The devastating effects of cybercrime in our society across borders cannot be underestimated. It violates victims, leaving them feeling anxious, helpless, and, in extreme cases, leading to loss of life.

Because attackers operate entirely online, they can target individuals or networks anywhere in the world, exploiting international legal gaps and routing traffic through multiple countries to evade law enforcement.

To address this, the Rule of Law and Anti-Corruption (RoLAC) Programme supported the “𝙉𝙖𝙩𝙞𝙤𝙣𝙖𝙡 𝙑𝙖𝙡𝙞𝙙𝙖𝙩𝙞𝙤𝙣 𝙤𝙛 𝙃𝙖𝙣𝙙𝙗𝙤𝙤𝙠 𝙤𝙣 𝙄𝙣𝙫𝙚𝙨𝙩𝙞𝙜𝙖𝙩𝙞𝙤𝙣 𝙖𝙣𝙙 𝙋𝙧𝙤𝙨𝙚𝙘𝙪𝙩𝙞𝙤𝙣 𝙤𝙛 𝘾𝙮𝙗𝙚𝙧𝙘𝙧𝙞𝙢𝙚 𝘾𝙖𝙨𝙚𝙨 𝙞𝙣 𝙉𝙞𝙜𝙚𝙧𝙞𝙖” hosted by the Joint Case Team on Cybercrimes (JCTC).

The validation meeting brought together key national, international, and civic partners to review the handbook which will serve as a framework to:

1️⃣ Strengthen the capacity of investigators, prosecutors, and other relevant practitioners.

2️⃣ Focus on practical cybercrime investigation techniques, digital evidence, online investigations, financial intelligence, and inter-agency and international cooperation.

3️⃣ Ensure the effective investigation and prosecution of technology-enabled crimes.

This handbook will ultimately deliver faster justice for victims, higher conviction rates for cybercriminals, and a safer digital space for all Nigerians, reinforcing ’s commitment to supporting anti-corruption reforms⚖️

When a survivor makes the brave decision to reach out, the first service provider to answer becomes their vital lifeline; the empathy and safety they experience forms the first impression that either empowers them to seek justice or forces them to withdraw into silence‼️

This guiding principle is why the 3rd Service Providers Accountability Resource Committee (SPARC) met earlier this week to review the zero draft of the 2025 VAPP Act Implementation Report, hosted by National Agency for the Prohibition of Trafficking in Persons (NAPTIP)with support from the Rule of Law and Anti-Corruption II Programme.

Their frontline perspective breathes reality into the numbers, ensuring the report accurately tracks the true extent of the VAPP Act’s implementation across Nigeria.

By identifying operational gaps in Prevention, Prosecution, and Protection, this vital review informs evidence-based policy adjustments, strengthens inter-agency collaboration, and ensures our justice system never forces a survivor back into silence🎗️⚖️

Pre-trial detainees (those awaiting trial or bail) make up a substantial number of total inmate population across correctional facilities in Nigeria, a bottleneck that severely strains the entire justice system.

As part of our effort under the Programme to reduce delays in bail administration and address congestion in correctional centres, we supported the Anambra State Government to pilot the Bail Information Management System (BIMS) within the State Judiciary⚖️

The pilot phase commenced with the deployment of BIMS equipment, followed by the training of designated Magistrates and Court Registrars at the Chief Magistrate Court, Onitsha. The training marks an important step towards improving the efficiency, transparency and effectiveness of bail administration through digital innovation.

Building on the successful implementation of BIMS in Lagos State, the system will strengthen the capture, management and monitoring of bail information, enabling justice sector actors to track bail processes more effectively and support evidence-based decision-making

Through this initiative, RoLAC continues to support the digital transformation of justice administration, contributing to more timely, transparent, and accessible justice for all👌

Yesterday, we supported the convening of the 3rd High-Level Multi-Agency Task (HiMAT) team coordination meeting 𝘁𝗼 𝗿𝗲𝘃𝗶𝗲𝘄 𝘁𝗵𝗲 𝘇𝗲𝗿𝗼 𝗱𝗿𝗮𝗳𝘁 𝗼𝗳 𝘁𝗵𝗲 𝟮𝟬𝟮𝟱 𝗩𝗔𝗣𝗣 𝗔𝗰𝘁 𝗶𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗿𝗲𝗽𝗼𝗿𝘁.

Hosted by the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), with support from the Rule of Law and Anti-Corruption (RoLAC) II Programme, the session closely examined the data on the number of cases reported, withdrawals (including identifying recurring reason for them), in-court cases, successful convictions, and referrals to shelter homes among other issues as shared by the HiMAT agencies.

This comprehensive zero draft review ensures that the 2025 VAPP Act implementation report clearly identifies operational gaps across specific pillars, like Prevention, Prosecution, Protection, Partnership, and Policy to help inform:

1️⃣ Evidence-based policy adjustments,

2️⃣ Strengthened inter-agency collaborations, and

3️⃣ Targeted interventions that enhance survivor protection and judicial accountability across Nigeria.

