RISEAP Regional Islamic Da'wah Council of Southeast Asia and the Pacific RISEAP stands for the Regional Islamic Da’wah Council of Southeast Asia and the Pacific.

It was founded on 11th November 1980, the brainchild of Malaysia’s first Prime Minister, Yang Teramat Mulia Tunku Abdul Rahman Putra al-Haj. The founding member organizations came from 17 countries: Japan, South Korea, Taiwan, Hong Kong, Myanmar, Malaysia, Thailand, the Philippines, Brunei Darussalam, Singapore, Indonesia, Papua New Guinea, New Caledonia, Australia, Fiji, and New Zealand. Today, RISEAP is 42 years old. Alhamdulillah, RISEAP has grown to include 24 member countries and 52 member organizations. These member countries are grouped into three zones: the Northern Zone, Central Zone, and Southern Zone. Tunku Abdul Rahman Putra al-Haj served as the first President of RISEAP until 1988. His vision and mission are reflected in RISEAP’s slogan:

"In service of Muslim minorities." He was succeeded by Datuk Patinggi Abdul Taib Mahmud, then Minister of Federal Territories of Malaysia, who continues to serve as President to this day. Datuk Taib shares the Tunku’s passion for empowering leaders of Muslim organizations—especially those in Muslim-minority countries—to build confidence and effectively manage their organizations. The current president, Datuk Patinggi Tan Sri Haji Abang Johari Tun Abang Openg who is the current Premier of Sarawak, was elected during the General Assembly 2022/2023 in Kuching, Sarawak. Objectives of RISEAP:

1. To foster unity and cooperation among Muslim organizations within each country and across the region.

2. To coordinate the activities of member organizations to improve performance and efficiency.

3. To assist and support member organizations in providing adequate and systematic education for Muslim minorities.

4. To undertake joint programs to develop Muslim communities through training and other forms of assistance. RISEAP’s 6 Areas of Focus:

RISEAP extends its warmest congratulations to Mr. Ahmad Fahmi bin Mohd Samsudin, RISEAP Executive Committee Member (EXCO) and President of Angkatan Belia Islam Malaysia (ABIM), on being honoured with the Tokoh Belia Harapan Award in conjunction with the Maulidur Rasul National Celebration 1448H / 2026M.

This recognition reflects his meaningful contributions to youth development, community service, Islamic affairs, and the empowerment of Muslim youth at both national and international levels.

May Allah SWT continue to grant him strength, wisdom and success in serving the Ummah.

The Regional Islamic Da’wah Council of Southeast Asia and the Pacific (RISEAP), led by its Honorary Secretary General, Dato Dr. Haji Mohamad Marzuki Mohamad Omar, paid a courtesy visit to Dr. Wan Noor Matha, Advisor to the Prime Minister of Thailand.

The visit was facilitated by Sarawoot Sriwannayos, Vice President of RISEAP, together with Ruslan Saising and Huzaifee Da Oh from the Young Muslim Association Thailand (YMAT).

The purpose of the visit was to brief Dr. Wan Noor Matha on RISEAP’s upcoming General Assembly, which is scheduled to be held at the Al-Meroz Hotel, Bangkok, Thailand, at the end of September 2026.

During the engagement, the RISEAP delegation shared information on the objectives and significance of the General Assembly, which will bring together RISEAP delegates and representatives from its member organisations across Southeast Asia and the Pacific.

The visit also provided an important opportunity to strengthen communication and cooperation with key Thai stakeholders in preparation for the upcoming General Assembly. RISEAP expressed its appreciation for the support and facilitation extended by its Vice President and YMAT, and looks forward to a successful and meaningful General Assembly in Bangkok.

The engagement reflects RISEAP’s continued commitment to strengthening partnerships with Islamic organisations and relevant stakeholders in Thailand, while further advancing regional cooperation in Islamic affairs.

On 17 August 2026, the Regional Islamic Da’wah Council of Southeast Asia and the Pacific (RISEAP) paid a courtesy visit to the Sheikul Islam in Bangkok, Thailand, as part of its efforts to introduce RISEAP and strengthen its engagement with key Islamic and religious institutions in the Kingdom of Thailand.

The RISEAP delegation was led by Dr. Mohamad Marzuki Mohamad Omar, Honorary Secretary-General of RISEAP and Br. Sarawoot Sriwannayos, RISEAP Vice President was warmly received by Mr. Sheikh Muhammad Jalaluddin Arun Boonchom and representatives of the Sheikul Islam.

The primary purpose of the visit was to provide an introduction to RISEAP, its history, regional role, membership, and ongoing programmes across Southeast Asia and the Pacific. The delegation shared RISEAP’s commitment to supporting Muslim communities through Da’wah, Islamic education, leadership development, welfare, and community development initiatives.

The visit also provided an opportunity for RISEAP to establish a closer relationship with the Sheikul Islam. As an important institution within Thailand’s Islamic affairs landscape, the Academy plays a significant role in facilitating engagement and coordination on matters concerning the Muslim community.

RISEAP expressed its appreciation for the warm reception and support extended by the Academy, and looked forward to maintaining close communication and cooperation with the relevant authorities and institutions in Thailand.

The engagement is particularly significant as RISEAP prepares for its upcoming General Assembly, which is scheduled to be held at Al Meroz Hotel, Bangkok. Building a strong understanding and relationship with the relevant Thai Islamic authorities will help facilitate coordination and contribute to the smooth organisation of the General Assembly.

The visit marks an important step in strengthening RISEAP’s presence and institutional relationships in Thailand, while reaffirming its commitment to fostering meaningful regional cooperation for the advancement of Muslim communities across Southeast Asia and the Pacific.

RISEAP Co-Organises the International Waqf Da'wah Convention (IWDC) 2026

Regional Islamic Da'wah Council of Southeast Asia and the Pacific (RISEAP) was honoured to co-organise the International Waqf Da'wah Convention (IWDC) 2026, held on 27 July 2026 at the Plenary Hall, Kuala Lumpur Convention Centre (KLCC). Organised in collaboration with PERKIM, the convention brought together more than 1,500 participants from Malaysia and abroad to advance waqf as a sustainable instrument for da'wah, education, humanitarian work, and community development.

As strategic partners, RISEAP and PERKIM share the same leadership, with YAB Tan Sri Datuk Patinggi (Dr.) Abang Haji Abdul Rahman Zohari Tun Datuk Abang Haji Openg serving as President of RISEAP and Yang Dipertua of PERKIM, while Dato' Dr. Haji Mohamad Marzuki Mohamad Omar serves as Secretary General of RISEAP and Honorary Secretary General of PERKIM. This shared leadership reflects the close cooperation between both organisations in strengthening Islamic outreach and regional collaboration.

RISEAP played a key role in facilitating the participation of international delegates from Brunei, Cambodia, Hong Kong, Indonesia, Laos, Maldives, the Philippines, Singapore, South Korea, Sri Lanka, Taiwan, Thailand, Vietnam, reinforcing the convention's international character and fostering stronger cooperation among Muslim communities across Southeast Asia and the Pacific.

The convention featured keynote addresses, international panel discussions, and strategic partnership initiatives focused on strengthening waqf governance, promoting sustainable funding for da'wah, and enhancing regional and global collaboration. IWDC 2026 marked an important milestone in advancing the role of waqf as a catalyst for the long-term development of the global Muslim community.
