Dear YB Ministers, YAB Dato' Menteri Besar, YB EXCO, and YBhg. Mayor,
We address this open letter to you not merely as an administrative notification, but as an urgent call to action on a profound matter of public interest.
The brutal and inhumane killing of a defenceless dog named Rocky on July 29, 2026, in Taman Teluk Gedung Indah, Port Klang, has shocked the collective conscience of our nation. Strikingly, this tragedy involved enforcement officers from the Royal Klang City Council (MBDK) who were reportedly present at the scene yet failed to intervene while the animal was beaten, strangled with a wire noose, and dragged to its death in front of its grieving owner.
This incident transcends a routine local enforcement grievance. It strikes at the very heart of public safety, institutional integrity, rule of law, and our nation's standard of basic human empathy. When local authorities—who are funded by the public and sworn to uphold order—are linked to or stand by during acts of extreme, gratuitous cruelty, it shatters public trust.
Given your esteemed leadership positions governing housing, local authorities, and state administration, the public looks to you for clear moral and administrative direction. Therefore, we urgently request that you respond to the public with your official stance and understanding of this incident:
Absolute Transparency: Will your respective offices commit to an open, thorough, and independent investigation into the conduct and inaction of the MBDK enforcement officers present during the incident?
Systemic Reform: What strict protocols, oversight, and mandatory animal-handling training will be implemented immediately to ensure that local council operations across Selangor and Malaysia never again resort to brutality or lawless cruelty?
Accountability: Will those responsible for the direct acts of violence, as well as any administrative negligence, be held fully accountable under the Animal Welfare Act 2015 and the law?
The public is watching closely. The way this case is handled will serve as a definitive benchmark for how our institutions value life, compassion, and accountability. We await your prompt response and leadership on this critical public interest issue.
