ICRC President Mirjana Spoljaric was pleased to meet with Vivian Balakrishnan, Minister for Foreign Affairs of Singapore, to discuss the humanitarian impact of ongoing conflicts and the collective responsibility to uphold international humanitarian law.

The ICRC values Singapore's continued support for principled humanitarian action.

As conflicts around the world continue to exact a heavy toll on civilians, the role of the International Committee of the Red Cross (ICRC) becomes increasingly important.

On the sidelines of the Shangri-La Dialogue in Singapore earlier this morning, ICRC President Ms. Mirjana Spoljaric and Asia-Pacific Regional Director Mr. Régis Savioz met with Singapore Red Cross leadership, including Secretary General Mr. Benjamin William and Assistant Secretary General Ms. Charis Chan.

The discussion focused on deepening regional humanitarian cooperation against a backdrop of evolving security challenges. Both parties reaffirmed the vital, unchanging mission of the Red Cross and Red Crescent Movement: protecting humanity in times of deep uncertainty.

This week in Singapore, global defence and political leaders are gathering at the ISS to discuss the region’s evolving security challenges.

The ICRC delegation, led by President Mirjana Spoljaric, is joining these conversations to highlight an essential point: security discussions must also consider their humanitarian consequences.

Across the Asia-Pacific, armed conflicts and tensions are increasingly shaped by urban warfare, maritime disputes, cyber operations, and emerging technologies. In these complex environments, respect for international humanitarian law (IHL) is not only a legal obligation — it is critical to protecting civilians, maintaining trust between armed forces, and reducing the risk of escalation.

Why is the ICRC participating in the Shangri-La Dialogue?

This week, defence, security, and political leaders from across the world are gathering in Singapore for the Shangri-La Dialogue - one of the Asia-Pacific’s most important platforms for discussions on regional security challenges.

While these conversations often focus on geopolitics, military competition, and emerging security threats, the ICRC believes humanitarian consequences must also remain part of the discussion.

ICRC President, Ms Mirjana Spoljaric is participating in this year’s Dialogue to engage regional leaders on the importance of respecting international humanitarian law (IHL) amid rapidly evolving security challenges, from maritime tensions and urban warfare to cyber operations and AI in conflict.

Her participation will also highlight the Global IHL Initiative, a global effort aimed at strengthening political commitment to IHL and reversing the erosion of respect for the rules of war [https://www.upholdhumanityinwar.org/].

The ICRC is there to bring the humanitarian perspective to the table — ensuring that, even in matters of defense, the humanity Is never forgotten.

In modern warfare, technology may assist decisions — but it should never replace humanity.

Under international humanitarian law, the use of force on the battlefield must remain under human command. Machines cannot feel compassion, empathy, or moral responsibility toward civilians or combatants.
