🚭Strengthening To***co Tax Policies for Public Health and Accountability

How can Nigeria build a healthier future while strengthening accountability and revenue generation?

The answer lies in stronger to***co tax policies and sustained advocacy.

The Civil Society Legislative Advocacy Centre (CISLAC) with support from Tax Justice Network Africa (TJNA), convened a high-level Civil Society Organizations (CSO) meeting in Keffi, Nasarawa State, to review Nigeria’s To***co Tax Regime and develop a unified position paper aimed at advancing effective to***co control policies across the country.

The strategic engagement brought together civil society leaders, policy advocates, and public health experts to critically examine gaps within the current taxation framework, assess the impact of to***co consumption on public health, and strengthen advocacy for a more responsive and health-driven tax system.

Discussions highlighted the urgent need for:
✅ Increased excise taxes on to***co products
✅ Stronger public health protection measures
✅ Tackling illicit to***co trade and revenue leakages
✅ Inclusion of health agencies in to***co control governance
✅ Sustained CSO advocacy for policy reforms and accountability

Participants also collaboratively developed a communiqué containing key recommendations and action points for government and relevant stakeholders toward reducing to***co consumption, protecting public health, and promoting responsible governance.

Together, stronger policies and collective advocacy can help create a healthier, safer, and more accountable Nigeria.

“Security is not about political survival; it is about protecting the lives and dignity of Nigerians.”

In an exclusive and in-depth interview on Arise News, Mr. Auwal Ibrahim Musa Rafsanjani, Executive Director of the Civil Society Legislative Advocacy Centre (CISLAC) and Head of Transparency International Nigeria, addressed Nigeria’s worsening insecurity, the controversy surrounding the reported neutralization of terrorist leader Al-Minuki, and the urgent need for comprehensive security sector reforms.

He noted that while Nigerians are generally relieved to hear that one of the most dangerous individuals responsible for violence and killings has been neutralized, the situation still raises serious concerns. He explained that when the same person is previously declared killed and later again reported eliminated in 2026 through the support and assistance of the United States, it creates confusion and questions around the credibility of official security communications.

He called for stronger accountability, improved intelligence coordination, enhanced oversight of security operations, and decisive action against corruption and impunity within the security system. He further stressed the importance of restoring public trust, protecting communities, adequately supporting security personnel, and prioritizing human security above political considerations.

The discussion highlighted how insecurity continues to severely impact livelihoods, economic growth, investment confidence, and national stability across the country.

As Nigeria confronts evolving security threats, CISLAC continues to advocate for transparency, good governance, institutional reforms, and people-centered security policies that safeguard the rights and welfare of all Nigerians.

Advocacy Engagement on HCDT Accountability and Transparency

As part of the Fair Finance Nigeria (FFNG) Project, the coalition members Oxfam, Connected Development (CODE), BudgIT, Policy Alert, and STEPS led by the Secretariat, Civil Society Legislative Advocacy Centre (CISLAC), paid a strategic advocacy visit to the Paramount Ruler of Eket Local Government Area, His Royal Majesty E. C. D. Abia, on 14th May 2026.

The visit provided an opportunity to present the FFNG case study on oil companies and regulatory accountability, highlighting critical concerns around transparency and governance in the implementation of the Host Community Development Trust (HCDT) framework under the Petroleum Industry Act (PIA).

A major outcome of the engagement was the drafting and adoption of a formal petition to the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), with the Economic and Financial Crimes Commission (EFCC) copied, given its mandate to investigate and address allegations related to illicit financial flows. The petition specifically raises concerns regarding the management and accountability of the 3% PIA Host Community Fund and the 2% Gas Flaring Intervention Fund designated to support host community development.

This engagement reinforces FFNG’s commitment to amplifying community voices, strengthening accountability mechanisms, and promoting transparent, equitable governance in Nigeria’s extractive sector.

Highlights from Day 2 at ATC 2026

Day 2 of the 28th Annual Tax Conference (ATC 2026) of the Chartered Institute of Taxation of Nigeria -CITN featured engaging policy discussions, strategic stakeholder interactions, and recognition of outstanding contributions to governance and accountability.

The Executive Director of Civil Society Legislative Advocacy Centre (CISLAC), Comrade Auwal Ibrahim Musa Rafsanjani, participated as a discussant during a plenary session and was also honoured with an award in recognition of his commitment to transparency, accountability, and good governance.

As Secretariat of the Tax Justice & Governance Platform, CISLAC also showcased its advocacy work, publications, and initiatives promoting tax justice and inclusive governance through its exhibition engagements at the conference.

ATC 2026 continues to provide an important platform for dialogue, collaboration, and policy conversations shaping sustainable national development.
