Dasar kerajaan berkaitan rokok elektronik atau v**e ibarat tiada pendirian tetap serta garis panduan yang jelas kepada pemain industri. Keputusan kerajaan untuk mengharamkan penjualan dan penggunaan v**e jenis sistem pod terbuka yang boleh diisi semula secara manual adalah amat mengelirukan dan tidak adil.

V**E business in Petaling Jaya, Selangor is now listed under the Trade, Business and Industrial (MBPJ) By-Law 2007, signifying that the operators will officially be charged a fee for the licence.

In a media statement, Petaling Jaya City Council (MBPJ) said such businesses would be charged a fee of not more than RM1,000 for the licence.

V**E business in Petaling Jaya, Selangor is now listed under the Trade, Business and Industrial (MBPJ) By-Law 2007, signifying that the operators will officially be charged a fee for the licence.

“Jika cukai dinaikan kepada RM4 per mililiter, sebotol cecair berisipadu 15 mililiter mencecah RM60 untuk cukai sahaja, belum harga jualan runcit. Cadangan cukai yang munasabah adalah maksimum 80 sen per mililiter memandangkan terdapat cukai tambahan 10 peratus bagi peranti,” ujarnya.

Pelaksanaan cukai pro-kesihatan serta penguatkuasaan Akta 852 adalah langkah terbaik untuk memastikan industri v**e dikawal selia, namun kadar cukai haruslah tidak terlalu tinggi sehingga menjadikan produk v**e lebih mahal daripada rokok konvensional.

Industry pushes back: 'RM4 per ml unrealistic'

Malaysian V**e Chamber of Commerce (MVCC) secretary-general Ridhwan Rosli told The Edge Malaysia that said the industry had proposed for a firmer maximum rate of 80 sen per ml, which is five-time lower than the RM4, to ensure compliance and sustainability.

"A single-fold tax hike is already drastic in many ways. A tenfold is just sweeping the real issue under the rug," he said. "It seems like they are changing their policy every year while the previous policy is just about to take place".

Ridhwan also warned that extreme taxation could backfire, citing Singapore as an example where va**ng prevalence rose from 3.9% to 5.2% between 2021 and 2023 despite an outright ban.

Ridhwan Rosli, the secretary general for the Malaysian V**e Chamber of Commerce, said that the legal players in the industry have been following the laws, including sending their products for testing but that the ministry has held up the registration of many of these items.

“As they cripple the legal players, they are indirectly assisting the illegal players make more money,” he alleged.

Experts interviewed by CNA emphasised that the effectiveness of any va**ng regulations - be they for a ban or a more controlled market - will hinge entirely on enforcement.

“I’ve been involved in v**e policy for more than a decade. Back in 2015, as a youth parliamentarian, I was the one who first urged the government to regulate va**ng. Since then, policies and regulations have continued to evolve and there have been many challenges along the way.”

Ridhwan acknowledged the government’s public health objective but argued that banning open-system devices unfairly penalises compliant businesses.

“The concerns driving such a proposal are largely linked to illegal and unregulated players, not the legal, licensed retail sector. Banning legitimate products will not solve misuse issues. Instead, it risks pushing more consumers towards unregulated sources,” he said.
