NETWORK ON SOCIAL PROTECTION ADVOCACY IN NIGERIA (NSPAN)

Press Statement. 19th May 2025

NSPAN Commends Federal Government's Commitment to Cash Transfers, Calls
for Expedited Verification and Broader Civil Society Engagement.

The Network on Social Protection Advocacy in Nigeria (NSPAN), a coalition of civil society
organizations dedicated to advocating for the strengthening of social protection systems in Nigeria,
commends the Federal Government for the bold steps taken to verify the identities of beneficiaries
under the national cash transfer programme.

We welcome the recent confirmation of two million households for direct cash transfers as a sign
of progress and applaud the collaboration between the National Social Safety Nets Coordinating
Office (NASSCO) and the National Identity Management Commission (NIMC) to ensure biometric
verification of beneficiaries. This partnership is a critical step towards ensuring transparency,
efficiency, and credibility in the implementation of social protection programmes.

However, we are deeply concerned about the pace of implementation. Out of the $800 million loan
approved by the World Bank for the National Social Safety Nets Programme - Scale Up (NASSP
SU), $530 million has already been disbursed to the Federal Government. Despite this, only 5.6
million households-representing just 37% of the intended 15 million poor and vulnerable
households-have received one tranche of direct transfer. This is significantly below expectations
and underscores the need for urgent and decisive action.

While we appreciate the importance of thorough biometric verification in the long term, we must
also confront the harsh reality: millions of Nigerians are facing severe economic hardship today.
The removal of fuel subsidies, though recognized as a necessary reform, has contributed to soaring
inflation and widespread poverty. In this context, timely delivery of cash support is not just a policy
obligation, it is a humanitarian imperative.

We therefore call on the Federal Govermment to accelerate the verification process and scale up the
cash disbursement to ensure that millions of eligible households receive timely support. Further
delays risk undermining the credibility and impact of the programme.

Additionally, we advocate for the formal inclusion of civil society organizations as third-party
monitors (TPM) of the cash transfer programme. CSOs bring vital community-level insights,
enhance accountability, and can serve as a bridge between government and beneficiaries to ensure
the program's success.

Finally, we appeal to the World Bank to consider extending the NASSP-SU programme beyond its
current end date of December 2025. Extending the project timeline would allow the programme to
fulfill its original mandate and reach the millions of Nigerians who are still waiting for support.

NSPAN remains committed to supporting the government in building an inclusive, transparent, and
responsive social protection system that leaves no one behind.

NSPAN APPOINTS NEW NATIONAL SOCIAL MEDIA MANAGER

As part of the efforts to strengthen public communication of the network in 2025 through our social media, the management team held a meeting in January 2025 and recommended the engagement of a national social media manager from among our members to strengthen our visibility in the social media space.

The National Coordinator has approved the appointment of Fatima Abdulhafiz from Jigawa Social Protection Platform (JISOP) as the National Social Media Manager of NSPAN.

Fatima is a pioneer member of NSPAN and will work with all State Teams across the country to publicize the activities of the network within the social media space.

A detailed term of reference for the engagement has been provided to her.
