隆雪华青正式成立于1985年9月29日,在组织定位与活动内容上根据1985年《华团宣言》的精神,选择以推展民主与人权的观念作为组织的活动重心。

隆雪华青自1987年起就不定期出版团讯,除了传达讯息之外,也提供团员发表作品的园地。此外,雪华青也出版青年论坛丛书,先后面世的有《我们并不寂寞》(1989)、《透视大马人权》(1991)、《青年手卷创刊号》(1993)、《青年手卷2--转变中的马来西亚》(1994)、《民主的追求》(1997);与其他青年团体联合出版有《民主人权是我们共同追求的目标》(1989)、《让青年为社会把脉》(1989);与雪州民权委员会联合出版的则有《认识民主民权》(1987)、《维护人权》(1989)、《人权呼声》(1990)等。

为了推广民主人权的思想教育工作,隆雪华青与隆雪华堂民权委员会从1987年开始,于每年的12月10日国际人权日期间,都一直举办有关人权性质

的活动,后来扩大为“人权月”系列活动,通过讲座、展览会、系列文章、专书出版、晚会等方式来激发社会大众对民主人权问题的关注,进而积极投入捍卫民主人权的行列。

目前隆雪华青设有训育组、论坛组、文宣组及活动组共四个小组,积极推展专题讲座会、座谈会、生活营、训育课程、训练营、体育、康乐及郊游等活动。

Press Statement by KLSCAH Youth Chief and MOE Committee Member for the Abolishment of the UUCA (2018–2020), Wong Yan Ke, on 17 August 2026, in response to Prime Minister Anwar’s announcement to abolish the UUCA:

Political Interference and Bureaucracy Must Be Uprooted
Alternative Legislation Must Be Rooted in Safeguarding University Autonomy and Student Self-Governance

In response to Prime Minister Anwar's announcement regarding the abolishment of the Universities and University Colleges Act 1971 (UUCA), KLSCAH Youth Chief and MOE Committee Member for the Abolishment of the UUCA (2018–2020), Wong Yan Ke, urges the government to: immediately reinstate and empower the "Committee for the Abolishment of the UUCA"; publish a clear timeline; and initiate a stakeholder consultation mechanism.

He also calls upon student movement groups, academia, and civil society nationwide to remain perpetually vigilant, ensuring the government does not introduce draconian new laws that are merely "old wine in a new bottle" under the guise of reform.

"Years ago, the Najib administration, yielding to pressure, made false promises of reform by abolishing the Internal Security Act (ISA) and amending the Police Act; yet they subsequently and introduced the Security Offences (Special Measures) Act (SOSMA) and the Peaceful Assembly Act to continue policing the freedom of assembly and cracking down on civil society leaders, such as former Bersih Chairperson Maria Chin."

Wong emphasises that Anwar's verbal commitment is merely a starting point and by no means a victory for reform. The devil is always in the details; academics and students must supervise and participate in the drafting process of the abolishment or the new legislation to avoid repeating the mistakes of past administrations.

"During the tenure of the Madani government, the space for academic freedom, freedom of association, and student self-governance has not expanded; rather, it has contracted even further compared to the Pakatan Harapan 1.0 era. Various higher education institutions have revoked students' autonomy to hold campus elections, University of Malaya auxiliary police brazenly obstructed an anti-corruption academic forum, and Universiti Malaysia Sabah initiated disciplinary action against protesting students. These oppressive actions make it seem as though we have regressed to the era when UMNO-BN ruled with an iron fist."

Political Interference Must End

Looking back at Malaysia's higher education history, during the golden era of the 1960s, the University of Malaya enjoyed a high degree of autonomy. However, the two amendments to the UUCA in 1971 and 1975 suffocated the very soul of the university. At the time, in order to suppress the student movement (such as the Tasek Utara and Baling farmers' protests), Barisan Nasional forcibly passed draconian legislation. Not only did they treat academics and students as national threats, but they also directly consolidated the power to appoint the Vice Chancellor into the hands of the Minister.

"For half a century, this political interference has snowballed. Public universities have been reduced to political tools used to endorse the ruling party—from the 1MDB whitewashing convention to the "Malay Dignity Congress" co-organised by four public universities, campuses are rife with political calculations. The "corporatisation" reforms of the 1990s not only failed to deliver genuine autonomy but further diminished the voices of academics within the University Senate. Today's universities are managed by bureaucrats and non-academics, blindly chasing international rankings and commercial interests, thoroughly deviating from the academic intent of seeking truth, fostering critical thinking, and serving society."

Four Core Demands for Reform

Wong reiterates that the abolishment of the UUCA does not mean starting from scratch. The government must acknowledge the spirit of the 1969 Suffian Cabinet Committee Report (Suffian Report 1969) and the recommendations of the previous Committee for the Abolishment of the UUCA. The new legislation must be founded on "safeguarding rather than suppressing", implementing the following four core reforms:

Firstly, Reject Political Interference. The Minister must surrender the direct power to appoint the Vice Chancellor and the Board of Directors, allowing university governance to become genuinely democratised.

