28th Seputeh Scout Open Troop as known as Pelicans Scout Troop is an open troop register under Wilayah Persekutuan Kuala Lumpur in Seputeh District given troop number 28 with registration number M-10617. Pelicans Scout Troop with a mission of "Continuation of Scouting" to lead the young generation "Growth Toward Unity"

• Strengthen the partnership for goals with other society.
