From February 9 to 13, NIF participated in the 2026 Forum of NGOs in West and Central Africa (FONGA) Annual Retreat in Dakar, which convened national and international NGO forums from across West and Central Africa.

In his remarks, NIF Director Ndubisi Anyanwu highlighted Nigeria’s evolving role in the regional humanitarian landscape. As the global system undergoes significant reform, with Nigeria being one of the countries at the forefront of accelerated humanitarian transition, working toward government-led coordination and strengthened localized response systems.

He highlighted the importance of ensuring that this transition remains evidence-based, resource-aligned, and firmly cantered on the protection of vulnerable populations. While coordination structures evolve and prioritization becomes sharper, the collective capacity of humanitarian actors must remain strong, principled, and responsive to emerging needs.

Under its new leadership, NIF reaffirmed its role as a constructive interlocutor between the international NGO community, Government of Nigeria, and the donor collective. Building on the launch of 2026 Humanitarian Needs and Response Plan (HNRP) launch, NIF is advancing strategic alignment in Protection, Humanitarian Access, and Localization - ensuring that reforms translate into measurable improvements in coordination, access, and impact.

The retreat reinforced regional cohesion through shared operational best practices, joint advocacy priorities, and a unified action plan with clearly designated leads. As Nigeria advances toward a more sustainable humanitarian-development-peacebuilding approach, NIF remains committed to fostering partnerships that enhance efficiency, accountability, and locally driven solutions.

Delivering his first official address as Director of NIF, Ndubisi Anyanwu underscored that the 2026 HNRP is a clear reminder that principled, effective, and sustained humanitarian action remains as critical as ever. He noted:

“We must be clear-eyed: millions of people remain in extreme vulnerability, facing daily threats to their safety, dignity, and survival.”

The NIF Director commended the plan's strong focus on transition and localisation, emphasising that sustainable impact depends on national leadership and strong local capacity.

He added that the International NGO community sees its role as responsible partnership—supporting Nigerian institutions, civil society, and communities, while upholding humanitarian principles. He emphasised that localisation is not a final destination, but a continuous process of strengthening resilience and sustainability in humanitarian response.

The 2026 HNRP will deliver $516 million in lifesaving assistance to 2.5 million people across Borno, Adamawa, and Yobe states, addressing urgent needs such as food insecurity, malnutrition, and protection.

NIF remains committed to working with partners to deliver a response increasingly anchored in Nigerian leadership and centred on affected people—ensuring no one is left behind.
