The NACC Regional Office was established in Mexico City in 1957 and is accredited to, and responsible for, working very closely with a diverse mix of 21 Contracting States and 19 Territories. Our member States range from the largest States to States with less complex systems. This results in very challenging aeronautical issues that require a global perspective. The NACC Regional Office ensures t

hat from the largest to the smallest, none of its member States are left behind and that each receives our support for the implementation of ICAO Standards and Recommended Practices (SARPs) and the safe and efficient growth of its aviation endeavours. State/Territory/International Organization compliance with the SARPs can also be challenging not only for the staff of the Mexico City Office, but those entities that must abide by and implement them. We, in collaboration with the user community and our States and Territories, meet these challenges with a goal to provide the highest level of aviation safety, security and efficiency and promote an environment for continued growth of international civil aviation in North America, Central America and the. The NACC Office Regional Director, with the support of the Secretary General, the President of the Council, and other Headquarters leaders, is firmly committed to the success of the regional and global aviation goals of each of our member States and their representative agencies, regional mechanisms, and government and non-government organizations.

The Fourteenth Meeting of the North American, Central American and Caribbean Directors of Civil Aviation (NACC/DCA/14) hosted by Antigua and Barbuda and held at the (AUA) Conference Centre, Jabberwock Beach Road, University Park, Coolidge, Antigua is wrapped up its sessions last Friday June 5, 2026. With the participation of Directors General of Civil Aviation Authorities of States and Territories of the ICAO NAM/CAR Regions, and representatives of invited international organizations. In addition to topics linked to the ICAO Strategic Goals, this meeting also addressed Regulatory and Institutional Sandboxes in the CAR Region. The NACC/DCA/14 served as a forum for the convening of the Thirteenth Meeting of the FRL09M1 Multi-Regional Civil Aviation Assistance Programme (MCAAP) Project Steering Committee and it also included the high-level interactive workshop entitled Effective Delegation and Regional Cooperation which was kindly sponsored by United Arab Emirates.

We are pleased to announce the successful completion of the Flight Procedure Design Basic Training under the Flight Procedure Programme (FPP). This important milestone has helped strengthen States’ capabilities in Instrument Flight Procedure Design (IFPD) and oversight. The programme will now continue with the On-the-Job Training (OJT) phase, where participants will apply their knowledge in real operational environments. Stay tuned as we continue supporting capacity building and aviation safety in the CAR Region!

At the Congreso Internacional de Seguridad Aérea 2026 in Tulum, the International Civil Aviation Organization (ICAO), through its NACC Regional Office, reaffirmed its commitment to strengthening aviation safety across the region.

The ICAO delegation was represented by Regional Director Christopher Barks, alongside José María Peral Pecharroman (Regional Officer, Aviation Security), Sereya Schotborgh (Regional Officer, Operational Safety), and José Alfredo Jiménez (Regional Officer, AIG Implementation).

Through active engagement, ICAO contributed to key discussions on emerging safety challenges, operational resilience, and the continuous enhancement of oversight systems aligned with ICAO Standards and Recommended Practices (SARPs).

Participation in forums such as this reflects the shared responsibility of States and industry to work collaboratively toward a safer, more secure, and sustainable aviation system.

Together, we continue to build a safer, stronger, and more connected aviation community.

We welcome participants to the Second Meeting of the NACC/WG Airspace Management ans Capacity Balancing Task Force and Eleventh Meeting of the CANSO IATA ICAO Free Route Airspace Team. This important group coordinates the progress of regional coordination on Free Route Airspace (FRA) and upper airspace initiatives as well as strengthening collaboration among States, Territories, Air Navigation Service Providers and industry partners in the NAM/CAR Regions.

Some moments go beyond protocol… and become deeply meaningful.

Celebrating the 60th anniversary of the establishment of diplomatic relations between Mexico and Jamaica (1966–2026) is one of them — a story of connection, respect, and cooperation that has endured for six decades.

In this context, it was an honor for the NACC Office of the International Civil Aviation Organization to be represented by Ms. Sereya Schotborgh, in a celebration that not only reflects on the past, but also inspires the future.

Because beyond agreements and diplomacy, there are human, cultural, and professional bonds that strengthen our regions. And within that bridge, aviation plays a vital role: bringing people closer, creating opportunities, and fostering understanding.

En la aviación, cada avance hacia la igualdad de género no ocurre por casualidad — ocurre porque hay mujeres que se presentan, participan y lideran. En el evento “Mujeres trabajadoras: derechos y liderazgo”, organizado por la Asociación Sindical de Pilotos Aviadores de México (ASPA), nuestra Oficina Regional estuvo presente no solo para apoyar… sino para seguir impulsando el cambio. Mayda Ávila, Sereya Schotborgh y Judit de León, Especialistas Regionales participaron en este espacio que reconoce una verdad esencial: el liderazgo femenino no es el futuro… es el presente.

Cada conversación, cada experiencia compartida y cada voz que se alza abre camino para muchas más. Porque cuando una mujer avanza en la aviación, no avanza sola — transforma el sistema. Desde la Oficina Regional reafirmamos nuestro compromiso de seguir creando oportunidades, derribando barreras y construyendo un sector aeronáutico donde el talento, la capacidad y la pasión — no el género — definan el rumbo.

In aviation, every step toward gender equality does not happen by chance — it happens because women show up, engage, and lead. At the event “Women Workers: Rights and Leadership,” organized by the Asociación Sindical de Pilotos Aviadores de México (ASPA), the ICAO North American, Central American and Caribbean Regional Office was present not only to support… but to continue driving change. Mayda Ávila, Sereya Schotborgh and Judit de León, Regional Officers took part in this important event, highlighting a fundamental truth: female leadership is not the future… it is the present.

Every conversation, every shared experience, and every voice that rises creates a path for many more. Because when one woman advances in aviation, she does not advance alone — she transforms the system. Last week the RASG-PA/15 and GREPECAS/23 Meetings wrapped up in Mexico City. These meetings were kindly hosted by Mexico (SENEAM and ASA) and organized in conjunction with the ICAO South American Regional Office. The convening of the joint PIRG and RASG meetings serves as a means to implement the GASP and GANP goals for 2026-2028 and to strengthen safety initiatives, data sharing, enhancing the air navigation infrastructure; the performance-based air navigation implementation as well as the relationship of States and Territories in the NAM, CAR and SAM Regions.
