🏘️ A Closer Look at Buyer Protection, Project Feasibility and Housing Delivery
KPKT is studying the introduction of an Option to Purchase (OTP) clause under the proposed Real Property Development Bill, which may allow both homebuyers and developers to withdraw before signing the Sales and Purchase Agreement (SPA).
If implemented, the proposed mechanism could help reduce early financial and legal commitments, support more realistic demand assessment, and contribute towards efforts to minimise sick, delayed and abandoned housing projects in Malaysia.
From an industry perspective, this is an important policy discussion that touches on buyer protection, project feasibility, housing delivery safeguards and the long-term sustainability of Malaysia’s property development ecosystem.