Secondly, Defend Academic Freedom. The existing system treats public university scholars as "civil servants", forcibly applying the Statutory Bodies (Discipline and Surcharge) Act 2000 (Act 605), which strictly prohibits scholars from publicly criticising government policies. The new legislation must explicitly stipulate the exemption of academic staff from Act 605. Academic freedom is not just the freedom to teach within a classroom; it crucially includes the freedom for public intellectuals to critique those in power and put forward discourses that drive societal progress, free from disciplinary action.

Thirdly, Discard Political Handouts and Implement "Formula-based Funding". Government funding is absolutely not a political favour from the ruling party, but the hard-earned money of taxpayers. The new legislation must completely overhaul the current budget negotiation model of "block grants". The government should implement a three-year cycle of "per-student funding". Only by severing the government's ability to use funding as a leash to demand obedience can universities attain true financial independence and institutional autonomy.

Fourthly, Uproot Bureaucracy Completely and Realise "Student Autonomy". If Anwar is sincere about reform, he must immediately dismantle the paternalistic bureaucracy within universities. Student affairs and financial management must be entirely liberated from the hands of the "Student Affairs Division" (HEP) and handed over exclusively to the independent management of a democratically elected Student Union.

"University governance must be returned to the campus, back into the hands of academics and students. Any alternative legislation that violates the four core principles outlined above is merely a public relations stunt to fool the people and salvage the regime."

政治干预官僚主义需斩草除根
替代法令应以保障大学自主学生自治权为基础

针对首相安华废除《1971年大专法令》的宣布,隆雪华青团长与教育部废除大专法令委员(2018年至2020年)黄彦铬敦促政府: 立即重启并赋权“废除大专法令委员会”;公布清晰的时间表及;启动利益相关者咨询机制。

他也呼吁全国学运团体、学术界与公民社会时刻保持警惕,勿让政府以改革之名,祭出“换汤不换药”的新恶法。

“当年纳吉政府迫于压力,假意承诺改革,废除《内安法令》并修改《警察法令》;随后却阴险推出《国安法》和《和平集会法》,继续管控集会自由,对付公民社会领袖,如净选盟前主席玛丽亚陈。”

黄彦铬强调,安华的口头承诺只是起点,绝非改革胜利。恶魔往往藏在细节里,学术人员与学生必须监督并参与废除或新法令的草拟过程,勿重蹈前朝覆辙。

“昌明政府执政期间,学术自由、结社自由与学生自治的空间不仅没有扩大,反而比希盟1.0时期更加紧缩。各大专学府收回学生举办校园选举的自主权、马大辅警公然阻挠反贪腐学术论坛、沙巴大学对抗议的学生展开纪律对付。这些打压行径,仿佛让我们回到了巫统国阵一手遮天的年代。”

政治干预必须终结

回顾马来西亚的高教史,1960年的黄金时代,马来亚大学曾享有高度自治权。然而,1971年与1975年《大专法令》的两次修订,扼杀了大学的灵魂。当年国阵为了镇压学运(如打昔乌达与华玲农民抗争事件),强行通过恶法,不仅将学术人员与学生视为国家威胁,更将校长的任命权直接收归部长手中。

“半个世纪以来,这股政治干预的毒瘤越滚越大。国立大学沦为执政党背书的政治工具—— 从一马公司(1MDB)洗白大会,到四大专联办的“马来人尊严大会”,充满各种政治算计。1990年代的“企业化”改革,不仅没有带来真正的自主,反而进一步削减了学术人员在大学理事会(Senate)的声音。如今的大学交由官僚与非学术人员管理,盲目追逐虚无的国际排名与商业利益,彻底偏离了求真、批判与服务社会的学术初衷。”

四大核心改革诉求

黄彦铬重申,废除大专法令并非从零开始。政府必须正视《1969年苏菲安内阁委员会报告》(Suffian Report 1969)的精神以及此前废除大专法令委员会的建议,新法令必须以“保障而非压制“为基础,落实以下四大改革核心:

第一,拒绝政治干预。部长必须交出直接委任校长(Vice Chancellor)与董事局(Board of Directors)的权力,让大学治理真正民主化。

第二,捍卫学术自由 。现有的体制将国立大学学者视为“公务员”,强行套用《2000年法定机构(纪律及附加费)法令》(第605号法令),严禁学者公开批评政府政策。新法令必须明文规定学术人员豁免于605号法令。学术自由不仅仅是在课室内教书的自由,更包括公共知识分子对当权者的批判、提出推动社会进步的论述,免于纪律对付。

第三,摒弃政治施舍,落实“透明方程式拨款”(Formula-based Funding)。 政府拨款绝不是执政党的政治恩赐,而是纳税人的血汗钱。新法令必须彻底改变现有的“一笔式拨款”(Block grants)预算谈判模式。政府应落实以三年为周期的“按学生人数计算方程式拨款”(Per-student funding)。唯有切断政府利用拨款作为要挟大学听话的方式,大学才能获得真正的财务独立和大学自主权。

第四,彻底斩草除根的官僚主义,实现“学生自治”。安华若有诚意改革,必须立刻废除大学内部的家长式官僚作风。学生事务与财务管理必须从“学生事务处”(HEP)的手中全面解放,全权交由票选的学生会(Student Union)独立管理。

“大学的治理必须回归校园,交还给学者与学生。任何违背上述四大核心原则的替代法令,都只是一场愚弄人民,挽救政权的公关秀。”
