The public inquiry into Daphne's assassination identified Glenn Bedingfield as a key operator in the orchestrated campaign to dehumanise Daphne and delegitimise her work. He operated from within the Office of the Prime Minister.

Malta's newly re-elected Prime Minister Robert Abela appointed Glenn Bedingfield as Minister for Home Affairs and National Security.

Since 2021, Abela's successive governments have failed to implement the recommendations of the public inquiry and stone-walled all international and local attempts to support and collaborate on the implementation.

This is what the public inquiry report said about Bedingfield:

"The evidence shows that there were elements both within the State entities and in particular within the Office of the Prime Minister that actively acted to thwart the journalist in her work and contributed to a sustained campaign in an organised manner.

"This sustained and strong denigratory campaign found its strongest outlet in social media and its worst expression was the blog which was set up and led by the Honourable Glenn Bedingfield who occupied a position within the Office of the Prime Minister."

🚩 What have political parties said or not said about the public inquiry into Daphne’s assassination?

Our latest briefing note analyses how the political parties contesting Malta’s 2026 general election propose to address the recommendations of the public inquiry, almost five years after they were published.

The analysis is based on the political parties' electoral manifestos, focusing on the ones that reference reforms that relate to the public inquiry’s recommendations. It summarises the parties’ respective proposals related to the recommendations on media freedom, rule of law, anti-corruption safeguards, institutional accountability, and journalists’ protection.

The public inquiry was not only about assigning responsibility. Its purpose is to help the Maltese State understand its failures and identify the reforms needed to prevent future attacks on journalists and protect democratic accountability. Under human rights law, the State has a positive obligation to safeguard life and uphold press freedom.

In 2021, the public inquiry concluded that the Maltese State must shoulder responsibility for her death. The inquiry’s final report was delivered to Malta’s Prime Minister on 29 July 2021, yet most of its recommendations remain unimplemented, leaving journalists exposed to ongoing risks.
