In continuation of my last post, BUCC Project Manager, Mr. Chai and the well-dressed Pengarah of MBPJ’s Jabatan Kawalan Bangunan, continued handling the list of concerns I eloquently put forth to them earlier.
2. EXTENDED WORK HOURS FOR BUCC (UNTIL 10PM)
Many Residents are unhappy over BUCC’s extended work hours. Largely not because of the work itself, but the sonic disturbance as a result of such works. For the avoidance of doubt, a permit from MBPJ is required for such extended work hours, so Tuan Pengarah stepped up to the plate to clarify on MBPJ’s position.
Firstly, extension permits only extend the work hours to 10PM. No later.
Next, approval for such permits require 3 main considerations: (a) CCTV monitoring; (b) Sound Level Monitoring; and (c) Vibration Level Monitoring. Necessary equipment must be afforded by the requester, for MBPJ to continuously ensure that they don’t work past 10PM and are not too much of a bother to the surrounding area.
Further, several residents from our Taman apparently gave their endorsement to the extended work hours – as a ‘Tiada Halangan’ or ‘No Objection’. We don’t know who these folk are, but they do stay within the Taman, and although it seems as they are partially to blame for the extended work hours, MBPJ assures us that these ‘endorsements’ are not the main consideration for approval.
Finally, MBPJ takes into consideration, ‘other considerations’. In this case, they’ve quite a solid one to be fair: The completion and roll-out of the LRT station which the Powers That Be are pushing for very very soon.
Additional point – work time extensions are only good for 4-month periods. After each 4-month period, MBPJ may review their requirement, to ensure that they are in compliance with the above stated conditions.
In conclusion, BUCC does have the necessary permit to operate until 10PM. However, they are not allowed to make excessive sounds & vibrations (of which many of us have complained of). As for attempting to stop such extension, would not likely be possible. Practically, we would need to live with this for another 6-10 months. But we will do our best to keep them in line.
3. DUST, STONES FROM WORKSITE
Mr. Chia appears apologetic when we informed them of damage to the nearby cars. He informed us to get in touch with him for reimbursement / compensation. If any Residents have genuine concerns, we’ll do our best to facilitate any recompense with BUCC.
Additionally, Mr. Chia has also informed Tuan Pengarah of MBPJ’s Jabatan Kawalan Bangunan, and us, that BUCC are in the midst of installing an upgrade to the safety nets surrounding the Capitol building, whilst construction continues.
Tuan Pengarah agreed, and informed us that MBPJ will be issuing a Notice/Order to BUCC, regarding any upgrading / rectification / Improvement works required, as well as the corresponding timeline for compliance. We’ll update you guys as we get more information on this.
With regards the dust from the worksite, BUCC has been instructing to conducting additional water spraying on the site (at least twice daily) to reduce dust. This would ultimately require more trucks making their way into our Taman, but it is, what it is.
