𝐃𝐢𝐬𝐭𝐫𝐢𝐜𝐭 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐌𝐞𝐬𝐬𝐚𝐠𝐞
Dear Fellow Rotarians
It is my profound honour to serve as the District Governor of Rotary International (RI) District 3450. I extend my deepest gratitude to Past District Governors and their remarkable teams for steering our District to contribute and create positive results in our committees over the past years. Now, we must build on these successful outcomes and transform them into lasting impact — in ourselves, in our clubs, and in our communities.
Create Lasting Impact — this is the Presidential Message of 2026-2027 RI President Olayinka Hakeem Babalola. It reminds us that we are called not only to act, but to ensure that what we do endures. Change is only the beginning. Impact is what endures.
Membership Growth through Pride and Sense of Belonging
RI has set an ambitious goal: by 2030, we should reach 1.25 million Rotarians and 125,000 Rotaractors. However, membership growth is not just about new members joining. In fact, our district’s key challenge is not recruitment of new members but retention of existing members. Many members, especially new ones, leave because they lack of pride, sense of belonging, and fulfillment. They joined Rotary to make a difference yet often feel disconnected from that purpose.
The root cause is mindset and engagement. When members feel unseen, unheard, or unfulfilled, they will not introduce quality new members — and eventually, they will leave. Therefore, our 2026-2027 goal is clear: enhance sense of belonging and pride through genuine member care programmes, fostering unity and pride in Rotary service.
To achieve this, the District Membership Committee will continue ongoing membership development plans while placing new emphasis on restoring Rotarian pride. We will establish a Member Retention Survey Team to analyze why members leave, providing data-driven insights for every club to improve their club experience for their members.
Building New Clubs, Not Just New Members
We must also think structurally. Growth means building new rooms, not just filling existing ones. New clubs break through membership portals and bring in entirely new members — without competing for existing ones. I encourage all clubs to explore different formats: satellite clubs, passport clubs, venture clubs, or flexible meeting models. Each shares Rotary’s values but offers an unique experience tailored to modern lifestyles.
To motivate membership growth, starting July 1, 2027, each club that achieves net membership growth compared to July 1, 2026, will receive HK$1,000 for each net growth member from the district to support its community service projects. Let growth of membership fuel even greater in our social services impact.
Fellowship, Wellbeing, and Unity
A Rotarian who enjoys fellowship stays. A Rotarian who feels cared for serves longer. This year, we will organize cultural, recreational, and sports activities — Rotary Singing Contest, sports competitions, and concerts — to strengthen happiness, satisfaction, and pride across our district.
Embracing Diversity and Future Leaders
With an open mind and heart, we will welcome the best people with the best ideas. We will also embrace our Rotaractors, not as service target, but as equal partner. Invite them into committees and project planning, not just participation. Today we sow seeds of contribution through service. Tomorrow, they will become our leaders.
From Change to Lasting Impact
Fellow Rotarians, when we change ourselves, we change our clubs. When we change our clubs, we change our communities. And when we change our communities, we create lasting impact across the globe.
Let us empower District 3450. Let us welcome quality new members. Let us enhance our pride, build new clubs, care for one another, and together to create lasting impact in our district, in our communities and in the world.

本人深感榮幸能擔任國際扶輪3450地區總監一職。我衷心感謝各位前地區總監及他們卓越的團隊，在過去多年來帶領本地區在各社區中作出貢獻及創造積極成果。現在，我們必須在這些成功基礎上再接再厲，將其轉化為持恆的影響力——在我們自身、在我們的扶輪社，以及在我們的社區中。
創造持恒影響 —— 這是2026-27年度國際扶輪社長奧拉英卡．哈基姆．巴巴羅拉（Olayinka Hakeem Babalola）的社長訊息。這提醒我們，凡事不僅要付諸行動，更要確保我們所作所為能夠延續下去。變革只是開始，創造影響力方能持久。
透過自豪感與歸屬感推動社員成長
國際扶輪訂立了宏遠目標：到2030年，我們要達到125萬名扶輪社友及12.5萬名扶青社友。然而，社員增長不僅僅關乎新社員的加入。事實上，我們地區面臨的關鍵挑戰並非招募新社員，而是留住現有社員。許多社友，尤其是新加入的社友，他們之所以離開，是因為缺乏自豪感、歸屬感和滿足感。他們加入扶輪是為了作出生活改變，卻往往感覺與這個原因有所脫節。
問題的根源在於心態與參與度。當社友感到不被重視、不被聆聽或缺乏滿足感時，他們是不會引薦優質的新社員——最終更會選擇離開。因此，我們2026-27年度的目標成果清晰明確：透過真誠的社員關懷計劃，增強歸屬感與自豪感，促進社友對扶輪服務的團結與自豪。
為此，地區社員發展委員會將延續現有的社員發展計劃，同時加強重建扶輪社友自豪感的工作。我們將成立「社員流失調查小組」，分析社友離開的原因，為各扶輪社提供以數據為本的個案見解，協助他們改善社友的社務體驗。
建立新扶輪社，而不只是招募新社友
我們也必須從結構層面思考。增長意味着增建新房間，而不只是填滿現有的房間。成立新扶輪社能夠突破社員招募的瓶頸，吸納全新的社員——而不會與現有扶輪社爭奪社友。我鼓勵各扶輪社探索不同的組合模式：衛星社、護照社、創業社，或彈性會議模式。每種組合模式都能體現扶輪的價值觀，同時提供獨特的體驗，以配合現代生活節奏。
為激勵社員增長，由2027年7月1日起，任何扶輪社若與2026年7月1日相比實現社員淨增長，地區將按每位淨增長社員撥出港幣1,000元，資助該社推行社區服務計劃。讓社員的增長，推動我們在社會服務上發揮更大的影響力。
聯誼、福祉與團結
享受聯誼的社友會留下來；感受到關懷的社友會服務更久。今年，我們將舉辦文化、康樂及體育活動——扶輪歌唱比賽、體育競賽及音樂會——以增進整個地區社友的快樂、滿足感與自豪感。
擁抱多元與未來領袖
我們將以開放的心懷，歡迎最優秀的人才和最具創意的構思。我們亦會擁抱扶青社友，不把他們視為服務對象，而是相對平等的夥伴。邀請他們參與地區委員會和服務項目規劃，而不僅僅是參與活動。今天我們透過服務播下貢獻的種子，明天他們將成為我們的領袖。
從變革邁向持久影響力
親愛的扶輪社友們，當我們改變自己，我們就改變了我們的扶輪社；當我們改變扶輪社，我們就改變了我們的社區；而當我們改變了社區，我們就可為全球創造了持久的影響力。
