Kano State’s harmonised Penal Code bill has faced delays over the years, leaving victims of violence, children, and persons with disabilities unprotected to the full extent of the law.

To bridge this gap, we supported a critical 2-day joint review meeting between FIDA and the Kano State Ministry of Justice to provide the current Attorney General with a detailed insight into past harmonisation efforts for the Penal Code and VAPP Law⚖️

The main objective of the meeting was to establish a clear, actionable roadmap that fast-tracks the bill directly to the State House of Assembly.

Passing this amended law will strengthen inclusive legal, policy, institutional, and operational frameworks within Kano State, and ultimately improve access to justice for children, survivors of violence, persons with disabilities and other vulnerable groups in the state.

To advance anti-corruption reforms and bridge systemic gaps in digital assets, real estate, legal services, and luxury goods (DNFPs) that corrupt actors exploit to launder illicit funds, the II Programme supported the:

“Sensitization Workshop for Private Sector Leaders in the Regulated Financial Market, including Virtual Asset Service Providers(VASPs) and Designated Non-Financial Businesses and Professions (DNFPs) on the 2026 Nigeria’s National Risk Assessment Process”👏

By fostering this critical public-private synergy, the workshop seeks to effectively align private sector leaders with the national Anti-Money Laundering, Counter-Financing of Terrorism, and Counter-Proliferation Financing (AML/CFT/CPF) goals, for a more transparent and secured financial ecosystem for all.

Public procurement is globally recognized as one of the top ways corruption is carried out. It involves huge sums of public money and complex bidding processes, which creates many opportunities for manipulation if unchecked.

To combat this vulnerability in Nigeria, the Rule of Law and Anti-Corruption (RoLAC) II Programme recently supported a targeted capacity-building workshop for investigative officers of anti-corruption agencies on procurement-related matters 🔍

The training aimed at enhancing the capacity of investigative officers to effectively detect, investigate, support prosecution of, and coordinate responses to procurement-related infractions and corruption risks in Nigeria.

This training is one of many crucial steps in the ongoing, challenging effort to safeguard public resources. By equipping investigators with specialized technical skills, the RoLAC II Programme supported by the European Union in Nigeria offers a practical path forward to strengthening accountability and gradually rebuilding public trust in Nigeria’s spending⚖️💰

To further ensure a comprehensive development of the 2025 Implementation Report of the Violence Against Persons (Prohibition) Act, 2015, we hosted a meeting with the Service Providers Accountability Resource Committee (SPARC).

This engagement is critical because SPARC represents the frontline coalition of Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), and Faith-Based Organizations (FBOs) handling sexual and gender-based violence (SGBV), as a result, they bridge the gap between grassroots survivors and national policy makers.

They are managed under National Agency for the Prohibition of Trafficking in Persons (NAPTIP) offering data on community-level abuse reports that never make it to formal court proceedings.

By engaging them, the Rule of Law and Anti-Corruption (RoLAC) II Programme is ensuring that the 2025 report moves beyond government bureaucracy to provide an authentic, survivor-centred assessment of the law’s performance across Nigeria👌

The S*x Offender Register (SOR) is a critical tool for public safety, designed to help in the fight against sexual and gender-based violence by acting as a tool for prevention, accountability, and survivor support🎗️

However, despite this vital role, the register remains largely under-utilized and unknown to the general public, leaving a significant gap in community safety and the fight against SGBV🚨

Tracking the extent of implementation of the Violence Against Persons (Prohibition) Act, 2015 across specific pillars like prevention, prosecution, protection, partnership, and policy is crucial because it turns a vague problem into a structured report that exposes exactly where breakdowns happen in supporting victims of violence🎗️

As part of efforts to develop the 2025 Implementation Report of the Act, the National Agency for the Prohibition of Trafficking in Persons (Naptip Nigeria), with support from the Rule of Law and Anti-Corruption (RoLAC) II Programme, convened a meeting of the High-Level Multi-Agency Task Team.

The process is geared towards assessing achievements and challenges in the implementation of the VAPP Act across Nigeria’s Federal Capital Territory (FCT). It also seeks to track the extent to which the provisions of the Act have been operationalized, review institutional responses by the Committee and other key stakeholders, identify existing gaps, and provide evidence-based recommendations on priority areas requiring investment and reform👌

A key highlight of the meeting was the review of the harmonized reporting template designed to strengthen evidence-based reporting and ensure that progress across Prevention, Prosecution, Protection, Partnership, and Policy is adequately documented.

Advancing Child Rights and Justice in Nigeria: Rule of Law and Anti-Corruption (RoLAC) II Programme Supports Technical Committee Meeting on the Review and Amendment of the Child Rights Act, 2003👏

Given the severe enforcement gaps, constitutional contradictions, and outdated provisions of the Act that fail to protect children against modern threats, the committee is tasked with finalizing the harmonized draft into a zero draft that:

1. Preserves the fundamental rights of children

2. Addresses current and emerging challenges like online and digital risks, climate-related emergencies, exposure to harmful practices like substance abuse, crime, abduction etc

The 3-day intensive review meeting is hosted by the Federal Ministry of Justice in collaboration with the Federal Ministry of Women Affairs and Social Development, with support from the RoLAC Programme and UNICEF Nigeria
