OUR HISTORY

In Malaysia, professional social work was introduced by the British Colonial Administration as early as the 1930s but it was mainly focused on problems of migrant labourers from India and China. It was only after World War II, when social problems of displacement, juvenile delinquency and poverty became more prominent, that a Department of Social Welfare was formerly established in 19

Social work services were introduced in terms of financial aid for the needy, probation programs for juvenile delinquents, protection homes for women and girls, and residential care for the disabled and the aged. The first specialisation in social work began in the early 1950s with British expatriates posted to local government hospitals as ‘Almoners’ until local trained social workers replaced them following the end of British administration. A second specialisation was in probation work with juvenile delinquents, where welfare officers were sent overseas for special training. The British Almoners had formed the first professional body for social workers, the Malayan Association of Almoners (MAA) in 1955. In the late 1960s it was re-named the Malaysian Association of Medical Social Workers (MAMSW) which successfully fought for a professional scheme of service within the civil service. In the early 1970s, medical social workers thought it was necessary to establish a national body to include their peers from social welfare, prisons and social work education programmes.The Malaysian Association of Social Workers (MASW) was thus formed on the 3rd of March 1973, and registered with the Registrar of Societies on the 28th March 1974 (ROS 1387 Selangor), while the MAMSW was dissolved on the 16th of May 1975. MASW is registered as an affiliate member of the International Federation of Social Workers (IFSW) since July 1974. Sushama and Anthony Tan, have been active on the international and Asia Pacific committees of IFSW. Currently we have a representative, Elsie Lee on the Asia Pacific Committee as Publications Secretary. MASW is also an Organisation Member of the Malaysian Professional Centre (BIM) since July 1975, and its current President, Teoh Ai Hua sits on the Board of Management. One of our Past Presidents, Anthony Tan co-founded the Commonwealth Organisation for Social Work in 1993 with David Jones of the BASW. We also have members actively involved with the Asia Pacific Association of Social Work Educators and the International Association of Schools of Social Work.

“Every child has the right to protection, care and opportunities to reach their full potential”

UNICEF Malaysia and the Malaysian Association of Social Workers (MASW), in collaboration with the Department of Social Welfare Penang (JKMN Pulau Pinang), conducted the Foundational Training Workshop: Children Affected by Migration – Level 1 from 3rd – 5th June 2026.

The workshop brought together child protection officers from Penang to strengthen their knowledge and skills in supporting children affected by migration through a rights-based, child-centred and trauma-informed approach.

Through discussions on child rights, lived experiences, trauma-based approach, social work practice and case management, discussions with local NGOs working with children affected by migration, participants explored how best to support children affected by migration with empathy, professionalism and a commitment to their best interests.

Across the world and even among our neighbouring countries, social work is recognised and regulated through legislation. Malaysia cannot afford to be left behind.

Every day, social workers serve children, families, older persons, persons with disabilities, and communities facing crisis and adversity. The absence of a Social Work Profession Bill leaves both practitioners and the people they serve without the professional safeguards they deserve.

Passing the Social Work Profession Bill is an investment in public protection, professional accountability, and social well-being. The profession has waited long enough.

The Malaysian Association of Social Workers (MASW), UNICEF and the Department of Child Development (JPKK) continue to demonstrate their commitment to strengthening child protection capacity through their collaboration in the Child Protection Services Strengthening Training Programme, conducted from 18 May to 22 May 2026. The programme commenced with a Training of Trainers (TOT) session and was held at Avillion Admiral Cove, Negeri Sembilan, providing a platform to enhance competencies, knowledge, and best practices in child protection services.

Persatuan Pekerja Sosial Malaysia (PPSM), UNICEF dan Jabatan Pembangunan Kanak-Kanak (JPKK) terus menunjukkan komitmen dalam memperkukuh kapasiti perlindungan kanak-kanak melalui kerjasama dalam Program Latihan Pemantapan Perkhidmatan Perlindungan Kanak-Kanak yang telah berlangsung dari 18 Mei hingga 22 Mei 2026. Greetings from MASW!

The Malaysian Association of Social Workers (MASW), with the support of the Department of Social Welfare (JKM), is organizing a 2-day training on “Psychological First Aid (PFA): Child Protection”.

This training is specially designed for social work practitioners, NGO staff, and individuals working directly with children, particularly in handling cases involving child neglect and abuse. Participants will be exposed to the basic principles and approaches of Psychological First Aid (PFA), trauma-informed support, safeguarding, referral pathways, and practical skills in providing early psychosocial support to children.