Strengthening Nigeria’s response to gender-based violence requires more than individual interventions—it requires states, institutions and frontline actors to work together, learn from one another and respond through coordinated systems.

This is the focus of the ongoing two-day National Convening of Gender-Based Violence (GBV) State Coordinators in Lagos, bringing together State Coordinators from across Nigeria to strengthen a more unified, coordinated and effective response to sexual and gender-based violence (SGBV).

Hosted by the Lagos State Domestic and Sexual Violence Agency (DSVA), with support from the Rule of Law and Anti-Corruption, funded by the European Union in Nigeria and implemented by International IDEA NG, the convening provides a platform for states to share experiences, identify gaps and strengthen mechanisms for prevention, protection, referral and access to justice.

A key highlight of the convening is the launch of the Lagos State Gender-Based Violence Prevention Policy, providing an important policy framework for strengthening prevention efforts and addressing the underlying drivers of GBV in Lagos State.

Discussions at the convening are also focusing on strengthening the implementation of legal and policy frameworks, including the Violence Against Persons (Prohibition) Act (VAPP Act), improving coordination among relevant institutions, strengthening GBV data systems, and responding to emerging forms of violence, including technology-facilitated gender-based violence.

Ultimately, the goal is to move towards a more connected national response, one where survivors can access timely, quality and survivor-centred services, and where prevention, protection, justice and accountability are strengthened across states.

A coordinated response is not simply about bringing people together; it is about ensuring that collaboration translates into stronger systems and better outcomes for survivors. ⚖️

: Capacity building workshop on Monitoring, Evaluation, Research and Learning (MERL) data literacy for the Federal Ministry of Justice (FMoJ)⚖️

Knowing you cannot improve what you do not measure, the RoLAC Programme is currently supporting a 4-day MERL data literacy workshop to strengthen the capacity of key staff in driving the achievement of the Ministry’s core mandates, advancing criminal justice reform, and access to justice through informed data.

By supporting key staff to master MERL data literacy, the Ministry can effectively:
- Track the number of case files being processed,
- Extract critical lessons from lost cases,
- Identify gaps that affect timing of prosecution and use such informed data to defend requests for increased budget funding while bridging the gap between policy and reform.

Mrs. Dooshima F. Ortserga (Director, Department of Public Prosecution, Ministry of Justice, Makurdi), who represented the Benue State Attorney General, pointed out that embracing data allows us to shine a light on systemic gaps and prevent institutional delays/mistakes before they happen👌

Drawing from the gaps that the “Persons with Disabilities (Accessibility) Regulations, 2023” seek to address, the Rule of Law and Anti-Corruption (RoLAC) II Programme is proud to support the National Commission for Persons with Disabilities (NCPWD) in hosting a “Three-Day National Stakeholder Co-Creation Workshop” to develop “Practical National Accessibility Checklists and Compliance Scorecards”.

The workshop focuses on clearly embedding vital accessibility tools, including:

✅ Physical infrastructure: Ramps, lifts, wide walkways, and accessible toilets.
✅ Visual and auditory aids: Integration of tactile paving, braille signage, and audible warning signals.

This will help ensure that PWDs can navigate public spaces independently and safely.

Importantly, this workshop directly supports RoLAC’s commitment to advancing by systematically dismantling the physical, digital, and institutional barriers that prevent PWDs from independently navigating public spaces, reading legal texts, or seeking legal redress👌

Earlier today, we joined our grantee, Prisoners’ Rehabilitation and Welfare Action (Prawa Abuja), at the Nigerian Correctional Service in Gwagwalada, for the presentation of starter packs to individuals who have successfully completed their non-custodial sentences.

During their sentencing period, these individuals underwent intensive vocational training across key trades, including farming, hairdressing, welding, graphics, and printing. Having now fully served their time, PRAWA equipped them with vital business assets today to help them launch productive, self-sustaining ventures.

This intervention addresses the core socioeconomic drivers of minor offenses in Nigeria, where economic hardship and the need for financial empowerment frequently push individuals into crime. By providing these tools, the initiative effectively:

1️⃣ Combats poverty by opening up immediate avenues for wealth creation
2️⃣ Eliminates the idleness that often leads back to criminal behavior
3️⃣ Decongests correctional facilities by keeping low-risk offenders out of prison, and
4️⃣ Recreates former convicts into community mentors who will train future cohorts.

This milestone directly advances the Rule of Law and Anti-Corruption (RoLAC) II Programme’s commitment to effective criminal justice reform.

By backing the Nigerian Correctional Service (NCoS) and PRAWA, we are ensuring that non-custodial measures under the Nigerian Correctional Services Act becomes a highly functional, restorative reality⚖️
