FKSH CALLS FOR MBS TO REVIEW THE RM50 INCENTIVE FOR SURRENDERING STRAY DOGS
Furrykids Safehaven (FKSH) is deeply concerned by the newly announced incentive of RM50 for every adult stray dog and RM25 for every puppy voluntarily surrendered to MBS.
We respectfully ask one fundamental question:
Are we solving the stray population — or simply paying people to move dogs from the streets into an already overwhelmed shelter and rescue system?
An incentive attached to the surrender of a stray animal raises serious animal-welfare and accountability concerns.
How will MBS ensure that community dogs are not captured simply for monetary reward?
How will ownership or community caregiving be verified?
Where will these dogs go?
What happens when available shelters reach capacity?
And most importantly — how does removing one dog prevent the next litter from being born?
FKSH believes public funding would have far greater long-term impact if directed towards large-scale neutering, vaccination, microchipping, responsible pet ownership, licensing enforcement and structured NGO–Council collaboration.
We therefore respectfully call upon MBS to review and temporarily suspend the surrender incentive programme and convene a discussion with animal-welfare NGOs before implementation.
FKSH is prepared to sit at the table.
We are prepared to propose alternatives.
We are prepared to be part of the solution.
But animal population management must address the source of the problem — reproduction and irresponsible ownership — rather than simply incentivising the removal of animals.
Don't put a price on a stray.
Put the investment into preventing the next unwanted litter.
