Its founding members Mr Krishnan, Dr Saras, Mr Thevarajah, Mr Shanmugam & Mr Gurcharran brought together the residents of Fresh Breezes with the intention of fostering unity amongst residents and to boost security in the neighbourhood. It was during this time, the always safe, secure and peaceful neighbourhood had been plagued by a spate of petty thefts, break ins and sn**ch thefts. This prompted
the formation of the association. The very first meeting was a momentous one held at the corner of Jalan Chantek and Jalan Chantum. It brought together a majority of the long time residents as well as new ones whom all agreed in unison that security and safety was key. The event was also graced by the late Tan Sri Low Nam Hui whose family had been living there since the early 80s. FEBRA was officially registered with the Registrar of Societies (ROS) Malaysia on the 3rd of July 2006. There has been an active participation by a majority of residents and committee members with their interaction at resident meetups, AGM's. The FEBRA committee have been active with their regular committee and sub-comm meetings (specifically security).
