FMM expressed disappointment over the confusing statement made by Datuk Johnnybone J. Kurum, Assistant Minister of the Ministry of Industrial Development, Entrepreneurship and Transport (MINDET), during Question Time in the State Legislative Assembly on Thursday, July 23, 2026. He stated that the 𝐒𝐭𝐚𝐭𝐞 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐫𝐞𝐪𝐮𝐢𝐫𝐞𝐬 𝐧𝐞𝐰 𝐦𝐚𝐧𝐮𝐟𝐚𝐜𝐭𝐮𝐫𝐢𝐧𝐠 𝐢𝐧𝐯𝐞𝐬𝐭𝐨𝐫𝐬 𝐭𝐨 𝐞𝐦𝐩𝐥𝐨𝐲 𝐚𝐭 𝐥𝐞𝐚𝐬𝐭 𝟖𝟎% 𝐒𝐚𝐛𝐚𝐡𝐚𝐧𝐬 𝐚𝐬 𝐩𝐚𝐫𝐭 𝐨𝐟 𝐭𝐡𝐞𝐢𝐫 𝐦𝐢𝐧𝐢𝐦𝐮𝐦 𝐥𝐨𝐜𝐚𝐥 𝐰𝐨𝐫𝐤𝐟𝐨𝐫𝐜𝐞.

So far, there is no written policy by MINDET requiring new manufacturers to employ 80% local Sabahans. In contrast, the 𝐌𝐚𝐥𝐚𝐲𝐬𝐢𝐚𝐧 𝐈𝐧𝐯𝐞𝐬𝐭𝐦𝐞𝐧𝐭 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐀𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐲 (𝐌𝐈𝐃𝐀), this condition is stipulated in 𝐋𝐚𝐦𝐩𝐢𝐫𝐚𝐧 𝐀 of the 𝐌𝐚𝐧𝐮𝐟𝐚𝐜𝐭𝐮𝐫𝐢𝐧𝐠 𝐋𝐢𝐜𝐞𝐧𝐜𝐞, 𝐫𝐞𝐪𝐮𝐢𝐫𝐢𝐧𝐠 that 𝟖𝟎% of the workforce be 𝐌𝐚𝐥𝐚𝐲𝐬𝐢𝐚𝐧.

However, 𝐌𝐢𝐧𝐢𝐬𝐭𝐫𝐲 𝐨𝐟 𝐈𝐧𝐯𝐞𝐬𝐭𝐦𝐞𝐧𝐭, 𝐓𝐫𝐚𝐝𝐞 𝐚𝐧𝐝 𝐈𝐧𝐝𝐮𝐬𝐭𝐫𝐲 (𝐌𝐈𝐓𝐈) announced in December 2024 that the 𝐦𝐚𝐧𝐮𝐟𝐚𝐜𝐭𝐮𝐫𝐢𝐧𝐠 𝐬𝐞𝐜𝐭𝐨𝐫 𝐰𝐨𝐮𝐥𝐝 𝐛𝐞 𝐞𝐱𝐞𝐦𝐩𝐭𝐞𝐝 𝐟𝐫𝐨𝐦 𝐭𝐡𝐞 𝟖𝟎:𝟐𝟎 𝐞𝐦𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 𝐫𝐚𝐭𝐢𝐨 requirement until the Multi-Tier Levy Mechanism (MTLM) is fully implemented.

To-date, this exemption remains in effect, providing flexibility for industries to adjust their workforce requirements more effectively.

𝐂𝐨𝐮𝐫𝐭𝐞𝐬𝐲 𝐂𝐚𝐥𝐥 𝐨𝐧 𝐘𝐁𝐡𝐠 𝐃𝐚𝐭𝐮𝐤 𝐙𝐚𝐢𝐧𝐮𝐝𝐢𝐧 𝐀𝐦𝐚𝐧, 𝐒𝐚𝐛𝐚𝐡 𝐒𝐭𝐚𝐭𝐞 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲 - 𝐉𝐮𝐥𝐲 𝟐𝟎, 𝟐𝟎𝟐𝟔

The Federation of Malaysian Manufacturing (FMM) Sabah Branch paid a courtesy call on the newly appointed 𝐒𝐚𝐛𝐚𝐡 𝐒𝐭𝐚𝐭𝐞 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲, 𝐘𝐁𝐡𝐠 𝐃𝐚𝐭𝐮𝐤 𝐙𝐚𝐢𝐧𝐮𝐝𝐢𝐧 𝐀𝐦𝐚𝐧, 𝐨𝐧 𝐉𝐮𝐥𝐲 𝟐𝟎,𝟐𝟎𝟐𝟔, at his official office in Menara Kinabalu. The Branch took the opportunity to congratulate him on his recent appointment succeeding 𝐘𝐁𝐡𝐠 𝐃𝐚𝐭𝐮𝐤 𝐒𝐞𝐫𝐢 𝐒𝐚𝐟𝐚𝐫 𝐔𝐧𝐭𝐨𝐧𝐠.

