EBONYI STATE’S LANDMARK PRISON DECONGESTION

In a remarkable display of compassion, justice reform, and visionary leadership, the Ebonyi State Government under the able leadership of His Excellency, Governor Francis Ogbonna Nwifuru, took a historic step toward transforming the lives of hundreds of inmates and reshaping the justice landscape of the State.

Through the concerted efforts of the Ministry of Justice, led by the dynamic Attorney General and Commissioner for Justice, Dr. Benjean Uruchi Odoh, a total of 328 inmates have regained their freedom under the ongoing Prison Decongestion Program, since the inception of the present administration. This initiative is a triumph of justice and a profound testament to the administration’s People's Charter of Needs philosophy governance driven by compassion, fairness, and inclusivity.

When the present administration took over, Ebonyi correctional facilities held 1,368 inmates, many of whom were either awaiting trial or serving sentences under harsh economic conditions. The Ministry of Justice, recognizing the urgent need to restore hope and dignity, launched a holistic decongestion initiative focused on legal redress, financial assistance, and restorative justice.

Working in collaboration with the Better Health for Rural Women, Children and Internally Displaced Persons Foundation (BERWO) and the Office of Her Excellency, the Wife of the Governor, the Ministry paid fines for inmates who had the option of fines or imprisonment. This compassionate gesture led to the release of 109 inmates - men and women who have now reunited with their families, rebuilding their lives, and contributing meaningfully to society.

Beyond the walls of the correctional centers, the State also took bold strides in consolidating peace and security. 51 former fighters from Ekoli Edda were granted full amnesty by Governor Nwifuru for all State-related offences, in a gesture that underscores his administration’s commitment to forgiveness, reconciliation, and community healing.

Similarly, 159 former combatants from the Effium and Ezza Effium crisis were granted amnesty and enrolled in a State-approved de-radicalization and reintegration program. This initiative not only decongested the correctional system but also created a platform for peacebuilding, social reintegration, and long-term stability in affected communities.

The Office of the Public Defender (OPD) also played a pivotal role by securing nine (9) legal victories, resulting in the release of nine wrongfully detained or underserved inmates. This achievement highlights the administration’s dedication to ensuring that justice is not only served but seen to be served, especially for those who cannot afford legal representation. With these combined efforts, Ebonyi State has reduced its inmate population from 1,368 to 1,013 (as of 05/11/2025) - a significant milestone that sets a new record in the State’s justice reform journey.

More importantly, it reflects a leadership that places humanity at the heart of governance. This is about restoring hope, mending broken lives, and reaffirming that justice can be both firm and compassionate. This again shows His Excellency’s vision is to build a justice system that reforms, not just punishes. he stated.

The Ebonyi State Prison Decongestion Program stands today as a model for other states - a reminder that meaningful governance begins when justice is tempered with mercy. Under Governor Nwifuru’s leadership, the State continues to prove that true justice is not measured by how many people are imprisoned, but by how many are redeemed. For the 328 freed inmates, this initiative is a second chance and the beginning of a new life, a renewed hope in government, and a reaffirmation that Ebonyi State truly cares for its people.

*1,936 NEW TEACHERS EMPLOYED BY GOVERNOR NWIFURU TO BOOST QUALITY EDUCATION IN EBONYI STATE*

In his continued bid to revamp education in Ebonyi State, Governor Francis Ogbonna Nwifuru has employed 1,936 teachers for primary and secondary schools. This strategic employment is a commendable and forward-looking policy that signals both vision and commitment to human capital development.

You will recall that at the start of his administration, the Governor split the Ministry of Education into two segments - one focusing on primary and secondary education, and the other on tertiary education. This demonstrates an intelligent recognition that each tier of education faces unique challenges and demands specialized attention. This structural innovation allows for more targeted policymaking, improved resource allocation, and more effective monitoring.

In a significant implementation of the policy on primary and secondary education, the Governor employed 1,936 teachers - 1,000 to senior secondary schools and 936 to Ebonyi State Universal Basic Education Board (UBEB), for primary and junior secondary schools. In doing so, Governor Nwifuru has tackled one of the most pressing problems in the state’s education system, a shortage of teachers. A functioning education system depends, first and foremost, on the presence of qualified, motivated teachers. Without teachers in the classroom, infrastructure and curricula become irrelevant. This step alone is a major stride in improving the quality of teaching and learning.

