A data breach is not just a technical failure, I t’s a violation of trust and fundamental rights.

Following the recent breach at the Corporate Affairs Commission (CAC), Avocats Sans Frontières France calls for urgent accountability, transparency, and stronger data protection measures to safeguard Nigerians’ personal information.

The right to privacy must be protected. Institutions must do better.

Avocats Sans Frontières France, represented by Angela Uwandu Uzoma-Iwuchwu, Country Director, ASF France Nigeria, participated in the Public Hearing convened by the House Committee on Human Rights at the National Assembly on:

▪️ The Human Rights Defenders Protection Bill, 2024 (HB 1867)
▪️ The National Human Rights Commission (Repeal and Re-Enactment) Bill, 2025 (HB 2378)

We welcome both Bills as significant milestones in strengthening Nigeria’s human rights framework.

In our memorandum, we emphasized the need to:

🔷 Align the definition of Human Rights Defenders with international standards

🔷 Ensure the Bill protects defenders from digital surveillance and misuse of restrictive legislation such as the Cybercrimes (Amendment) Act 2024

🔷 Provide gender-responsive protections for Women Human Rights Defenders

🔷 Guarantee the independence and financial autonomy of the National Human Rights Commission

🔷 Expand the Commission’s mandate to explicitly cover digital rights and oversight of surveillance technologies

Nigeria stands at a critical moment for civic space protection. Strong institutions and clear enforcement powers are essential to ensure that human rights protections are effective in practice.

We commend the Committee for hosting this public hearing and reiterate our call for the expeditious passage of strengthened versions of both Bills.