During the meeting, Mr. Liaw, Chairman of FMM Sabah Branch, highlighted the following key issues:

i. The unresolved port yard congestion issue, coupled with demurrage charges and the yard congestion surcharge at Sapangar Bay Container Port, has resulted in higher product costs and impeded import and export activities.
ii. The proposed participation of industry stakeholders in meetings and discussions involving Government-Linked Companies (GLC) to enhance the development of Sabah’s industry sector.
iii. The resumption of the Sabah Labour Advisory Council as a platform for engagement between the Government and industry stakeholders.
iv. FMM’s ongoing efforts to advocate talent development and the proposed future collaboration to close the skills mismatch gap.

During the meeting, the FMM Chairman emphasized the need for sustainable solutions address the challenges faced by the manufacturing sector and expressed optimism about future collaboration with the State Government. YBhg Datuk Zainudin welcomed FMM’s recommendations and expressed his support for initiatives that would strengthen Sabah’s industry sector and contribute to the State’s development agenda.

Overall, the 𝐒𝐭𝐚𝐫𝐭-𝐔𝐩 𝐄𝐧𝐭𝐫𝐞𝐩𝐫𝐞𝐧𝐞𝐮𝐫𝐬𝐡𝐢𝐩 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩 organised by FMM Sabah in collaboration with 𝐒𝐞𝐝𝐜𝐨𝐯𝐞𝐬𝐭 𝐇𝐨𝐥𝐝𝐢𝐧𝐠𝐬 𝐒𝐝𝐧. 𝐁𝐡𝐝 from 𝐉𝐮𝐥𝐲 𝟑-𝟓, 𝟐𝟎𝟐𝟔 in 𝐒𝐚𝐧𝐝𝐚𝐤𝐚𝐧 𝐇𝐨𝐭𝐞𝐥, 𝐒𝐚𝐧𝐝𝐚𝐤𝐚𝐧 was successfully implemented and achieved its intended objectives. The programme not only provided participants with theoretical knowledge but also emphasised practical application, enabling them to understand and apply the knowledge gained to their respective businesses.

Throughout the three-day workshop, participants demonstrated a high level of commitment and enthusiasm in all learning activities. The pitching session was particularly beneficial to the participants. In addition, the programme facilitator, 𝐌𝐫. 𝐑𝐢𝐜𝐤𝐥𝐲 𝐋𝐢𝐦, conducted a 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐑𝐞𝐚𝐝𝐢𝐧𝐞𝐬𝐬 𝐃𝐢𝐚𝐠𝐧𝐨𝐬𝐭𝐢𝐜 𝐀𝐬𝐬𝐞𝐬𝐬𝐦𝐞𝐧𝐭, which enabled participants to evaluate their level of business readiness in terms of business direction, sales and marketing, operations, finance, digital capabilities, and entrepreneurial mindset.

From an organisational perspective, the workshop was conducted smoothly and effectively. The venue and facilities provided were appropriate and comfortable, while the learning materials effectively supported participants in understanding each topic.

The session commenced with welcoming remarks by 𝐌𝐫. 𝐉𝐨𝐬𝐞𝐩𝐡 𝐁𝐞𝐧𝐣𝐚𝐦𝐢𝐧, 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐨𝐟 𝐌𝐈𝐃𝐀 𝐒𝐚𝐛𝐚𝐡, followed by opening remarks from 𝐌𝐫. 𝐋𝐢𝐚𝐰 𝐇𝐞𝐧 𝐊𝐨𝐧𝐠, 𝐂𝐡𝐚𝐢𝐫𝐦𝐚𝐧 𝐨𝐟 𝐅𝐌𝐌 𝐒𝐚𝐛𝐚𝐡 𝐁𝐫𝐚𝐧𝐜𝐡.

The engagement session highlighted the New Incentive Framework (NIF), which was launched on 1 March 2026 by the Malaysian Investment Development Authority (MIDA).

Eligible companies may apply for one of two primary tax incentives under the framework: the Special Tax Rate (STR) or the Investment Tax Allowance (ITA). These incentives are available to companies operating in less developed areas, including the east coast, northern, and interior regions of Sabah.

The application submission deadline is 30 September 2026.

The briefing on the NIF was delivered by 𝐌𝐫. 𝐌𝐨𝐡𝐚𝐦𝐦𝐚𝐝 𝐅𝐚𝐢𝐫𝐨𝐥 𝐋𝐚𝐢, 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐭 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐨𝐟 𝐌𝐈𝐃𝐀 𝐒𝐚𝐛𝐚𝐡.

In addition, MATRADE shared insights on Sabah's trade performance growth, presented by 𝐌𝐫. 𝐀𝐝𝐥𝐢 𝐇𝐚𝐢𝐤𝐚𝐥 𝐀𝐛𝐝𝐮𝐥 𝐇𝐚𝐧𝐢𝐛, 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐨𝐟 𝐌𝐀𝐓𝐑𝐀𝐃𝐄 𝐒𝐚𝐛𝐚𝐡.
