The Malaysian Pharmacists Society (MPS), together with the Sarawak Pharmaceutical Society and Sabah Pharmaceutical Society, stands in solidarity with medical officers in expressing serious concern over recent changes to the Bayaran Insentif Wilayah (BIW) under SSPA, which adversely affect newly appointed and existing pharmacists serving in Sabah, Sarawak, and Labuan. The shift from a progressive, salary-linked allowance to a fixed or frozen rate undermines the original intent of BIW to offset the real financial, professional, and social costs of cross-regional deployment, with potential long-term implications for recruitment, retention, and continuity of healthcare services in East Malaysia, underscoring the urgent need for a holistic, equitable, and forward-looking review of the current framework.

The recent withdrawal of reserve status for 730 contract pharmacists isn’t just an HR issue — it’s a healthcare system issue. It explains the numbers, but it does not address the underlying problem.

These pharmacists had already served for years and were previously recognised as eligible for permanent posts through a formal reserve pathway. When that status expired, they suddenly had to reapply from scratch, competing alongside junior cohorts with no recognition of their experience or prior ranking.

This instability has real consequences:

* Disrupted continuity of care
* Increased workload on remaining staff
* Higher risk of medication errors
* Longer wait times for patients
* Pressure spilling over into the private sector

Behind the statistics are dedicated pharmacists with strong performance records — many involved in research, innovation projects, and frontline pandemic work. What they’re asking for isn’t entitlement, but clarity, dignity, and a fair pathway.

A long-term workforce strategy is urgently needed.
Malaysia cannot strengthen its healthcare system while allowing experienced professionals to fall through structural gaps.

A fair solution means:
✔️ Restore clarity and consistency in employment pathways
✔️ Commit to a phased and planned absorption framework
✔️ Engage professional bodies meaningfully in long-term workforce planning

This is about patient safety, system sustainability, and valuing the people who keep our healthcare system running.

"Shaping the Future of Pharmacy: MPS Strategic Blueprint 2025–2030"

The Malaysian Pharmacists Society (MPS) successfully hosted its Annual Strategy & Planning Meeting 2025 from 5 Dec to 7 Dec 2025 at the Mövenpick Hotel & Convention Centre KLIA, bringing together Council Members, Area Committees (ACs), Chapters, Committees, Special Interest Groups (SIGs), and key stakeholders to coordinate strategies and prioritise initiatives for the year ahead.

With over 70 attendees, the meeting served as a platform to review achievements, reflect on progress, and chart actionable plans to enhance MPS’s leadership in driving pharmacy practice nationwide.

Key Highlights

1️⃣ Collaborative Engagements Productive discussions were conducted with key stakeholders, including officers from the Pharmaceutical Services Programme (PSP) of the Ministry of Health and industry partners. PSP remains a vital strategic partner as we work together to enhance pharmacy services and align national-level initiatives. MPS also highlighted the significance of the Community Pharmacy (CP) Summit, reaffirming our commitment to continuous engagement with community pharmacists, who remain vital pillars of the profession. In addition, MPS brought forward the pressing issue of securing a resolution for the 730 senior contract pharmacists affected by the withdrawal of their reserve status, underscoring our continued advocacy for equitable and sustainable workforce policies within the pharmacy sector.

2️⃣ Strategic & Administrative Strengthening Focused sessions among ACs, Chapters, Committees, and SIGs emphasised: Enhancing member engagement through more cohesive, harmonised activities, streamlining operational workflows, policies, and SOPs strengthening cross-functional coordination, ensuring ACs and SIGs continue to deliver value-driven events across all sectors of pharmacy, providing members with holistic professional development opportunities

3️⃣ Forward-Looking Vision The meeting concluded with a unified direction towards shaping the Pharmacy 2030 Vision and FIP World Congress 2027 in Kuala Lumpur, reinforcing the profession’s evolving role within Malaysia’s healthcare ecosystem and international involvement. ASPM 2025 successfully established a stronger foundation for collaboration, administrative excellence, and impactful initiatives that support MPS members and elevate pharmacy practice.
