DHRAN Celebrates Continuity of Marwa’s Transformative Leadership at NDLEA

The Drug Harm Reduction Advocacy Network (DHRAN) warmly congratulates Brigadier-General Mohammed Buba Marwa (rtd) on his well-deserved reappointment as Chairman of the National Drug Law Enforcement Agency (NDLEA) by President Bola Ahmed Tinubu.

This renewed mandate is a clear testament to your exceptional leadership, unwavering commitment, and remarkable achievements in strengthening Nigeria’s response to drug trafficking and substance abuse. Your tenure has ushered in unprecedented reforms, record-breaking drug seizures, and a strengthened national resolve to protect our communities—especially the youth—from the harms of drug misuse.

Last month, the House of Representatives, launched an investigation into the prevalence, regulation, and impact of illicit drugs, alcohol, and to***co in Nigeria. The ad hoc committee, chaired by Hon. Oluwatimehin Adelegbe, convened at the National Assembly to address public concern over rising substance abuse and weak enforcement systems. Stakeholders from regulatory bodies, law enforcement, health ministries, and civil society were invited to present data and recommendations to guide policy reform.

We participated in the session to ensure that the voices of people who use drugs, often excluded from national dialogue, were heard. Our submission called for a shift from criminalization to compassion, urging lawmakers to adopt rights-based and public health approaches. We emphasized how stigma, punitive laws, and exclusion from healthcare deepen the harms associated with drug use and recommended decriminalization, wider access to treatment, and legal protections for affected persons.

The hearing marked an important step toward evidence-based policymaking, with many acknowledging that punitive systems have failed to address Nigeria’s drug challenges. We remain committed to sustained engagement and advocacy, stressing that lasting reform will depend on inclusive participation and the government’s willingness to prioritize health, dignity, and human rights in national drug control policy. At the conference, DHRAN shared educational and knowledge-based materials that highlighted its work, along with customized merchandise created by its members.

Each year, the INHSU Conference brings together activists, researchers, and delegates from around the world to exchange ideas, share evidence, and strengthen global harm reduction efforts. This year’s conference, held in South Africa, provided an important platform for dialogue on drug policy, health equity, and community-led responses to the needs of people who use drugs.
