Professor Sharifah Sekalala puts the positions advanced by the EU, Norway, Switzerland and Japan in the WHO under a human rights lens and asks whether the Pandemic Agreement can be called a success if it fails to deliver on the right to health and protect lives.

With voluntary commitments and insufficient benefit-sharing requirements, the Agreement’s PABS System risks reproducing the inequitable distribution of vaccines, therapeutics and diagnostics seen during COVID-19 preserving, rather than changing, the unequal status quo.
