Majlis Pengakap Kelana Kuala Lumpur Kuala Lumpur Rover Scout Council works together to develop a strategic plan and then implement this over the course of the year.

They also liaise with the District Rover Council Chairs and the Assistant District Commissioners for Rovers in each district to help them with issues and ideas. The State Rover Scout Council Chair is a member of the National Rover Scout Council. Through these channels, Rovers are represented at a National, State and District level and their voice is encouraged and heard.
