“This was not a life-saving mission. The divers had already perished. The question is whether the level of risk taken was truly necessary or worth another human life.

The prevention lesson is clear: an initial operation without full specialist support or adequate decompression planning came at the cost of a sixth life. Only after suspension and the involvement of experts were the bodies located more safely.

Body recovery in overhead environments at depth is inherently one of the most dangerous forms of diving. The Maldives incident is a painful reminder that even experienced and military divers are not immune without layered safety controls, specialist planning, and operational restraint.”

A near-miss incident occurred during the installation of an outdoor air conditioning unit on the 6th floor of a building adjacent to a busy public road, where pedestrians were actively walking below.

This incident highlights the critical gaps in existing occupational safety regulations, including the lack of effective monitoring, enforcement, and a dedicated regulatory body.

To prevent potential fatalities, the government must proactively regulate high-risk construction and installation works by implementing mandatory licensing and permitting systems prior to commencement. A shift from a reactive to a proactive approach is essential to ensure public and worker safety .
