engr. Adighije hails from Abia State. She is the daughter of Senator Chris Adighije, former Senator of the Federal Republic of Nigeria. She holds a Bachelor of Science degree in Electrical and Electronics Engineering from the University of Lagos. She further obtained a Master of Science degree in Wireless Networks and Telecommunications from Queen Mary University of London, and an MPhil from the Catholic University of Murcia, Spain, in 2025. She is a Fellow of the Nigerian Society of Engineers and a registered engineer with the Council for the Regulation of Engineering in Nigeria, COREN.

Her professional career spans over 15 years across the power, telecommunications, and financial sectors. She began her career as a Transmission Maintenance Engineer at the Power Holding Company of Nigeria. She later served as a Network Switching Subsystem Specialist at Globacom and as Head of Operations and Planning at Helios Towers Nigeria. In the public sector, she worked as a Value Engineer and Cost Controller at the Central Bank of Nigeria. In 2023, she was appointed Senior Special Assistant to the President on Entrepreneurship Development in Communications, Innovation, and the Digital Economy.

As MD/CEO of NDPHC, Engr. Adighije is driving a renewed focus on operational efficiency, asset optimization, and stakeholder collaboration. Under her leadership, the company is prioritizing the completion and utilization of power infrastructure, improved interface with Distribution Companies, and strategic partnerships to enhance power delivery across the nation.

Beyond engineering, she is a successful entrepreneur and founder of House of Silk, a fashion and retail brand recognized in Nigeria’s fashion industry. She is also a youth development advocate and patron of the Digi-Tech Empowerment Foundation for Youths.

Engr. Adighije has received several awards including the ThisDay Young Achievers Award and the Energy Times Award for her contributions to the power sector. She is committed to the vision of NDPHC: to deliver reliable, affordable, and sustainable electricity to Nigerians and to support the Federal Government’s drive for energy security and economic growth.

‎SB. 648 – Bill to Mandate Physical Offices for Social Media Platforms in Nigeria
‎
‎Distinguished Chairman and Honourable Members of this Committee,
‎
‎On behalf of the African Youth Union Commission, representing over 400 million young Africans including 60+ million Nigerian youth who live, work, and create online, we thank you for this opportunity.
‎
‎We are the most affected generation by this bill. Our businesses, education, activism, and identity are on these platforms. We are therefore here not to oppose regulation, but to help shape smart regulation.
‎
‎OUR STANCE: SUPPORT IN PRINCIPLE
‎AYUC supports SB. 648 in principle for 3 reasons:
‎
‎1. Accountability: Nigerians deserve local redress. Today, if content is wrongly taken down or a scam occurs, there is no office to walk into.
‎2. Jobs and Economy: Physical offices mean Nigerian jobs, taxes, and skills transfer. With 3hrs 46mins daily usage, Nigeria is too big a market to be treated as virtual only.
‎3. Safety: Local teams can better understand Nigerian languages, hate speech, and misinformation during elections and crises.
‎
‎However, regulation must not kill the same innovation it seeks to grow.
‎
‎KEY CONCERNS OF NIGERIAN YOUTH
‎
‎1. Fear of Over-Regulation: Small bloggers and creators fear being shut out. Many earn less than N100,000/month.
‎2. Centralization in Lagos/Abuja: If all offices are in 2 cities, other regions lose out on jobs and representation.
‎3. Freedom of Expression: Youth use social media to hold government accountable. Any law must not be used to silence dissent voices.
‎
‎AYUC’S 5 DIRECT RECOMMENDATIONS
‎
‎1: Jobs First - Mandate that 70% of staff in Nigeria offices must be Nigerian youth. Also mandate platforms to establish 1 office outside Lagos/Abuja within 2 years, and to launch a “Digital Skills Fund” for 1 million Nigerian youth.
‎
‎2: Protect Small Creators - Exempt micro-bloggers and creators earning below N10m annually from the requirement to own a physical office. Replace it with a free, simple NDPC (Nigeria Data Protection Commission) Digital Creator Registry. Accountability without killing hustle.
‎
‎3: Data and Tax Sovereignty - Mandate Nigerian user data to be stored in Nigeria or in AU-certified centers. Ensure digital taxes are used to fund broadband, STEM labs, and NYSC digital training.
‎
‎4: Local Content Moderation - Platforms must hire moderators who speak Hausa, Igbo, Yoruba, and Pidgin. They must consult Nigerian youth and CSOs before major policy changes that affect elections or public safety.
‎
‎5: Independent Appeal Mechanism - Create a Digital Rights Ombudsman under NDPC where users and creators can appeal wrongful takedowns within 48 hours. This prevents abuse and protects Section 39 of the Constitution.
‎
‎5. CONCLUSION - Hon. Chairman, Nigeria can lead Africa by showing that you can regulate Big Tech without breaking young dreams.
‎
‎Pass this bill, but pass it with a “Youth Lens.” Make it about jobs, not just control. Make it about safety, not just silence. Make it about partnership, not punishment.
‎
‎AYUC is ready to work with the Senate, NDPC, and platforms to implement this. We also request to serve on the implementation committee.
‎

AFRICA SOCIAL MEDIA & TIKTOK INFLUENCERS AWARDS

This is an event for all of Africa where we intend to celebrate our TikTokers and other social media influencers across Africa, which will be held in rotation among other African countries as hosts of the awards ceremony.

It is also a platform to promote innovations, technologies, and emerging companies and startups from major African brands to the global stage, and to promote the brand visibility of African content creators on social media platforms.

The award categories will include, for example:
- Creator of the Year;
- Rising Star;
- Cultural Entertainment Creator;
- Sustainability Advocate;
- Comedy, Health, Technology, etc.

Nomination criteria include content quality, audience engagement, and impact.

Selection is based on the TikToker with the highest number of followers/views.

Thus, from a group of 10 finalists, the overall winner will receive the Continental Award of the Year, while others will also win fabulous Previous Title awards provided by major sponsors from governmental, public, and private organizations.

The first event will premiere this year in Ghana.

AYUC PARTICIPATES IN THE ANGOLA–EU LOBITO CORRIDOR BUSINESS FORUM

The Executive Continental Chairperson of the African Youth Union Commission (AYUC), Rabby N’Dombassy, participated in the Angola–EU Lobito Corridor Business Forum, held on May 5–6, 2026, at Hotel Fórum in Luanda, Angola.

The participation of AYUC’s continental leadership reinforces the organization’s commitment to promoting African youth involvement in economic development processes, youth diplomacy, continental integration, and the creation of sustainable opportunities for young people across Africa.

The forum brought together institutional representatives, business leaders, experts, and international partners, consolidating itself as an important platform for dialogue aimed at boosting investment, trade, infrastructure, and socio-economic development in the region.

The presence of AYUC’s leadership also highlights the organization’s growing role in international strategic dialogue platforms, actively contributing to the building of a more integrated, prosperous, and youth-led Africa.
