YOUTH PARTICIPATION IN LEGISLATIVE PROCESS: BUILDING FUTURE LEADERS

It is with great honour and a deep sense of responsibility that I stand before this distinguished gathering to speak on the important topic: “Youth Participation in Legislative Process: Building Future Leaders through Empowering Young People to Engage in Policy Making and Leadership within Parliamentary Systems.”
The strength of every nation lies not only in its institutions but in the active participation of its citizens, especially the youth population. In Nigeria today, young people constitute a significant percentage of our population, yet their representation in legislative and decision-making spaces remains limited. This reality calls for urgent action because the future of governance cannot be discussed without the involvement of those who will inherit and sustain it.
Youth participation in legislative processes goes beyond voting during elections. It involves active engagement in policy formulation, advocacy, debates, public consultations, leadership development, and constructive political involvement. Young people must understand that leadership is not merely about holding positions but about influencing positive change within society. Parliamentary systems thrive when diverse voices, innovative ideas, and youthful perspectives are represented in governance.
One of the greatest ways to build future leaders is by creating opportunities for political education and civic engagement. Institutions, student unions, youth organizations, and government agencies must intentionally mentor and prepare young people for leadership responsibilities. Programmes like legislative summits, debates, policy dialogues, mock parliaments, and leadership conferences help expose youths to democratic principles and governance structures. When youths are empowered with knowledge, they become agents of transformation rather than instruments of manipulation.
Furthermore, there is a need to break barriers that discourage youth participation in governance. Financial limitations, political intimidation, lack of mentorship, and exclusion from decision-making spaces often prevent capable young individuals from contributing meaningfully. Government and stakeholders must therefore promote inclusive policies that encourage youth representation and participation at local, state, and national levels.
As young leaders, we must also embrace responsibility, discipline, integrity, and patriotism. The future we desire cannot be achieved through violence, political apathy, or social media criticism alone. It requires active participation, constructive engagement, and a commitment to democratic values. We must prepare ourselves intellectually and morally to occupy positions of leadership with competence and accountability.
In conclusion, empowering youths to engage in legislative processes is an investment in national development and democratic sustainability. Today’s youth are not just leaders of tomorrow; they are partners in leadership today. Let us therefore continue to encourage, mentor, and create enabling platforms for young people to participate actively in policymaking and parliamentary leadership. By doing so, we will raise a generation of visionary leaders capable of building a stronger, more inclusive, and progressive society.