The Chairman of Ebonyi State Secondary Education Board, Chief Mrs. Lilian Nwankwo noted that the Secondary Education Board will commence inspection and monitoring of these teachers, as they have been posted to schools - another commendable move. Recruitment alone is not enough. The value lies in the performance and dedication of those recruited. Monitoring will ensure that the teachers are not only present but are delivering quality education. This accountability structure will build a culture of professionalism and result-driven teaching.

These teachers will be trained adequately. The Governor’s commitment to “training and retraining of teachers,” as emphasized in The People's Charter of Needs, reflects a modern understanding of education as a dynamic field. As global education standards evolve, so too must the capacity of teachers. Continuous professional development is critical if Ebonyi’s schools are to meet national benchmarks and compete globally. This focus on training ensures that teachers remain updated in pedagogy, subject knowledge, and technology use in the classroom.

Let me attempt an enlistment of the importance of this move by the Governor:

- Reduction in Teacher-Student Ratio: With more teachers in the system, class sizes will shrink, allowing for more personalized attention to students and better learning outcomes.

Yesterday, I was pleased to receive the Commandant General of the Nigeria Security and Civil Defence Corps (NSCDC), Prof. Ahmed Abubakar Audi, MNI, OFR, on a courtesy visit to Ebonyi State, as part of his national tour of NSCDC commands across the country.

Our meeting provided an opportunity to discuss the vital mandate of the Corps - which includes the protection of Nigeria’s critical national assets and infrastructure, the safeguarding of lives and property, and the promotion of safer communities. These align perfectly with the strategic needs of our dear state.

As the state with the largest mineral deposits in the South East, Ebonyi plays a critical role in Nigeria’s resource landscape. It is therefore imperative that agencies like the NSCDC are well-positioned and equipped to carry out their responsibilities here effectively.

I emphasized the importance of strengthening the Corps’ presence in Ebonyi, not only in terms of operational capacity but also through equitable recruitment. It is essential that more Ebonyians are absorbed into the Corps as part of efforts to build local capacity and ensure fair representation in national service.

IN EBONYI STATE TODAY, WHERE SERVICE ENDS, HONOUR BEGINS

Earlier today, I visited the venue where the payment of gratuities to local government retirees is ongoing.

As I stood there, watching our aged mothers and fathers - dignified, seated, and being attended to with care, I felt a wave of emotion. I looked at them with a deep and passionate gaze and quietly said to myself, “Thank God this will never happen again.”

Why? Because something truly significant is unfolding in Ebonyi State - something that deserves both recognition and praise. Many are now aware of the current payment of gratuities to retirees of the local government system dating back to 1996.

BUT WHAT IS LESS KNOWN, and perhaps even more important, is that Governor Francis Ogbonna Nwifuru has not stopped at debt repayment. He has gone a step further by building a sustainable and institutional system that ensures such debts will not reoccur.

Under this policy handled by the Office of the Head of Service, Ebonyi State Civil Servants are now required to proceed on leave three months before retirement. During this time, they complete all necessary documentation, ENSURING THAT ON THE EXACT DAY OF RETIREMENT, THEIR GRATUITY IS PAID WITHOUT DELAY. This eliminates the usual bottlenecks and bureaucratic frustrations retirees face when trying to access their entitlements.

Even more impactful is the introduction of a seamless system where retirees immediately begin receiving their pensions after getting their gratuity, eliminating the financial gap many face, post-retirement. Rooted in his People's Charter of Needs, this policy reflects dignity, accountability, and long-term planning. It not only clears past debts but also prevents future backlogs, restores trust in government, and assures workers that their service will be honored promptly and respectfully.

What Governor Nwifuru has done is not just commendable, it is exemplary. His administration has created a blueprint for how public service should be concluded, with dignity, compassion, and efficiency. It is a people-first policy that sets a high standard, and one that other states would do well to emulate, because in Ebonyi State today, where service ends, honour begins. What I witnessed today is the impact of leadership that sees people, values service, and is committed to doing things differently, and sustainably.
